3 Introduction 1.1 Policy Statement The purpose of this policy is to clarify mandatory training requirements and responsibilities across the organisation. The Handbook to the NHS Constitution, Department of Health (June 2008) describes the rights of patients to expect NHS organisations to monitor and make efforts to improve the quality of healthcare we provide, taking account of the applicable standards. The expectations of staff is that we all play our part in ensuring the success of the NHS by taking up training and development opportunities provided this includes: keeping professional and other job-related skills up-to-date; actively engaging in appraisal and personal development planning; ensuring that all mandatory and statutory training is undertaken and completed. 1 In order to comply with legislation, Milton Keynes Community Health Services has a statutory obligation in respect of training provision and is required to demonstrate that it meets certain statutory and mandatory obligations, which underpin and support this policy including the NHS Litigation Authority (NHSLA), Care Quality Commission (CQC) Standards for Better Health (SfBH) and the Knowledge and Skills Framework (KSF). It is essential therefore that all staff attend and participate in this training to ensure their safety and well being at work and also to ensure the safety and well being of patients, visitors and other staff is maintained. 1.2 Aims and Objectives Under each aim, further objectives can be defined: This policy clearly defines roles and responsibilities and will ensure that MKCHS complies with the NHS Litigation Authority and Healthcare Commission Standards and that mandatory training is an essential component to the PCT s Governance Framework. This policy shows how mandatory training is linked to the Knowledge and Skills Framework and outlines the competencies that must be part of everyone s job descriptions and annual appraisal. This policy will ensure that a consistent approach to mandatory training is applied for all of our staff regardless of; contract type, grade, hours worked, gender, national ethnic or social origin, age, disability, religion or any other criteria that could be deemed discriminatory. 1.3 What is Mandatory Training? Mandatory training is training that is deemed vital for the safe and efficient functioning of the organisation and/or safety and wellbeing of individual members of staff, this includes statutory training. The components of mandatory training are defined by the organisation either to minimise risk or to provide positive benefits to staff and patients. 3 of 19

4 The components of mandatory training are: - 1. Corporate & Local induction for new starters 2. Fire awareness 3. Manual (load) handling and/manual (patient) handling 4. Infection, prevention & control 5. Safeguarding Children For details of who is required to attend, the different methods of teaching, venue and the frequency required for each topic, please see appendix 1. The other source of detailed information including; dates of future courses, course objectives and course content is the Mandatory Training Directory, which can be accessed from the intranet under Staff Information and Training & Development or a hard copy can be obtained from the Training Coordinator at PCT Headquarters. 1.4 Other Essential Training requirements All staff are expected to undertake other essential training as part of their role within the organisation in order to fulfill statutory and legislative requirements for example Basic Life Support, Conflict Resolution, Equality, Diversity & Human Rights and Safeguarding Vulnerable Adults. These requirements are determined by the service areas for each relevant staff group i.e. clinical or non-clinical or whether there is patient contact as part of the individual s job role. Each head of service is responsible for ensuring that Statutory and Legislative requirements are met within their specific Essential Training schedule and that training is administered, monitored and recorded within each specific department/ward. In order to meet legislative requirements, it may be necessary in the near future to redefine some elements of essential training to be mandatory for all staff i.e. Safeguarding Vulnerable Adults; Equality and Diversity and notification of these changes will be disseminated to all staff when appropriate. For details of who should attend what and how often staff should attend please refer to the Training Directories which can be obtained form the intranet under Staff Information and Training and Development or a hard copy can be obtained from the Training Coordinator at PCT Headquarters. 2.0 Roles and Responsibilities Everyone within the Trust has responsibility for ensuring that mandatory training is provided, accessed and attended appropriately. (a) MK Community Health Services, Leadership Management Team LMT is responsible for determining what will be included in the organisational mandatory training programme. Milton Keynes Community Health Services recognises that whilst statutory training requirements are not within its control, mandatory training requirements are and any additions or changes to the schedule will be considered carefully because of the additional pressures they create for staff and the service. 1. 5 The Trust Management Team is also responsible for: - Ensuring that there is enough flexibility in budgeted establishments to allow protected time to enable staff to attend mandatory training. Providing sufficient budget each year to provide adequate and appropriate mandatory training. Ensuring that all staff are aware of the mandatory training requirements Monitoring attendance and therefore compliance of the NHSLA requirements (b) Managers Managers are responsible for: All their staff attending mandatory training programmes as set out in this policy. Discussing statutory and mandatory training as part of the Performance Development Review, checking attendance and planning for future training as part of the Personal Development Plan. Ensuring that attendance of statutory and mandatory training is planned and undertaken as a priority over other non-essential training. Ensuring that where required cover is available to allow individuals to attend statutory and mandatory training Monitoring attendance of statutory and mandatory training of all direct reports. Notifying the Specific Trainer of any special needs required for the training session/s. Ensuring that alternative arrangements are put in place for hard to reach staff, where access to usual mandatory training proves difficult. (c) Training Leads Training leads are those people who have responsibility for providing specialist training Training Leads are responsible for: Providing appropriately trained trainers Providing alternative trainers when usual trainers are unavailable. Proactively seeking new ways of developing and delivering the training programmes. Ensuring that the class content is relevant and complies with any statutory and regulatory requirements. Ensuring that the classes provided are delivered in accordance with the PCT Equality and Diversity Policy Ensuring that trainers Log delegates attendance on an attendance sheet (See appendix 1) and ensure that records are entered onto ESR. Evaluating the training and considering the outcomes of evaluation when planning future training. A chart showing the reporting structure for training leads is detailed in appendix 6. For each service area that provides mandatory training, it is the responsibility of the service area to have resources in place to ensure that training goes ahead as planned including finding suitable alternative trainers or external providers at short notice. (d) Staff Individuals are responsible for: Attending statutory and mandatory training in line with the PCT Policy and as agreed with their managers and recorded in their PDP Notifying trainers, in advance of the class any special needs, i.e. large print 5 of 19

6 Making their supervisor or manager aware of any difficulties with attending statutory and mandatory training Notifying the trainer or Training Coordinator when you are unable to attend your booked session, in advance where possible. Applying their learning into the work place. Staff who work part time or unsocial hours need to be flexible with working arrangements to ensure they are able to attend training as provided by organisation. (e) Human Resources Department Human Resources are responsible for monitoring Mandatory Training provision and compliance which includes: - Managing the Oracle Learning Management module within the Electronic Staff Record (ESR) System providing system administration i.e. maintenance of the training content in the systems library. Providing ESR system expertise and ongoing support and guidance, including system training. Monitoring mandatory training and compliance with the policy Exploring new ways of training provision to increase ease of access i.e. out of hours and blended learning Managing the provision of the corporate induction programme Ensuring that mandatory training, particularly induction is integrated into the recruitment process. Supporting and developing the in-house trainers 3.0 Record Keeping In order to achieve compliance of the NHSLA the PCT must be in a position to demonstrate that systems are in place to record attendance at all mandatory and statutory training courses and that these records are correlated to identify non-attendees, therefore: All providers of mandatory training will log attendance at each subject area will have a designated person to input the data into ESR. It is their responsibility to ensure accurate and up-to-date records are maintained. Once the course has been delivered attendees of the class will be logged as attended on ESR. Those who book onto a class but fail to turn up will be recorded as non-attendees. The standard delegate attendance form can be found in appendix A. 3.1 Reporting The Training Coordinator will report on training activity on a monthly basis as part of the monthly performance report. All elements of mandatory training are part of the key performance indicators and compliance will be monitored at the Leadership Management Team. 3.2 Booking Booking onto mandatory training courses varies according to the provider of the training programme 2 instructions are available in the Mandatory Training Directory, which can be 2. 7 found on the PCT intranet or a hard copy can be obtained from the Training Coordinator in Human Resources. 3.3 Certificates Certificates are issued by the relevant trainer or training provider following attendance at Trust Induction. Certificates should be kept in each individual s personal file to evidence each class. Certificates will only be issued for full attendance of all elements of the programme or class, particularly in reference to the One-day Mandatory Programme or attendance for the new Care Quality Commission. Employees should also be encouraged to keep them in their Performance Development Plan portfolio. Certificates will be distributed to delegates no later than 10 days following the training. 3.4 Attendance & Lateness In order to ensure the safety and well being of staff, patients and visitors it is essential that staff attend and fully participate in mandatory training. All of the content within the training programmes is essential therefore where delegates are late (15 minutes or more) for the start of the training session, you will be asked to re-book for a future date. 3.5 Non-Attendance A cancellation policy is applied to all training provided in-house. Individuals who are booked onto a course and who are unable to attend are required to inform the trainer 7 days before the course commences. Where delegates fail to do this a non-attendance fee (minimum of 25) may be charged to the relevant Line Manager s budget. The fee could be waived in extenuating circumstances where notice of non-attendance has been given outside of the permissible notice period. 4.0 Mandatory Training Delivery Options In order to be flexible there are a variety of options for accessing mandatory training programmes and classes: - 1. Two-day Induction Programme 2. Individual training sessions in-house 3. Dedicated One-day mandatory training programmes 4. e-learning 5. local arrangements for specific areas/staff The PCT recognises that there are some hard to reach staff that will find it very difficult to attend the usual mandatory training provision for a variety of reasons. Flexible delivery of training will continue to be explored and assessed by Human Resources but where there are localised issues and problems with access to training it is the responsibility of managers to ensure that something is put in place to meet the needs of their staff. 4.1 Induction into the Organisation 7 of 19

8 MK Community Health Services provides a comprehensive corporate induction programme that is specifically designed around the needs of new starters to the organisation. A new employee to the organisation whether full or part-time, permanent or temporary should attend the Trust Induction ideally within the first month of employment but no later than 3-months of starting their role (please see PCT Induction Policy for details). As part of the mandatory requirements all staff will also receive a comprehensive induction into their working area/service, this will include information about housekeeping, introductions to the team and administration of new starter paperwork. This will all be explained in the new starter Welcome Pack. Each service area will have a specially formulated welcome pack to cover the essential induction requirements within the given working area. Human Resources will define the minimum standards required in the welcome pack to ensure that: mandatory and statutory requirements are met for the safety of staff; quality of information is assured across the organisation; we all promote Milton Keynes Community Health Services as an employer of choice. Details will be available in the Recruitment & Retention policy which is due to be released in March Individual Training Sessions in-house Individual classes are provided throughout the year and where possible are provided at a variety of venues across the PCT in order to promote inclusion. These classes are arranged and booked one year in advance and details are promoted via messages sent over the intranet and details can also be found on the Training and Development intranet site. A hard copy of the Mandatory Training Directory can be obtained from the Training Coordinator in Human Resources. Plans are in place for 2010 to coordinate some of these single classes in one or two day blocks to enable staff to plan time out for training more effectively. 4.3 One-day Mandatory Training Programmes The PCT is committed to ensuring that all staff attend mandatory training and recognizes that training is an additional burden on service delivery. We will endeavour to find ways of improving training provision taking into account the needs of staff and managers. The One-day Mandatory Training Programme incorporates various elements of mandatory and statutory training in a one-day programme making it easier for managers to plan for attendance at training and was developed as a result of comments and feedback from staff. 4.4 E-Learning E-learning gives an alternative to face-to-face training and can be accessed from an individuals work base or the post graduate library where excellent facilities are provided for quiet working. Ideally e-learning should be conducted away from distractions in a quiet environment to enable the learner to concentrate fully on the learning course. E-learning is available at all times and is therefore particularly useful for staff who find it difficult to attend taught sessions during normal working hours. All subject areas within our organisational mandatory training requirements are now part of the national course catalogue for NHS ESR 3. 9 e-learning and has been written by the NHS for the NHS so is therefore an acceptable alternative to in-house face to face teaching. Successful completion of an e-learning programme will meet the necessary compliance for the given subject. Full guidance on: how to use e-learning; details of how to access it; and how often you can use e-learning as an alternative will be posted on the intranet. 4.5 Local Arrangements for Specific Staff Some areas in the organisation require specialized training i.e. equipment and stores require specialist lifting and handling training, in-patient areas require specialized fire evacuation training. Each training lead will advise on site specific training as appropriate. Due consideration is also being given to specific staff groups i.e. twilight and domestics where attendance at training provided through our current arrangements proves more difficult. Any new solutions must be explored with HR prior to implementation to ensure that all requirements are fulfilled and that records are kept in line with all other staff. All local solutions must meet the criteria as detailed within this policy with regard to the subject areas covered and recurrence. 5.0 The Knowledge and Skills Framework (KSF) The scope of the NHS KSF is extremely broad as it covers the roles and functions of all staff in the NHS and within this large spectrum of competencies there are 6 core competencies that are applicable to every staff member. Mandatory training can be explicitly linked to Core dimension 2. Personal & People Development: Core dimension 3. Health, Safety and Security; and Core dimension 5. Quality; as shown in the table below. 10 This is a key aspect of all jobs as everyone needs to develop themselves in order for services to continue to meet the needs of patients, clients and the public. This dimension is about developing oneself using a variety of means and contributing to the development of others during ongoing work activities. Examples of application include induction, formal courses, evaluating the effectiveness of learning and its effect on own work. 5.2 Core 3 - Health, Safety & Security This is a key aspect of all jobs as it is vital that everyone takes responsibility for promoting the health, safety and security of patients and clients, the public, colleagues and themselves. Core dimension 3 focuses on maintaining and promoting the health, safety and security of everyone in the organisation or anyone who comes into contact with it. It includes tasks that are undertaken as a routine part of one s work such as moving and handling and infection control. 5.3 Core 5 - Quality This is a key aspect of all jobs as everyone is responsible for the quality of their own work. It underpins all the other dimensions in the NHS KSF. Quality can be supported using a range of different approaches including codes of conduct and practice, evidence-based practice, guidelines, legislation, protocols, procedures, policies, standards and systems. Examples of application include infection control, moving and handling, health safety and security, understanding own role in the team and the wider organisation. The level of each core is dependent on whether the individual has responsibilities for self, self and others, contribution to development & improvement or responsible for development and improvement. 3 All the Competencies above are linked to other KSF dimensions and further details can be found in the main reference document. 3 For ease of reference each of the mandatory training requirements has been mapped to the NHS KSF and details can be found in appendix Equality & Diversity This policy is written in the context of National Policy and Standards for Better Health, Governance domain. The equality and diversity agenda will be embedded into all trust training programmes that are delivered by existing staff or external providers of training. Monitoring of equal accessibility to training by all staff will be through feedback from the annual staff attitude survey and by analysing reports of attendance. 6.1 Equality Impact Assessment There is no evidence to suggest that some groups will be affected disproportionately or be disadvantaged or excluded and therefore this document has the potential for promoting equality. A partial impact assessment has been undertaken during the development of this 10 of 19

11 policy and as part of the monitoring and review process will be undertaken again one year after ratification. 7.0 Healthcare Standards This document addresses the criteria outlined in the Healthcare Standards for PCTs under the following domains.
