1 JOB DESCRIPTION POST TITLE: POST REFERENCE: SALARY SCALE: FIN5 Point 36 on the College Pay Scale DATE: January 2014 GENERIC PURPOSE OF POST To provide high-quality efficient and effective non-teaching support, assisting with the promotion of opportunities for learning thereby enabling all learners to achieve to the best of their ability. JOB ROLE PURPOSE OF POST 1. To assist the Assistant Principal Finance and Corporate Services with the delivery of a comprehensive financial service including the provision of financial information and business advice to the Executive and Management Teams. 2. To prepare Management Accounts and commentary for the College and any subsidiary companies to include an accurate forecast outturn for the financial year and a 12 month rolling cash flow forecast. 3. To work closely and in a proactive way with all budget holders by preparing, as part of the monthly Management Accounts, individual budget holders departmental reports. Through regular meetings with budget holders identify any potential areas of concerns and using the skills set of a qualified assist budget holders in preparing action plans to address these issues. 4. To assist with the preparation of the College and any subsidiary companies annual financial statements 5. To assist with the preparation of the College and any subsidiary companies annual budget. 6. To line manage the staff within the Finance Department as appropriate. 7. To ensure that the service level provided by the Finance department is of an acceptable standard for their customers. 2 COLLEGE RESPONSIBILITIES In addition to the generic responsibilities referred to above, all colleagues employed directly in support of assisting with the provision of the teaching and learning experiences of students at Stratford-upon-Avon College are expected to undertake the following College related responsibilities. 1. Health & Safety Implement College Health and Safety systems and procedures. 7. Other Duties Undertake other commensurate duties as may be required from time to time. JOB ROLE RESPONSIBILITIES 1. Professional/Technical/Procedural Knowledge The job requires advanced theoretical, practical and procedural knowledge across the specialist area(s) of Finance and budgetary control together with previous and relevant experience to include experience of managing people and functions. 2. Complexity of Task(s) The job involves carrying out a wide variety of complex tasks many of which will have cross- College or external and/or strategic implications. 3. Decision Making The job involves frequent and sometimes complex autonomous decision making using discretion and initiative normally over a pre-identified area of activity or agreed range of duties often without recourse to a line manager. The job may require occasional high level complex and autonomous decision making in the absence of a senior manager. The role is subject to minimal day to day operational managerial direction. 4. Line Management Responsibility The job involves a direct responsibility for the Finance team. The work involves responsibility for the organisation, allocation and re-allocation, as appropriate, areas of work and the evaluation of activities and working methods. The work involves undertaking appraisal and performance reviews, assessing individual training needs and, in liaison with other appropriate managers, devising and developing individual training programmes as necessary. 5. College Management Responsibility The job involves the undertaking of a general cross-college management role and participating fully in assisting with the operational and strategic leadership and management of the College. The job requires full involvement in general and strategic management issues including attendance at meetings both internal and external, providing direction and leadership to operational committees, workgroups and teams, and advising and supporting the Principal, College Governors, Governor Committees and the Executive Management team as appropriate. The job requires high level internal and external liaison together with January

3 undertaking responsibility for whole College issues and/or functions either on a temporary or permanent basis or in times of emergency. 6. Responsibility for Physical/Financial Resources The job involves direct responsibility for a broad range of physical and/or financial resources as clearly defined together with the responsibility for the basic equipment and tools associated with the job. The job also involves indirect responsibility for the basic equipment and tools used by team members. 7. Mental Effort/Level of Concentration and/or Emotional Demands The job requires high level general awareness and involves prolonged periods of intense concentration, involving maximum sensory/mental attention over a range of different activities. The job involves frequent and prolonged periods of high level work-related pressures e.g. working to deadlines, interruptions, and conflicting demands. The job requires the ability to directly manage professional relationships both internally and externally building contacts and networks of colleagues. The job also requires high level management ability in relation to staff together with the ability to deal with issues relating to performance and capability in a sensitive, supportive and constructive manner taking a collegiate approach. 8. Working Environment The job involves minimal exposure to disagreeable, unpleasant or hazardous environmental working conditions. HOURS OF WORK The postholder will work for 37 hours per week over 52 weeks per annum (excluding entitlement to annual leave and statutory and Public Bank Holidays as recognised in England and Wales). The postholder may be required to work additional hours in certain periods of the year, to achieve expected targets, for which time off in lieu will be granted. DISCLOSURE & BARRINGSERVICE From time to time you may be required to undertake duties that involve unrestricted contact with children or vulnerable adults, therefore the offer of employment is subject to a satisfactory Enhanced Disclosure statement from the Disclosure & Barring Service (DBS). A copy of the DBS s Code of Practice is available on request. 4 PERSON SPECIFICATION POST TITLE : POST GRADE: Point 36 Qualifications Professional Accounting qualification (ACA, ACCA or CIMA) Skills Ability to lead a finance team to deliver results Ability to lead by example Ability to explain financial information to non-finance managers High level computer literacy skills e.g. ECDL or equivalent (Qualifications will normally be held at the above level although in exceptional circumstances proven experience in the use of software packages may be taken into consideration) Experience Experience of a computerised financial management system. Ability to demonstrate successful experience of budget preparation, management reporting and year end procedures Experience of the management of staff. 5 SPECIFIC JOB ROLE DUTIES Associated with the post of POST TITLE: POST REFERENCE: FIN5 POST GRADE: Point 36 LINE MANAGER: Assistant Principal Finance and Corporate Services DATE: January 2014 NOTE: The following specific Job Role Duties and Job Role Purpose are current as at the date shown above. These duties will be reviewed, normally annually, and, in consultation with the postholder, the College reserves the right to make such changes as deemed necessary and appropriate in support of effective and efficient operational requirements and the evolving status of the College. DUTIES: 1. Ensuring that the financial records of the College are maintained in accordance with standard accounting practice and the requirements of the College s funding bodies. 2. Preparation of regular financial forecasts to include projected income and expenditure accounts, balance sheets and cash flow forecast. 3. Assist in the preparation of the annual budget and subsequent year s financial forecasts. Liaise with budget holders throughout the process. 4. Completion of the monthly management accounts for the College and any subsidiary company with explanations of material variances from budget and forecast. 5. Monitor departmental budgets and forecasts across the College and hold regular meetings with individual budget holders throughout the year. 6. To provide the Executive team and Governors with robust departmental contribution reports. 7. To ensure that the accounting software is up to date and recommend changes where necessary. 8. To assist in preparing fee policies for individual reporting units. 9. To be responsible for the day to day management of the Finance team. 10. To ensure that the subsidiary company has appropriate financial regulations and procedures. 11. Contribute to the preparation of the Curriculum Plan to ensure identification of programme efficiency that will enable the Executive to be better informed on the accuracy of the Curriculum Plan. 12. To monitor monthly Bank and Balance Sheet reconciliations. 13. To be responsible for the College s fixed asset register processes. 14. To undertake other tasks consistent with the role as required by the Assistant Principal Finance and Corporate Services.
