5 5 The Role Responsible to: Directorate / Department: Base Location: Head of Safeguarding Scouting Operations/Safeguarding Gilwell Park Salary Band: 48,670 inclusive of Outer London Weighting (band H level 3) Contracted hours of work: 35 hours/week Budgetary responsibility: External Contacts: Internal contacts: Responsible for managing agreed income/expenditure budgets People and organisations from the education and youth sector and other stakeholders promoting best practice in the Safeguarding of children, Government, Police, Local Authority Designated Officers, Statutory Authorities, Disclosure Agencies, Safeguarding experts, Risk and Contingency planners, media and lawyers Chief Executive, Director of Scouting Operations, Director of Support Services, UK Chief Commissioner team, Regional, County and District Commissioners, members, Heads of Department in other directorates, Membership Vetting team

6 6 Job Specification The purpose of this role is to manage the operations of the Association s Safeguarding team to provide specialist support to the movement on matters relating to the safeguarding of children, young people and vulnerable adults. To assume responsibilities within the management of the safeguarding service ie, vetting, historical case team and the safeguarding response team proving regular management oversight, supervision and case direction. Ensure Through supervision and appraisals that specialist support and training is provided to Safeguarding Officers in line with the identified needs of the team and individuals including Contribute to the development of child, young people and vulnerable adult safeguarding policies and procedures ensuring key policies are in line with current Government guidance and legislation. Manage high risk and complex cases, including representing the Association at high level multi-agency meetings as required. Manage and maintain information sharing and recording systems to ensure records are appropriately stored, are accurate and are able to be analysed. Taking responsibility and maintaining a culture of learning and reflecting on cases / significant cases of concern and implement relevant learning within the service, Provide monthly and quarterly reports looking at analysis of case data to inform staffing, safeguarding policies and training requirements. Provide witness statements on behalf of the Association in safeguarding criminal matters, and attend court as and when required. Operate the Safeguarding team on call arrangements, to ensure all volunteers are able to access professional advice 24 hours a day seven days a week, to include responsibility for call escalation 365 days a year outside of office hours. Develop and maintain external professional Safeguarding contacts within statutory and similar voluntary organisations. Ensure a robust monthly auditing of cases to ensure case management is of a good standard. To ensure responsive and genuine engagement with internal and external stakeholders which will provide both challenge and support. Any other duties as reasonably requested by the Head of Safeguarding.

7 7 Person Specification Skills and abilities Excellent interpersonal skills Effective communication skills Ability to undertake assigned tasks within deadlines Able to lead a professional team Ability to budget manage and work on own initiative Ability to provide effective case management and supervision Ability to make risk based assessments Knowledge and understanding Educated to undergraduate level at least, in a relevant subject area. IE (Social Work, Psychology, Policing (D) Extensive experience in safeguarding / child protection (E) Knowledge of the Scout Movement and its operational structures (D) Understanding, acceptance of fundamental values of Scouting (E) Knowledge of national wide disclosure processes-disclosure Scotland, Disclosure and Barring Service, Access Northern Ireland (D) Experience of office administration, using Information Technology, analysing/interpreting data and compromising reports (E) Experience of having managed a team (E) Values and personal qualities Committed to delivering a high quality customer focused service Considerable discretion and independence to act under general guidance but refers to higher levels for policy and professional decisions Show calmness under pressure with attention to detail and accuracy Ability to keep sensitive information confidential Personable and approachable manner Open minded, flexible and articulate Safeguarding rules - Yellow card The post holder agrees to comply with the safeguarding rules as set out on TSA s yellow card at all times and be willing to undertake a DBS check.

8 8 Benefits Salaries are paid monthly by direct transfer on or about the 20th of the month. Holiday Entitlement: 25 days per year plus bank holidays. This increases after two years service to 28 days and after five years to 32 days.* 3 days of additional holidays between Christmas and New Year. You will also get access to the Gym discount, family days out discount and online health risk assessment. Sickness absence We pays sickness above the statutory minimum requirement. (Above benefits apply to employees upon completion of three months in their role unless otherwise stated) Food and drink Subsidised lunch is provided to all employees when they are working at Gilwell Park between Monday and Friday and free beverages are available at all sites. Looking after your future Pension For all employees, the Association has a Group Personal Pension Plan. This plan allows employees to contribute a minimum of 2% of their gross salary up to the maximum allowed within HMRC limits. The Association will contribute twice the employee s contribution, up to a maximum of 10% of gross salary. Life Assurance All employees are covered by a scheme which pays four times the basic salary in the event of death in service. Getting to and from work Car parking All sites offer free car parking to employees. Cycle to Work scheme This scheme is a form of salary sacrifice which enables employees to purchase a bicycle through the Government s Cycle to Work Scheme and can save you up to 42% on the retail value (depending on the employees tax bracket). Minibus Service (Gilwell Park) A minibus service is provided which collects colleagues at 08:20, 08:35. 08:50 from Chingford Station. This service also drops colleagues off to the same location at 16:30, 16:45, 17:00 and 17:15.
