2 January 2018 Thank you for showing an interest in the role of Strategic Programme Manager at the Diocese of Bristol. This information pack provides an outline of the role, the skills and experience that we are looking for, plus some further background to the Diocese. As a diocese we have a vision of Creating connections with God, each other and our communities, across Bristol, Swindon, South Gloucestershire and North Wiltshire. The Diocese has agreed three priorities: making disciples, growing leaders and engaging younger generations. The Bishop s Council has developed Strategic Plan which has six strategic growth initiatives to support the vision and priorities. One of the major initiatives is to invest in developing Mission Areas with resourcing churches that will have a vision for wider mission, be learning communities, develop leaders, resource others and plant churches. The Diocese s objective is to establish six to eight by 2020 across the diocese. It will do this in two ways: 1. By investing in churches with existing mission strength that will become resourcing churches across Mission Areas. 2. By creating new city/town centre resourcing churches in strategic urban locations where mission strength is lacking. These investments, being made with support form the national church, are very important in our aim to reach the community across the Diocese and enable growth. The Diocese has therefore brought them together as one programme to help to ensure a sustained focus over the next few years. This role will be critical in leading this programme effectively and ensuring that it is well integrated into the life of the diocese, working closely with colleagues to help realise the vision embodied in Creating connections through supporting the delivery of a strategy that we pray will bring people of all ages into a living relationship with Jesus. 3 The Bristol Diocesan Board of Finance Ltd Job Description JOB TITLE: JOB SUMMARY: ACCOUNTABLE TO: HOURS: SALARY OFFER: KEY RELATIONSHIPS: Strategic Programme Manager To organise, plan and manage the Diocese of Bristol s Mission Areas and Resourcing Church strategic initiative as a programme and ensure that the programme is executed to a high standard to achieve its aims. 4 MAIN RESPONSIBILITIES The role has responsibilities in four key areas: 1. Programme Development Lead the further planning and design of the programme with key stakeholders confirming the outputs and outcomes to be delivered, and helping to select appropriate lead and lag measures. Ensure a strong programme governance framework, including the approach to effective planning and where appropriate replanning, monitoring and delivery of the programme s aims and outcomes. Develop a process for tracking and reporting of lead and lag measures across all the projects. Work with parishes across the Diocese to help them develop the potential to form Mission Areas in the next phase from 2020 and to lead project planning and SDF applications for future Mission Areas. 2. Programme Management Day-to-day management of the programme, monitoring progress and ensuring that individual elements and the overall programme deliver the expected benefits and to time and budget. Manage and resolve any risks and issues that arise, initiating corrective action as appropriate. Effective co-ordination of elements of the programme and interdependencies, within the diocese. Manage third party contributions to the programme (partners, other agencies, consultants etc). Embed a reporting framework across the programme so that progress is accurately communicated at regular intervals to the Programme Board, including outputs and outcomes. Ensuring the capture and dissemination of learning from the programme both to shape the programme and more widely across the diocese and the church. Work closely with other diocesan staff to ensure support for the programme and effective management of any interdependencies. 3. Stakeholder Engagement & Communications Manage the relationships with key stakeholders inside and outside the programme including assessing their influence, interests and attitudes. Develop a communications plan, with the Diocesan Communications Officer, to engage and address the needs of key stakeholder groups. Proactive day-to-day stakeholder engagement, keeping them informed, building on positive feedback and identifying any barriers/resistance to change. 4

5 Liaise with the Strategy & Development Unit (NCIs) to share learning and acquire leading practices for the programme. 4. Finance and Resource Management Manage the programme budget, monitoring expenditure and costs against the outcomes to be realised as the programme progresses. Support the production of funding applications to the national church in relation to current and future elements of the programme. Identify any critical resource gaps within the programme and seek to resolve them. 5

NOTES AND CONDITIONS The postholder will be expected:- To be fully supportive of the Christian objectives and ethos of the Diocese of Bristol. To comply with terms and conditions of service. To adopt a flexible approach to changing patterns of work including times where there is a requirement to work outside normal office hours and undertake such other duties as are consistent with the job purpose. To promote best practice in meeting the requirements of Health and Safety legislation and comply with other relevant statutory legislation. To carry out duties in accordance with the Diocese of Bristol policy on equality and diversity. To develop oneself and others by making every effort to access development opportunities and contribute effectively by participating in the Diocese of Bristol s personal development and performance review scheme. To be willing to undertake travel as required. To ensure that the principle of confidentiality and the requirements of the Data Protection Act are fully applied to all work of the Bristol Diocesan Board of Finance. To act in such a way that at all times safeguards the health and wellbeing of children and vulnerable adults. Familiarisation with and adherence to the Diocese of Bristol s Safeguarding policies is an essential requirement of all employees as is participation in related mandatory/statutory training To undertake such other tasks as may be reasonably requested by the post-holder s direct line manager. GENERAL NOTES This is a description of the job as it is constituted at the effective date shown. It is the practice of the Diocesan Board of Finance to periodically review job descriptions, update them and ensure that they relate to the job performed, or to incorporate any proposed changes. This procedure will be conducted by the appropriate manager in consultation with the post holder. In these circumstances, it will be the aim to reach agreement on reasonable changes, but if agreement is not possible, the Board of Finance reserves the right to make changes to your job description following consultation. ESSENTIAL Skills, ability and knowledge 1. Proven ability to organise and lead programmes in a complex environment that engage a diverse range of stakeholders and to find ways to embed changes in an organisation. 2. Strong leadership and influencing skills, with the ability to bring order into complex situations and find innovative ways of solving or pre-empting problems. 3. Proven experience of planning, monitoring and controlling programmes and projects, including risk and issue management. 4. Change management skills and the ability to promote good practice, deal with conflict and address any barriers or resistance to change. 5. Proven ability to think strategically and act pragmatically; able to produce plans and deliver results without losing sight of the strategic context. 6. Excellent written and verbal communication skills, including the ability to tailor words and pictures to different audiences and present credibly to senior leadership teams. 7. Strong analytic skills. 8. Administratively able with a good working knowledge of IT. 9. Educated to degree level or equivalent qualification. Attitudes 10. The nature and context of the post means that it is an Occupational Requirement for the postholder to be a practising Christian 11. When the 28th is not a working day, you will be paid on the preceding working day. Normal office hours - Monday Friday 9.00am 5.00pm Full-time hours equivalent to 35 hours per week Core Hours for full time employees are 9.30am 4.00pm New employees are subject to a 3 month probation period There is provision for time off in lieu for necessary out of hours work but no provision for paid overtime 28 days The leave year: 1 January 31 December 8 statutory bank holidays Provision of a comprehensive Induction Programme A contributory group personal pension scheme provided by Standard Life. Employee default contribution 5 %(4% with tax relief) employees are given the option to reduce or increase their rate if they so wish. Employer contribution 10%. A Life Assurance scheme provided by Canada Life for death in service. Sick Pay entitlement First 12 months of employment - 1 month full pay and 1 month half pay. Upon completion of 12 months employment - 3 months full pay and 3 months half pay. Medical You may be required to undertake a medical examination. 9

Reimbursement for eyesight tests are available and contribution towards the purchase of recommended spectacles Provision of car parking facilities at the Diocesan Office Provision of refreshments and kitchen facilities at Diocesan Office Employment can be terminated during probation by giving one week s notice and thereafter in accordance with contractual notice arrangements. There are 30,000 people worshipping regularly in more than 200 churches, led by hundreds of clergy serving within seven deaneries. Around 15,000 children and young people attend our 71 Church schools, while chaplains serve in institutions across our region. The Bishop of Bristol oversees the Diocese as Diocesan Bishop. This post is currently vacant. Based at the Diocesan Office to the north of Bristol and made up of 50 employees and volunteers, we serve ministers, parishes and schools by expressing vision, strengthening relationships, empowering people, maximizing resources and developing structures. We offer training, consultancy, advice in a range of areas, highlight and share best practice across the Diocese and manage different aspects of the life of the Diocese.
