2 1. Broad Purpose Over the last 80 years, Plan International has maintained its commitment to making a lasting impact on the lives of the most vulnerable and excluded children. With the recent Global Strategy ( ) and a common set of values and behaviours in mind; leaders, managers, staff, partners, children and young people participated in a robust process to transform the organization, to fulfil the promise of the 2030 Global Goals and strive for a just world that advances children's rights and equality for girls. Guided by the Theory of Change, Plan International together with partners in all fields will influence international, regional and national laws, policies, frameworks, strategies and budgets to advance children s rights and equality for girls. This will be supported by evidence of good practices and solutions based on Plan International work with children, communities, partners and networks. Plan International will be able to achieve the ambitious results of having focused gender transformative programming and evidence-based influencing through considerable upskilling of our programme and influencing staff both in humanitarian and development settings. In order to reach the ambitions of the Global Strategy, Country Offices (COs) reflected on skill areas in which they need to build and support staff capability and one of the priority skill areas is on Disaster Risk Management. Plan International is committed to the Core Humanitarian Standard on Quality and Accountability (CHS) hence to fulfil all Nine Commitments. Based on the learning from recent Real Time Reviews and CHS Self-Assessment of Plan International humanitarian responses, it is acknowledged the presence of difficulties in excelling the Nine Commitments. The present plan has been elaborated by the Plan International IH Disaster Risk Management (DRM) team, aiming to upskill staff to better comply with the 9 CHS Commitments 1. Five skills areas are identified and for this consultancy we will be focusing on skill Areas 3 and 5: 1. Needs assessment and readiness for timely assistance (CHS Commitments 1&2); 2. Building local capacities for building resilience (CHS Commitment 3); 3. Information, feedback, and complaints mechanisms (CHS Commitments 4 & 5) 4. Coordination with local government, authorities, humanitarian clusters (CHS Commitment 6); 5. Gender in Emergencies 2. Owners Director of Disaster Risk Management, Plan International, HQ Head of DRR and Climate Change, Plan International, HQ 3. Requirement/ scope of services We are looking for consultants/team of consultants who will be able to provide technical services in designing and delivering learning solutions to address the 1 CHS Commitment 9 is translated into skill in resource mobilization and financial management. Learning Solutions in response to this commitment will be implemented starting this fiscal year.

3 specific gaps in two priority skill areas listed below. The consultants need to refer to Plan International s training package for the Emergency Response Team ( Go Team ). The outputs from this consultancy will be used for the Roster Skills Development Learning Event, another learning initiative in Plan scheduled on mid- May Skill Area 3 - Information, feedback, and complaints mechanisms (CHS Commitments 4&5) Design and deliver learning solutions based on the manuals on feedback mechanisms already developed by Plan Sweden National Organization. Skill Area 5: Gender in emergencies Design and deliver learning solutions in Gender in Emergencies based on the existing Plan online training of Gender in Emergencies and other references. One of the given learning solutions is to deliver the training package for both skill areas for Gender and DRM Plan technical staff in English, Spanish and French in May/June Required Skills, Experience and Knowledge Knowledge of Core Humanitarian Standard on Quality and Accountability (CHS), Gender in Emergencies and Inclusion will be necessary. Skills in designing and delivering different learning solutions in the context of Disaster Risk Management and Gender in Emergencies is very important. Able to demonstrate a sensitivity and awareness to other people and cultures. Ability to design, plan, organize, and implement projects and tasks within an allotted timeframe and with room for flexibility. Ability to work with Plan Project Owners and Learning and Development team in a professional manner to achieve a common goal. Experience in designing various learning solutions and delivering blended learning courses on Disaster Risk Management and CHS and in using learning technologies for learning solutions. Members of the team need to be fluent in English, Spanish and French. 5. Key Deliverables Skill Area 3 5 Deliverable Date Estimated number of days Design learning solutions based on the March/April 16 manuals on feedback mechanisms already developed by Plan Sweden National Organization. Design learning solutions in Gender in March/April 18 Emergencies based on the existing Plan online training of Gender in Emergencies and other references.

4 Deliver face-to-face training in 4 regions 2 of Plan (2 in English, 1 in Spanish and 1 French) face to face, 2 days preparation and 2 days post training activities e.g. reports May/June 28 Total Number of days Agreed Timetable Please refer to section 5 for the timetable for specific skill area. An inception meeting with the consultant/team of consultants for present the scope of work and specific deliverables. An inception report will be required from the consultant, 3 days after the meeting. 7. List of documents to be submitted with the RFQ RFQ must be inclusive of the following documents: C.V of the consultant(s) assigned to the work Web links, if available on the work of the consultants Letter of introduction highlighting innovative learning methodologies to deliver this project Cost proposal 8. Submission of offers The offer must be sent via to Procurement@plan-international.org Offers must be received before the deadline specified in the Request for Quotations Pricing for services should state whether they are fixed or non-fixed. 9. Evaluation of offers Shortlisted suppliers may be invited to discuss their proposals in more detail at Plan s discretion. Plan International, at its sole discretion, will select the successful RFQ. Plan international shall be free to: Accept the whole, or part only, of any submission Accept none of the proposals Republish this Request for Quotations Plan International reserves the right to keep confidential the circumstances that have been considered for the selection of the offers. Part of the evaluation process may include a presentation from the supplier and a site visit by Plan International staff, to offices. 5 Plan International may award multiple contracts and all contracts will be non-exclusive. 10. Contract Payment terms Please note that, if successful, Plan International s standard terms of payment are 30 days after the end of the month of receipt of invoice, or after acceptance of the Goods/Services/Works, if later. 11. Plan International s Ethical & Environmental Statement The supplier should establish environmental standards and good practices that follow the principles of ISO Environmental Management Systems, and in particular to ensure compliance with environmental legislation 12. Clarifications The onus is on the invited companies to ensure that its offer is complete and meets Plan International s requirements. Failure to comply may lead to the offer being rejected.
