(CEA) is a not for profit organisation specializing in working with and for indigenous people to develop their skills and capacity to overcome the disadvantages of long term unemployment and work with them in partnership to develop clear pathways for future training and employment. CEA is committed to building stronger communities that develop pride and self esteem through partnering work and culture. CEA head office is located in Cairns, with current service delivery located across Northern Queensland, Torres Strait and the Northern Territory providing a range of contracted services which includes CDEP and STEP ERS. CEA prides itself on being a leader in indigenous employment and supports and encourages indigenous people to apply for all positions.

2 APPLICATIONS AND ENQUIRIES: Role Purpose and Associated Tasks and Standards Position Title & No. CDEP Coordinator No: 9.3 Date Reviewed January 2009 Pay Rate & Conditions Hours of Work Reports to: Reports to you: Liaises with Responsible for Primary Purpose Employment Basis Duties & Responsibilities: As per letter of offer LMA Award 76 hours per fortnight with reasonable additional hours as required CDEP Manager CDEP Supervisors, staff and participants All CEA Staff Various Agencies (private, government and non-government) Businesses As directed by the Manager, report and monitor all CDEP related activities. Identify employment opportunities, work experience placements and facilitate transition to them. Complete Community Development Projects as indentified in the Community Development Plans which offer work ready and training opportunities. To ensure that CEA managed CDEP complies with the FaHCSIA funding requirements, the Welfare reforms and supports community development while assisting participants gain work ready skills and transition into employment. Full time based on continued funding Assist in the provision of strategic, business and HR leadership to managers and staff in the communities where CEA delivers CDEP services. Drive, create, foster and achieve employment transitions from CDEP In consultation with the Manager and under their direction support, create, foster Community Development Projects Assist with the delivery of CDEP, employment and related services under contract to the Australian Government. Liaise closely with employers, training providers, other job network agencies and community organizations to maximize job placement opportunities and CDEP delivery. Work closely with CDEP Supervisors and participants to align with organizational goals and corporate values and behaviors. 2

3 Prepare and deliver reports to the CEA CDEP Manager, Government and other stakeholders as required. Undertake performance monitoring of staff and sites. Assist the Manager with staff recruitment and selection, training and or coaching in line with human resources processes, practices and operational needs. Help foster and maintain working relationships with government agencies, community, NGO s Assist in the development, implementation, monitoring and review of work activities designed to address the employment barriers of CDEP Participants, the labor market needs and the Community Development Plans. Assist in the development and monitoring of budgets for activities, communities and enterprises. Interpret and administer government contracts (PFA s) ensuring KPI are adhered to. Maintain, promote and ensure staff confidentiality. Adhere to occupational health and safety requirements, policies and procedures in line with regulations and legislation as well as EEO and employment diversity principles and practices. Undertake other work duties as directed by Senior CEA Management. Skills, Knowledge, Abilities & Attitude Required Other Requirements Qualifications & Experience Essential Desirable Selection Criteria Demonstrated knowledge of traditional and contemporary indigenous affairs. Leadership and people management. Understanding of interpersonal skills, together with the proven capacity to motivate and build high performing teams Demonstrated ability to develop, foster and maintain a strong team based culture Employment services competencies &/or Diploma in frontline management or equivalent Current relevant experience in CDEP Current driver s license, Child Safe Blue Card QLD, National Police Check NT Recent experience within indigenous affairs or employment industry. 1. Demonstrated ability to communicate effectively with Aboriginal and Torres Strait Islander people. 2. Demonstrated leadership and people management skills. 3. Demonstrated ability to develop and implement both operational and business plans and strategies to generate new business, reduce costs and or improve productivity and 3

4 efficiency. 4. Demonstrated ability or understanding to ensure contractual compliance and protocols are adhered to as good practice. 5. Demonstrated understanding of the development and creation of sustainable labor market opportunities 6. Demonstrated ability in community development (especially Queensland Cape) and Strong understanding of the Welfare Reform Agenda and Initiatives. TASKS AND STANDARDS These will form the Key Performance Indicators (KPI s) of the performance review TASKS Dailey Complete registration forms with participants Notify CEA CNS of any participant requests:- change of bank a/c details, activity transfers, terminations, Employment verifications etc. Monitor outcomes/pepi due dates as per Tracking Sheet JSA Reminders on CDEP Manager and advise participants of JSA obligations Weekly Reconcile participants against current schedule and send timesheet via weekly see CDEP handbook for days Mail all original documentation to HO Fortnightly Advise breaches as per CEA s notifications STANDARDS All paperwork, registrations and activities are to be reported to CEA CNS for any changes in participants details on a daily basis Time sheets completed accurately and on time Breaches notified as they occur Monthly Quarterly CDEP Participants Skill Audits SAWS Enter details into CDEP manager do not submit Capacity Building Plan. Report developed and submitted to CEA CNS office Qtrly record of skill audits for every active CDEP Participant SAWS details entered when due. CBP details entered when due. 6 Monthly Staff Probation review New staff members have a performance review before their 4
