3 ROYAL NATIONAL ACADEMY ENERGY OF ACTION ENGINEERING POLICY DIRECTOR POLICY DIRECTOR APPOINTMENT APPOINTMENT BRIEF BRIEF CHIEF EXECUTIVE Welcome Thank you for taking time to consider this important new role for a Policy Director at the Royal Academy of Engineering. At this time of political change and economic uncertainty, it is crucially important that the voice of engneering is properly heard. While the Academy is growing rapidly and delivering greater impact, we know we need to do more. For this reason, we are creating a new Engineering Policy Centre and we are seeking a Policy Director to lead it. This presents a tremendous opportunity for the right person who will lead the Academy s policy function, including the establishment of the Centre. The successful candidate will also make a significant contribution to our broader leadership as part of the senior management team. Candidates will need a strong track record of strategic management and policy leadership, with experience of working at senior level in public policy. They will also have a clear understanding of the significance of engineering for policymakers and wider society, with specialist expertise in at least one policy area of relevance to engineering. We have four strategic objectives, each of which provides a key contribution to a strong and vibrant engineering sector and to the health and wealth of society. Make the UK the leading nation for engineering innovation Supporting the development of successful engineering innovation and businesses in the UK in order to create wealth, employment and benefit for the nation. Address the engineering skills crisis Meeting the UK s needs by inspiring a generation of young people from all backgrounds and equipping them with the high quality skills they need for a rewarding career in engineering. Position engineering at the heart of society Improving public awareness and recognition of the crucial role of engineers everywhere. Lead the profession Harnessing the expertise, energy and capacity of the profession to provide strategic direction for engineering and collaborate on solutions to engineering grand challenges. Our total income for the year 2016/17 was 27.4 million. The largest element, core grants from the Department for Business, Innovation and Skills, was 11.7 million. Income from other grants and contracts was 11.2 million. 4

The Fellowship The Academy s activities are shaped, led and delivered by its exceptional Fellowship, which represents the nation s best practising engineers, researchers, innovators and entrepreneurs often in leading roles across business and academia. Academy Fellows are elected from across the whole engineering spectrum. Election is an honour and the highest accolade for an engineer from the profession, and it comes with a commitment to serve. Fellows are the heart of the Academy and are critical to all its activities. Today there are just over 1,500 Fellows, most of whom are active Fellows born or resident in the UK. We also have International, Honorary and Emeritus Fellows. No more than 50 New Fellows are elected in any one year. The Importance of Policy Policy is at the heart of everything we do and it is our voice in the wider community. At a time of huge political change and economic uncertainty, our policy role is critical in helping to shape the future of the UK. We intend to bring about a step change in our policy impact through the creation of the Engineering Policy Centre. The Engineering Policy Centre The Engineering Policy Centre will build on the Academy s record as an authoritative, independent source of advice to government(s) on all policy matters with an engineering dimension from energy and big data to education and skills; from systems approaches to policy-making to research, innovation and enterprise. The Centre will be the voice of the profession on matters of strategic importance and will transform the engineering community s impact on national, regional and devolved policymaking, for the benefit of the nation and 6

7 society. As a national academy with a global reach, the Academy s Policy Centre will have international impact. Key outcomes will include: A mechanism whereby the Academy exercises its thought leadership role in engineering, drawing on the collective expertise of the profession, engineering business, academia and our wider network. A whole-organisation, systems approach to tackling policy challenges. A single voice for engineering on important policy issues. A planned and impactful policy programme, with strong alignment and leverage between areas of policy (engineering, research and innovation, enterprise, education and skills and international). Clear signposting for government to the expertise that the Academy can convene and the independent, authoritative advice that we can provide. Significantly enhanced staff capacity to enable the Academy to leverage the expertise of more Fellows, engage government effectively at the pre-policy stage as a trusted collaborator, disseminate policy outputs more effectively and monitor and evaluate outcomes. 9 Role profile Job Title: Policy Director Location: London Reporting to: Chief Executive Key Responsibilities: To lead the Academy s policy function, including overseeing and driving the creation of a new Engineering Policy Centre. To contribute to the overall leadership of the Academy as part of the senior management team. The post holder will report to the Chief Executive and be functionally responsible to the Trustee Board and relevant Academy Operating Committees. Key Tasks: Leadership To lead the Academy s policy function, including driving the development of a new Engineering Policy Centre that will provide a focal point for policy advice across the engineering community. To provide line management of the Academy s engineering policy team and functional leadership for other policy-related staff in the organisation. To act as an external spokesperson and ambassador for the Academy s policy activities. To work with the other members of the senior management team, the Trustee Board and relevant committees to provide effective leadership for the Academy as a whole. 9

10 Policy To ensure the successful establishment and smooth running of the Engineering Policy Centre, including mechanisms for effective engagement with the professional engineering community and industry. To oversee and ensure the successful delivery of all Academy engineering policy outputs, including: 1. Developing mechanisms to support a balanced and high-impact portfolio of policy outputs. 2. Establishing and implementing policies and processes to support best practice in policy development. 3. Using resources efficiently. 4. Ensuring that all commitments to funders and reporting requirements are met. 5. Enabling effective monitoring and evaluation of policy outputs. To work with colleagues across the organisation to ensure that there are strong and effective links between Academy policy activities undertaken by different teams, as well as between Academy policy work and programmes. To ensure that policy expertise informs wider Academy outputs, including speeches, events and international activities, and to provide support for these as appropriate. To ensure that Academy policy positions and activities are promoted and communicated effectively to policymakers and other target audiences. To put in place effective secretariat support for the Engineering Policy Committee and policy working groups. To ensure sound budgetary management and decision making that delivers best outcomes, value for money and transparency. Relationship Management and Influencing To ensure the effective engagement of Academy Fellows and awardees in policy activities. To develop and maintain strong and impactful relationships with key policy stakeholders including relevant government departments, Parliament, business and industry, other National Academies and academia. To establish excellent relationships across the professional engineering community and ensure strong engagement of professional engineering organisations in the work of the Engineering Policy Centre. To increase the impact and influence of the Academy through its policy activities and ensure that policy activities have a demonstrable impact on public policy. Business Development To work with the Development team and other colleagues to develop the business of the Academy and secure new income streams. To put in place a sustainable business model for the Engineering Policy Centre. Key Results Successful creation and operation of the Engineering Policy Centre. High quality policy outputs, across all key areas of relevance to engineering, resulting in measurable impact. Strong engagement of Academy Fellows, industry, the professional engineering community and policymakers in the work of the Engineering Policy Centre. Maintenance and development of excellent working relations with key stakeholders, both internal and external. Management of available funds effectively and efficiently, within budget and complying with legal requirements and commitments to funders. Attraction of new resources to support the Engineering Policy Centre and the Academy s policy activities. Demonstrable year-on-year improvements in diversity across the directorate s activity. 10

11 Person specification Experience & Qualifications A degree or equivalent. Substantial experience and an excellent track record of working at senior level in public policy. Substantial experience of working at the interface between experts and lay audiences, and of working with technical material. Strong track record of partnership working and building alliances. Significant management experience at strategic level. Budgetary management experience. Experience of business development. A background of working and/ or qualification in a field related to engineering or technology. Experience of creating significant new initiatives and managing change. Experience of media engagement. High-level personal networks of relevance to the role. Knowledge Clear understanding of the significance of engineering for policymakers and wider society, with specialist expertise in at least one policy area of relevance to engineering. Excellent understanding of parliamentary processes and government. Good knowledge of research and policy development methodology and best practice. Familiarity with the structure of the engineering community in the UK. Broad awareness of engineering businesses. Knowledge of charity governance. Skills High levels of personal credibility and the ability to act as an effective ambassador for the organisation. Demonstrable enjoyment and skill in leadership and people management. An outstanding strategic thinker with the ability to shape strategy, drawing on inputs from colleagues, Fellows and partners. Creative and dynamic, able to embrace change and drive innovation. Excellent communication (oral and written) and interpersonal skills. Strong team worker with the ability to foster a culture of collegiality. Flexible and responsive, able to produce high quality outputs under pressure and to deadlines. Well-honed judgement and analytical skills and attention to detail. Excellent analytical skills. Strong quantitative skills and familiarity with use of statistics and databases for policy work.
