Key responsibilities: Overview: Program Implementation; Staff management; Leadership; Development and maintenance of consortium relationships; Management of Risk and Compliance and Financial management The Youth Crime Prevention Grants program is part of the Victorian Government s response to youth offending, particularly recidivist offending, tackling the issue through the proven strategy of strengthening the ability of local communities intervening early and diverting young people from criminal behaviour. YSAS is the lead agency in a large consortium of partners who will deliver the Crime Prevention 1

2 Program pilot over two years in the LGA s of Casey, Dandenong and Frankston. The program will work with a targeted cohort of young people, addressing risk/protective factors through tailored support; delivered by a team of youth and family workers (Guides) and an integrated Community of Support services using individual and group modalities and after hours activities. Primary Purpose: The Partnership Manager will draw from a broad range of highly developed skills and experience to drive this high profile project to provide leadership and management for the implementation and ongoing development of the Crime Prevention Program over the two year pilot period. The Partnership Manager will ensure that contract and key deliverables and outputs are achieved. The manager is responsible for maintaining robust and productive relationships with the consortium partners (including governance processes) who will be co-delivering the service. Additionally, the Partnership Manager is required to ensure the implementation and maintenance of appropriate systems; monitor reporting requirements; and participate as a member of the regional management team. 3 Key Responsibilities Key Area Key Responsibilities Agreed Achievement Service Development & Clinical Oversight Management of the Crime Prevention Program ensuring high quality service provision. Establish clear governance parameters and processes at all levels, including Executive Leadership; Operational; Clinical; and Youth Participation. Lead the development of tools and resources to undertake targeted tiered support for young people and families which are client led, outcome focused, culturally appropriate and gender responsive Contribute, influence and implement the design of the Crime Prevention service model. Contribute to continuous quality improvement in relation to service delivery, including an ability to use action research methodologies. Development of systems and processes that align with program outcomes and reporting requirements (influenced by Crime Statistics Agency) Maintenance of and responsibility for the overall performance, professionalism and reputation of YSAS staff within the Crime Prevention Program. Service delivery is consistent with contractual requirements Practice aligns with resilience based care planning principles Representation at required statewide evaluation / data reference group (Crime Statistics Agency) 3

4 Key Area Key Responsibilities Agreed Achievement Staff Management and Well-being (for the purpose of this Position Description the term Staff refers to members of the Crime Prevention Team which will include employees from partner organisations in addition to YSAS staff) Provide reporting staff with professional development through supervision, training and development opportunities. Provide professional expertise and clinical advice to your team across programs encouraging creative, innovative and evidence based practices. Facilitate the positive engagement of (new) staff through equitable recruitment and selection, induction into the YSAS Practice Framework and ensuring understanding of policies and procedures. Ensure staff meets the inherent requirements of their position and work within the mission and values of YSAS, free from discrimination, harassment and bullying. Ensure your communication to staff is clear through regular team meetings, supervision and written communication. Use a variety of mechanisms to monitor and enhance quality of service provision including auditing client files and facilitating case reviews. Provide day to day support and guidance to the team, including staff employed by partnership agencies. All staff receive fortnightly supervision, have a yearly PDR, training and development plan. Staff are recruited/inducted in line with YSAS policy and procedure. Grievances are acknowledged and addressed in line with YSAS policy. Ensure the communication with your team is clear and consistent. Active participation, guidance and support to your team. Equitable distribution of workload and hours of work across the team. Leadership Proactively build and maintain strong professional relationships with a wide range of stakeholders, young people and the local community. Demonstrate the ability to effectively supervise, motivate, support and provide leadership to the team and be at all times a model for the young people and staff in relation to skills such as problem solving and conflict resolution. Demonstrate strong leadership and people skills team work, facilitation and highly developed communication skills. Be a dynamic and passionate leader for staff, young people and the community. Establish a respectful and professional relationship with staff across YSAS. Provide leadership and maintain best practice across the program. 4

5 Key Area Key Responsibilities Agreed Achievement Stakeholder relationships Manage risk and Compliance Oversee the project governance, including the development and maintenance of Memorandum of Understanding / Partnership agreements to ensure contract compliance. Provide report and support the actions of the Executive Leadership Group and other Operations Groups and Sub- Groups (per the governance framework in the model) Ensure ongoing collaborative relationships with Consortium partners Proactively establish and maintain service linkages and consultative mechanisms, including the local community and other key stakeholders. Lead and/or contribute in team, staff and agency meetings and participate in agency forums, committees as required or directed. Represent YSAS in a professional and ethical manner (e.g. Meetings, Conferences etc) Ensure the compliance with organisational policies and procedures including the Code of Conduct, Confidentiality, Child Safe, EEO policy and Clinical practice guidelines. Work within the bounds of relevant legislation/regulations (e.g. Privacy, FairWork, OHS, etc.) and relevant professional codes. Advise and consult with HR to ensure HR practices are in line with legislation & YSAS policies & procedures. Ensure incident reports are completed in accordance with YSAS Policies and Procedures. Contribute to continuous quality improvement of the organisation. Ensure OHS issues are recognised and acted upon. Well-functioning consortium partnership is developed and maintained. Attendance at meetings in order to maintain respectful and professional relationships;. Ensure all work complies of the relevant legislation/regulations, YSAS policies & procedures and other relevant compliance requirements Incident reports follows YSAS policies & Procedures Staff meetings include OHS as an agenda 5

Active involvement in your yearly budgeting process and ongoing financial control within budget parameters and delegations of authority. Ensure the program budget meets funding agreement requirements. Contribute to continuous quality improvement in relation to service delivery. Developing linkages with referral services. Participation in evaluation and ongoing monitoring of the program. Include clients in the continuous improvement and evaluation of the service where appropriate. Collaborate with other support services and community based activities to integrate support and provide optimal service provision. Program operates within budget and surplus/deficits justified / monitored with Director. Professional Conduct and Relationship Management Adhere to all YSAS policies and procedures including the Code of Conduct, Confidentiality Agreement, Child Safe and EEO policy. Demonstrated commitment to YSAS organisational values. Provide highest ethical standards at YSAS; not only to young people in the communities we serve, but to our co-workers and ourselves. Undertake proactive identification and on-going management of stakeholders, including suppliers and auditors. On every occasion YSAS is represented ethically and professionally. 7 Position Requirements Education Tertiary qualification(s) in the human services sector including Social Work, Youth Work, Family Studies, psychology or other related discipline. Experience Significant experience in leadership and Management the area of youth, families and Justice. Knowledge and Skills Personal qualities Strong capacity to monitor professional standards of practice and program performance working in accord with quality management principles, quality assurance and improvement systems A strong capacity for creative and innovative practice development Well organised but able to flex and manage competing priorities and deadlines. Excellent written and oral communication skills, as well as highly developed interpersonal, coaching, and consultative skills. Strong analytical thinking and problem-solving skills and ability to deliver innovative solutions Good judgment, able to influence senior managers and seen as a credible source of advice A team player, able to work in a collaborative way. Supreme tact, sensitivity and diplomacy; ability to think on feet and act proactively with discretion. Commitment to personal learning, development and improvement in pursuit of own performance objectives and those of the team and organisation. Demonstrated experience in program implementation, monitoring, review, evaluation and development. High level skills in working within large complex partnership arrangements including a key role in in maintaining and coordinating governance structures. Outstanding communication and interpersonal expertise (including highly developed written 7

8 communication; and the capacity to represent YSAS in high level external forums). Highly developed practice skills and understanding of care planning and case management approaches with a particular focus on the forensic system and crime prevention. I also understand that the PD may need to be amended occasionally due to variations in responsibilities and organisational requirements.
