1 Job Description Position Economic Empowerment Project Manager Grade D1 Department & Location Reports to (position): Purpose: How does this post support Plan s strategy and mission? Programs (Nairobi) Date October, 2016 Program Manager- General Plan International is an independent development and humanitarian organisation that advances children s rights and equality for girls. We drive changes in practice and policy at local, national and global levels using our reach, experience and knowledge. We have been building powerful partnerships for children for over 75 years, and are now active in more than 70 countries. Based in Nairobi, the main purpose of the Economic Empowerment Project Manager is to oversee the implementation of a specific approved project known as Gils Advocacy Alliance Project being Implemented in Nairobi and Kisumu. Additionally, the Economic Empowerment Manager will be the focal point and ensure the technical quality and capacity building aspect of Plan International Kenya economic empowerment projects and cross cutting economic empowerment elements in all Plan Kenya programs including coordinating external technical support/expertise as required. The role is responsible for planning, implementation, partner and personnel management, resource management, monitoring & evaluation, associated stakeholder and partner relationship management and timely quality reporting. Designing and development of complementary or new funding proposals is expected and the Project Manager ensures quality of project activities/results. The incumbent should be familiar with working on Child Protection, Advocacy young women s Economic Empowerment, partnerships with government, civil society and the Private sector. Additionally, S/he will be familiar with managing large donor projects including having a great deal of understanding of donor guidelines and regulations. JOB PURPOSE & REPORTING STRUCTURE: The Project Manager will report to the Program Manager- General. S/he will work collaboratively with the respective Program Implementation Manager in one of the project sites. S/he supervises a team of two project staff based in Kisumu and Nairobi and will have project oversight of all other contributing staff and partners in this project. S/he will uphold Plan's Core Values, promote our mission and vision, programme principals (transparency, gender equity 1
2 and diversity), to enhance programme impact. Ensure modelling of Plan s values among all project staff. The incumbent will have good understanding of the interface between urban and rural Child Protection and Advocacy programming. Additionally the incumbent will have good understanding of economic and social well-being of adolescent girls and young women in Kenya and efforts to increase income, improve control over income, build economic skills, and provide safe and supportive social networks against GBV (especially child marriage, child trafficking and commercial sexual exploitation of children) POSITION SUMMARY; Besides being the Project Manager for the Girls Advocacy Alliance Project, the Economic Empowerment Manager is the economic empowerment technical lead in strengthening and expanding Plan Kenya s existing economic empowerment projects, in coordination with colleagues in the field, The Economic Empowerment Manager provides technical input into economic empowerment grants submissions, advice and support on economic empowerment components of other programs and projects; provides capacity building (technical assistance and training) at the country level for the economic empowerment area. The position will also ensure the quality and accuracy of economic empowerment program and project messages, materials, tools, and indicators being developed and utilized in economic empowerment program as well as with other Plan Kenya programs. The Economic Empowerment Manager provides highest level of technical leadership and quality assurance in Kenya for the economic empowerment. The Economic Empowerment Manager contributes to, and represents Plan Kenya INGO networking and entities concerned with economic empowerment through research and advocacy initiatives. The Economic Empowerment Manager is responsible for developing Plan Kenya s position and approach on key issues related to economic empowerment. This includes identifying issues to advocate on and developing and promoting organisational positions on such issues. Typical Responsibilities - Key End Results of Position: Key areas of responsibility; 1. Technical quality assurance to project development and implementation (25%) Participate in the development the project description of the Girls Advocacy Alliance GAA Project and other Economic Empowerment projects Ensure the application of the Project Description by providing technical inputs into concept notes and project proposal development process, develop relevant internal technical guidelines/ manuals for project implementation; Participate in technical reviews and proposal for grants proposals when required Visit to project site regularly to monitor the technical aspect of project implementation and provide technical guidance/ support needed to Project Officers and partners; Ensure technical quality aspect of the economic empowerment consultancy works: Make clear with Project Officers the needs and expected outputs in TOR, Provide timely technical project narrative and financial reports; Lead internal evaluations of GAA and other economic empowerment projects, write evaluation reports; 2
3 Identify the changes and trend of economic empowerment in Kenya and in Plan areas of operations specifically to recommend r for adaptation needed in programming; Budget management; monitor expenditure against approved budget and revisit plans to ensure budget performance is in-line with regulations as well as expected deliverables. Ensure compliance with donor requirements and regulations. Support the project team and ensure effective people management ensuring welfare, contract, compliance, and performance appraisal Smooth/ efficient project performance and effective management of and communication with project team. 2. Oversee & Coordinate Project Implementation (30%) Oversee any contractual partner deliverables and ensure deliverables are met in timely manner and with high quality. Serve as the main point of communication for implementing partners on her/his project in close collaboration with Finance. Submit accurate project reports on time according to country office and donor regulations. Manage overall partner/s implementation of the project cycle. Ensure that interventions are planned and implemented for maximum impact, synergy and cost-effectiveness. Establish targets by interventions and areas Ensure compliance with established targets and quality of project outputs. Ensure proper management of project database, records, files Propose strategy for economic empowerment capacity building for staffs of Plan Kenya and economic empowerment partners; Provide technical advice and expertise to the economic empowerment project team, including building technical capacity for the team; Provide selected technical trainings according to the need of programs/ projects; Systemise the economic empowerment work and actively contribute to the knowledge management of Plan Kenya by documenting economic empowerment technical papers and sharing good practices and lesson learnt (from outside and inside); Provide support to other parts of Plan Kenya Economic Empowerment projects where appropriate. 3. Manage Project Resources (10%) Prepare a breakdown of GAA project budget by interventions Monitor expenditures by interventions and ensure compliance with approved budget. Review expenditure reports on a monthly basis. Ensure timely GAA budget adjustments and revisions in compliance with donor regulations. Ensure compliance with country office and donor policies, contracts, and agreements. 4. Build and maintain stakeholder relations (10%) Coordinate with relevant Plan staff in sensitizing county and sub-county level government authorities about project activities, beneficiary selection criteria and policy and procedure of project implementation. Coordinate work under this project with Terres Des Hommes as a key partner. Ensure that project strategies are robust and in line with Plan Kenya Country Strategic Plan, and shared with all stakeholders. Promote effective working relations with county and sub-county stakeholders If necessary, liaise with donor desk officer and National Office (NO) programme staff. 3
4 Motivate the communities and local government officials to contribute and participate in implementation of project activities. Profile Plan work through his/her involvement in relevant cluster meetings at the County level and attend periodic project-related meetings in the area of operations including coordination with other NGOs, UN/donor agencies, and private sector players working within the operational areas to avoid duplication of efforts. Coordinate with other Project Managers and other internal stakeholders on resource allocation/mobilization and information and ensure that appropriate synergies with others are achieved as it relates to implementation of multiple projects in the same geographic. 5. Human Resources Management (10%) Ensure that project staffs know their roles and responsibilities. Communicate /share work plans with all players. Conduct staff performance appraisals regularly. Coach and mentor direct reports to enhance their skills for current and higher positions. Continuously engage project staff in overall project objectives, implementation strategy, reporting system and internal controls, inter alia. Ensure that staff welfare issues are communicated through appropriate HR and management structures as well as maintain a good feedback mechanism. Handle grievances and participate in disciplinary hearings as relevant. 6. Design, Monitoring & Evaluation and Reporting (15%) Establish proper data collection, consolidation and reporting mechanisms at county and sub county level. Consolidate project reports and analyse results. Review and analyse monitoring and evaluation data and recommend adjustments to design as needed. Ensure that approved reports are synthesised and disseminated among stakeholders. Support design of new programmes based on evidence from project, context in the area of implementation and/or technical expertise. Liaise with program team to ensure learning is available to the wider organization and outside as relevant. (including development of case studies, documentaries, stories etc) Support effective documentation of project outcomes Work in close collaboration and coordination with: Internal Contacts: Other Plan Project Managers Technical Support Team and Program Managers Designated Project Accountant Finance, Procurement, and Administration Kenya Country Office M&E Business development team. External Contacts: County/ Sub County Government, Administrators Government Technical Departments/Line Ministries Other INGOs, local NGOs, Private sector, Netherland Embassy, UN agencies and organizations implementing in the same geographic areas, program sectors, et.al. 5 Specific Factors Decision Making The incumbent makes both programmed and non-programmed decisions that include. Decides on resource allocation within approved budget parameters. Decides on project priorities within approved project work plan. Decides on what skills are required to execute project stages within approved project proposal. Decides on schedule for internal project field visits/monitoring visits; locations for donor and stakeholder visits with appropriate approvals. Pressure of Work Regularly makes decisions on relationship, personnel and resource management. Pressures related to high targets, complex programming environment and necessity of high quality deliverables exist. Seasonality and other environmental conditions may at times affect work pressure and need to be mitigated. Consequences of error Significant mismanagement exposes Plan to reputational risk as well as potential financial risk if resources are not used wisely. Similarly, poor personnel management practices can lead to staff dissatisfaction and adversely affect performance. Knowledge, Skills, Behaviours, and Experience Required to Achieve Role s Objectives: Functional competencies: Builds strong relationships with project partners, private sector partners, focuses on impact and result for the client and responds positively to feedback Demonstrates excellent networking and interpersonal skills, including ability to operate effectively across organizational boundaries Strong understanding of the situation facing children, youth, families and communities in economic empowerment area and of appropriate responses; Up to date and good knowledge of theory and working approaches, methodologies in community development programs and projects; Good knowledge of overall context of development activities in the field in Kenya as well as the latest stipulations and laws related to the economic empowerment project activities; Demonstrates substantive knowledge and understanding of gender and development issues Demonstrates substantive knowledge and experience in the provision of coordinated support and management of rights based programmes aiming to advance gender equality and young women s economic empowerment Demonstrates ability to think conceptually and analytically Demonstrates ability to lead and or carry out policy research, to contribute to the formulation of policies, procedures and guidelines Demonstrates strong oral and written communication skills Demonstrates strong facilitation skills as well as conflict resolution skills Demonstrates openness to change and ability to manage complexities Consistently approaches work with energy and a positive, constructive attitude Remains calm, in control and good humoured even under pressure 5
6 Demonstrates good interpersonal and diplomacy skills Required Skills and Experience Education: University qualification in economics; community development; gender or equivalent; Postgraduate or equivalent on above qualification is preferred; Experience At least 5 years experience in project management with an INGO, at least 3 of those in a management position; Experience must include hands-on responsibility for the full scope of development program activities in economic empowerment and Advocacy, both operations, analysis and management; Specific expertise in gender responsive business skills capacity building Exposure to Gender Based Violence projects Experience in results-based and rights-based programming Proven advocacy, analytical and writing skills Strong facilitation and training skills and interpersonal skills Proven experience in capacity development, coaching and mentoring Experiences in partnership development Strong expertise in Monitoring and evaluating of programmes Values Commitment to Plan International Kenya s values: Physical Environment and Demands: Ability to travel 60% of the time.
