1 IMPROVING AND SAFEGUARDING SOCIAL WELLBEING A STRATEGY FOR SOCIAL WORK UPDATE REPORT JANUARY MARCH 2018 This report summarises activity directly supported by or linked to the Strategy s Stage 2 plan for putting improvement at the heart of social work during, and. It does not include the range of activity that is being progressed within Trusts and by other organisations under the broad umbrella of the Strategy. Alongside the continued delivery of key priorities, we ve had a strong focus over the past 3 months on end year reporting and forward planning for 2018/19. Strategic Priorities were agreed by the Outcomes Delivery Board in and are attached at Appendix One

2 1. STRENGTENING SOCIAL WORK Development of a Consultation Paper on Career Progression Framework for Social Work work commenced in Anti-poverty practice framework a first draft has been produced. A Steering Group has been set up with members from the community and voluntary sector, Advice agencies, DfC, service users, frontline social work, social work academics and Directors of Social Work. The framework will support social workers to recognise and respond to the impact of poverty on those they work with. Social workers are asked how they can use anti-oppressive practice to tackle poverty as a social inequality and a social injustice. Preliminary plans to launch the framework in June Community Development Health Network (CDHN) tool for screening poverty and loneliness in primary care services work ongoing to plan a pilot to test this tool in practice. Social Work in Primary Care Delivering Together stated there should be a new role for social work in Primary Care as part of an enhanced multi-disciplinary team. Work has been ongoing in partnership with policy and operational staff to develop a model for this. Work is at an early stage and will evolve and change as it progresses. At this stage key social work contribution has been identified as relationship based practice, systems thinking and person-centred working. It is also envisaged the social work role could focus on the social determinants of health and wellbeing and building individual and community resilience as well providing advice to colleagues about Trust services and thresholds to access. Call for evidence on strength based approaches in adult services to identify and share good practice and inform development of a discussion paper ECAT caseload analysis tool for social work in integrated care teams preliminary meeting with SHSCT planned to discuss further development and use of tool. Community Social Work Programme plans progressing to run this new programme in UU from September 2018 with 25 funded places for social workers. 2

3 Communication Protocol to promote effective working relationships between NIGALA and HSC Trusts was consulted on and will be finalised by the end of. The protocol highlights the benefits of collaboration, co-production and leadership. Your voice heard: survey on the health and wellbeing of social workers. University of Ulster, with support from Community Care, are undertaking a survey into the health and wellbeing of social workers, attitudes to ageing and their work future. You can take the survey on-line at Ulster University and Community Care Social Worker Ageing At Work Survey 2018 Research into service user and carer complaints about social workers NISCC, NIASW and PCC have jointly commissioned the QUB to undertake research into understanding reasons which prompt service users and carers to complain about social workers. Data from NISCC and PCC suggest some common themes including the quality of the relationship and concerns about honesty, bias, unequal treatment, respect and technical competence. This research will be published in Spring Evaluation of roll registration of social care workforce ongoing Year 2. NI first country in UK to roll out registration to whole social care workforce. Evaluation of registration data in NI to be presented at UK regulators conference Signs of Safety regional spread and scale continued planning for implementation and initial training. Additional funding awarded by SWS to support development of learning cases in each Trust. Adverse Childhood Experiences regional spread and scale continued planning for implementation and initial training. Reconfiguration of Family Support Team in NHSCT - report on progress of roll out due Family Group Conferencing in Adult Services rollout report on progress due

4 Delegation Framework for Social Care issued to Executive Directors of Social Work for consideration and testing. Role of social care in improving social wellbeing a sister leaflet to social work and social wellbeing drafting completed and plans to publish in 2018/19. Regional roll out of Consent Workshop for Adults with Learning Disability Following the launch and distribution of this toolkit in November 2017, there has been significant interest in this resource from social workers in other Programmes of Care/areas. Additional funding has been awarded in-year to meet this demand. 2. IMPROVEMENT / INNOVATION 2017 IHI Improvement Adviser training -12 social workers have completed this training. One candidate commenced 2018 training Regional QI Programme planning underway for 2018 intake. Embedding QI training in professional training a successful QI seminar was delivered to 2 nd year social work students at QUB in. A draft QI workforce strategy for social work has been developed for discussion with Directors. Social Work QI Staying Connected Network continues to meet quarterly. Most recent meeting hosted by SHSCT. June meeting will be hosted by WHSCT. SEHSCT/SCIE ongoing work on production of an online Social Care Improvement Workbook to be launched in June April 4

5 Scottish Leadership Programme 2018 plans for this programme to be delivered regionally in NI in Launch of We Are All In This Together a training programme on parenting boys the development of this programme was supported by Innovation Scheme and is now being rolled out in the voluntary sector through a cascade training approach. SEHSCT improvement initiative to test alternative carer s assessment meeting scheduled to discuss findings and next steps. A regional QI conference for social work planned for June /19 May June 3. LEADERSHIP Strategic Planning Day for Outcomes Delivery Board took place on to take stock of progress and agree strategic priorities for 18/19. (See Appendix One). Directors of Adult Services (social work qualified) invited to join Outcomes Delivery Board. Moving Forward Together Report issued Directors Roadshows commenced in Stronger Together final module of 17/18 programme and showcasing event on Stronger Together planning underway for 2018/19 programme Succession planning in social work proposals for a scoping exercise to plan for succession in the senior leadership of social work across the range of employing organisations have been brought forward and will be progressed in 18/19. / 5

6 Meeting of social work leadership training providers to scope provision and agree core messages. NISCC to carry out an inventory of management/leadership provision. Recruitment of Social Work Strategy Support Officer for AEDSW underway. Senior Social Work Leadership Network held its second meeting in. Engagement workshops with social workers in each Trust initial discussions re workshops in each Trusts for frontline social workers in 2018/19 with focus on role of leadership in and for the frontline. December 4. OUTCOMES / IMPACT MEASUREMENT Public attitudes about social work - Department of Health s annual household health survey - submission of survey questions for 2018/19 survey in order to track public attitudes findings indicated 78% of approx people surveyed thought the competence of social workers to understand people s needs and provide support was fair, good or excellent. Evaluation Framework agreed and project plan for phased development and implementation agreed. Pilot OBA approach against outcome on workforce first workshop on 15 with HR professionals and social workers. Regional data on social workforce to be presented by DoH and NISCC. Engagement workshop on Improving Social Wellbeing with service users and carers held on 20 to explore need for ways of measuring people s social wellbeing based on social wellbeing framework. Report of event has been circulated. 6

7 Social wellbeing practice tool preliminary discussions regarding development of a simple practice tool to promote purposeful conversations between social workers and those they work with about social wellbeing based on the social wellbeing framework for social work. Local Engagement Partnership (LEP) a light touch review of each Trust s progress in establishing a LEP was carried out in /. Good progress has been made. A LEP established in each Trust, 3 are focussing on co-production as their priority to strengthen social work. Membership includes social workers, service users, carers and partner agencies. Overview report to be produced and a regional learning event for LEPs to be co-designed for October Social Work Education and Practice NISCC has produced a report with data and information about social workers in Northern Ireland drawn from its Registration, Education and Fitness to Practise databases which provides an overview of the social work workforce, AYE, professional training and CPD activity DSF OSS, the HSCB and the Directors of Social Work are committed to developing a reporting template for DSF that is outcomes focussed. The Directors of Social Work are taking the lead in developing an outcomes measurement tool for children and consideration is being given to measurement tools for adult services such as ASCOT. Work to be discussed at ODB. ASCOT SWS supporting testing of ASCOT review tool as a means of measuring people s social wellbeing in SEHSCT Real, Authentic, Warm Relationships (RAW) a tool to measure the quality of relationships between young people and their social worker. Update on progress due end 2018 Annual Social Work Research Conference

ENGAGEMENT and COMMUNICATIONS Regional Social Work Awards hosted by NHSCT on Communications Strategy Chair of RtP Group and Strategy Director presented proposal to review communications to RtP group which was agreed. Preliminary work has commenced and will continue in 2018/19. World Social Work Day 20 Trusts and NIASW celebrations supported by SWS. Message of Week weekly issue. Under review with planned closure of Knowledge Exchange. Accessible version of Social Work Strategy Belfast Trust s Easy Read Experts Group will be assisting us in co-designing a version of the SWS that will support those with learning disability or other cognitive difficulties to understand what the Strategy is about and how it relates to them. Raising the Profile (RtP) Group meeting on The Journey of Social Work a visual depiction of the journey of social work in Northern Ireland over almost 50 years, first presented at the Moving Forward Together event in June 2017, has been reproduced for distribution and use by Trusts and other organisations; it is now available. The 6th edition of the Social Work Research and Continuous Improvement Newsletter published in CSWO, Strategy Director and Directors of Social Work continue to engage with social workers and promote the aims of the SWS. /ongoing 8
