The advocacy team has a growing strong track record on two main areas working with the private sector on initiatives such as the Linking for Change Savings Charter and tackling gender based violence in conflict. CIUK is also leading a major global programme on behalf of all the CARE confederation on Women s Economic Empowerment, of which women s access to finance is the most significant element. 3 Background Information CARE is one of the world s leading humanitarian and development organisations. Founded 70 years ago with the CARE package to support poor families in war-torn Europe, CARE now fights poverty and injustice in 84 countries and has built up a strong reputation for innovation and impact. 4 CARE International UK CARE International UK is an important part of the global CARE International confederation and one of the largest and most influential members. We employ 115 staff and generate around 45 million a year for CARE s poverty-fighting work. As well as raising money for CARE s humanitarian and development work around the world, we provide programme expertise in four key areas: Humanitarian response, Women s Economic Empowerment, Preventing and responding to sexual violence in conflict and Governance. Background to the job/the team The CARE International UK (CIUK) Advocacy and Policy team is currently made up of 4 permanent staff and 3 consultants. The team have a strong track record on two main areas advocacy with and towards the private sector and advocacy on gender based violence in conflict. The Financial inclusion advocacy and policy advisor will work closely with the financial inclusion team within the Women s Economic Empowerment team at CIUK. This is a team of leading global experts and practitioners that have initiated pioneering new partnerships and technologies in the savings led, financial inclusion space, building on CARE s 20 plus years of work with village savings and loans groups across the world. CARE has just agreed a new global program strategy which will govern all of our work and which will mean that by 2020 CARE and our partners will support 150 million people from the most vulnerable and excluded communities to overcome poverty and social injustice. CARE UK is responsible for leading one of the 4 key programme areas Women s Economic Empowerment, which builds on our existing programs and our work with the private sector. 4

Job Summary The Financial Inclusion Advocacy and Policy Advisor will be responsible for delivering outcomes of two high-profile, existing initiatives and for finalising and delivering the wider CARE International financial inclusion advocacy strategy. This strategy forms a key pillar of CARE s emerging Global Programme on Women s Economic Empowerment. The position will work closely with the Senior Private Sector Policy Advisor, and the financial inclusion team within the Women s Economic Empowerment team, as well as the wider CARE confederation including country offices and other CARE members. The CARE International UK (CIUK) Advocacy and Policy team have a strong track record on advocacy with and towards the private sector (primarily on financial inclusion). Existing projects that this position will lead on include The Linking for Change Savings Charter, which currently has the support for 20 major institutions and banks, and a major piece of research on low income banking with Accenture. This advocacy work builds on CARE s 20 years of experience in savings led microfinance. CARE is viewed as a global market leader in this space, and is at the forefront of creating a number of innovations and partnerships. The opportunities to multiply the impact of this work are huge and this position will also develop the wider global advocacy and policy strategy of this work-stream in CARE. 3. Specific Areas of Responsibility Leading and delivering the Linking for Change Savings Charter Increase the number of signatories to the Linking For Change Savings Charter, initiated by CARE, Barclays and Plan. Manage consultants and multiple stakeholders including high level financial service figures Finalise and launch research for the Charter and seek maximum impact for World Savings Day and the SEEP Savings Summit in Zambia Nov 2015 Be a key representative for CARE on the Savings Charter Seek new funds and partners to continue to build the Charter beyond 2015 Develop monitoring and evaluation mechanisms as part of the strategy Maintain a strong communications strategy for the Charter in collaboration with relevant Comms teams at CARE and Barclays. Ensuring effective follow-up to major CARE/ Accenture research on low income banking Liaise with Accenture in the UK and in relevant countries to maximise influencing opportunities Work with CARE Country offices to maximise local opportunities for influencing Organise CARE participation in relevant conferences and platforms Identify and pursue opportunities to use the methodology CARE and Accenture have developed in order to further influence commercial banks, central banks and other relevant institutions Identify and pursue opportunities to further develop the methodology 7

8 Support a communications campaign to spread understanding of the research and it implications Developing and delivering a CARE wide financial inclusion advocacy and policy strategy With the Head of Advocacy and Policy, convene relevant CARE stakeholders to finalise the design and development of a global financial inclusion advocacy and policy strategy, addressing the opportunities for change at the local, national and global levels. Ensure that the strategy is initially tested in 2-3 countries in order to identify how to achieve maximum impact in the south, at national levels. Engage external stakeholders to peer review and deliver the strategy Actively explore fundraising opportunities to support the delivery of the strategy and the key 1-2 flagship campaigns that might emerge in subsequent years. Ensure the production of high quality policy related reports which can be used to promote the work of the organisation with a variety of stakeholders. Establish a strong social media profile on CARE s financial inclusion work in collaboration with the Comms team. 1. 9 CARE International UK Person Specification Education / Qualifications Skills / Abilities Experience / Understanding Essential Degree level of education in development related subject or equivalent expertise. Strategic thinking and planning. Excellent communication skills in English, oral and written, with ability to summarise complex issues into plain English. Strong project management skills. The ability to work in multiple teams across multiple countries and promote collaboration across different teams and departments. Strong analytical skills Significant (c.5yrs) advocacy and policy /or public affairs experience based on good understanding of policy analysis, Strong understanding of key financial inclusion debates as well as wider international development and humanitarian issues. advocacy planning and implementation.
