DIRECTOR ARTS, SOUTH ASIA This role leads on the design and delivery of the arts strategy in South Asia as part of the global arts management team and in support of the British Council s cultural relations mission. The director leads on the development of a balanced, audience-informed programme that develops strong creative sectors in the countries of South Asia, contributing to building creative, open and inclusive societies, economic development and enriching lives through mutually beneficial collaboration with the UK. This is achieved through working closely with country directors, and arts teams in the seven countries of the region, as well colleagues in Education, Society, English and marketing teams The Director: sets and is accountable for an arts plan that includes financial and audience targets, in accordance with regional, Strategic Business Unit (SBU) and corporate priorities by developing sustainable business models for the regional arts programme leads and develops the arts team in the region identifies significant new partnership and funding opportunities for the region and works with country and UK teams to secure them, managing key external relationships as appropriate draws on her/his sector knowledge and UK networks to shape a diverse, innovative and audience informed programme in all countries in the region 1 Director Arts, South Asia British Council

2 Role information Role Pay band Location Duration Reports to: Director Arts, South Asia British Council Senior Management & Professionals Delhi, India 3 years (one year Regional Director South extension by Asia mutual agreement) Role purpose To lead the development, delivery, evaluation and impact of the South Asia regional arts plan, ensuring it delivers required financial and impact targets, in accordance with wider regional, SBU and corporate priorities and which generates value to the UK. Geopolitical/strategic business unit/function overview The British Council was founded to create a friendly knowledge and understanding between the people of the UK and wider world by making a positive contribution to the countries we work with, and in doing so making a lasting difference to the UK s international standing, prosperity and security. The programmes we design to do this are wide-ranging and cover the arts, education, English, science and society. GLOBAL ARTS TEAM Arts Group works with the British Council s global network of offices to achieve significant impact and change by helping people to find new ways of connecting with and seeing each other through the arts. Our aim is to nurture stronger creative sectors across the world that will be better connected with the UK. We believe arts and culture are vital to prosperous, secure societies and that offering international cultural connections and experiences strengthens their resilience. We are able, uniquely, to make a difference thanks to our extensive and diverse networks in the UK and internationally, enabling us to respond to the individual context of each place we work in. Our arts programme aspires to transform lives, building on the UK s cultural and artistic strength and diversity. Our global arts team has both a UK-based and an international element. In the UK it includes six specialist art form teams (Architecture, Design, Fashion; Film; Literature; Music; Theatre and Dance; and Visual Arts), three cross-disciplinary teams (Creative Economy, Cultural Skills, and Culture and Development), and three country-specific teams (Northern Ireland, Scotland and Wales) based in our UK offices. Internationally, we have arts managers based in British Council offices around the world, organised into seven regions (Americas, East Asia, Europe, Wider Europe, Middle East and North Africa, South Asia and Sub- Saharan Africa) each of which has a regional lead. They work closely with their UK counterparts to achieve significant impact and change by finding new ways of connecting with and understanding each other through creativity. BRITISH COUNCIL IN SOUTH ASIA We operate in seven countries across South Asia (Afghanistan, Bangladesh, India, Iran, Nepal, Pakistan and Sri Lanka), a region with a combined population of more than 1.7 billion (25 per cent of the world s population), half of which is below the age of 30. The region is characterised by its fast-growing economies, averaging an annual growth of 5 7 per cent (India is now the fastest-growing economy in the world) and major gaps between rich and poor, as well as urban and rural populations. The security situation in many countries also 2 Director Arts, South Asia British Council

3 remains fragile. Home to five of the world s major religions and six of the world s most spoken languages, South Asia has a rich religious, ethnic and linguistic history that transcends today s borders. With nearly 90% mobile penetration, up to 20% of which are smartphones, there is a unique opportunity to use digital technology to build links between the peoples of South Asia and the UK. Our regional programme aims to support the development of strong creative sectors in the countries of South Asia, contributing to building creative, open and inclusive societies, economic development and enriching lives through mutually beneficial collaboration with the UK. The South Asia region faces inclusion and equality challenges in social, economic and political spheres. Based on gender, faith, caste, age, race, sexuality and ethnicity, large groups are excluded from decisionmaking processes, and societal and cultural norms prevent diverse civic participation. This backdrop creates both significant challenges and opportunities for the creative sectors of South Asia. Countries are characterised by a relatively vibrant cultural life, but this is hampered by poor infrastructure and limited government support. In some countries, this is coupled with an increasingly conservative attitude among audiences towards some forms of cultural expression. However, the potential of the creative sector to contribute towards economic and social development is increasingly recognised by governments. OUR PROGRAMME PRIORITIES In addition to responding to specific demands in the seven countries of the region, we have identified five priorities that are relevant across all: Empowering women and girls to challenge and shift attitudes that perpetuate gender inequality, through highlighting success stories, supporting economic empowerment, skills development, and expanding links and networks with the UK. Using the arts to foster community cohesion by bringing diverse audiences into museums and major cultural venues Showcasing the best of UK arts and culture to South Asian audiences. Engaging young people in the UK with contemporary South Asian culture and creativity. Supporting the development of South Asia s arts managers and leaders through supporting their skills development. Main opportunities/challenges for this role Ensuring a coherent and clearly articulated arts portfolio across the region which delivers country and regional strategies and is owned by country directors and senior colleagues. Leading and motivating the arts team enabling individuals to build and sustain a range of arts partnerships between the UK and South Asia Leading on partnerships in UK cities to bring work from South Asia to UK audiences Developing sustainable business models for delivering the arts programme including attracting funding from governments, corporates, trusts and foundations 3 Director Arts, South Asia British Council

4 Working with senior colleagues across all Strategic Business Units to reach decisions that benefit the wider British Council. Main accountabilities Strategy & planning Lead the development of both the medium-term and annual business plan for arts across South Asia ensuring an appropriate balance is struck between country/regional/sbu priorities and market opportunities. Contribute to the development of the South Asia regional strategy, aligned to wider corporate priorities and targets, ensuring the British Council maximises local market opportunities to deliver optimal cultural relations impact in a financially sustainable way. Market building & brand positioning Build and maintain excellent knowledge, networks and relationships across the UK and South Asia arts sectors, to enable the development of market opportunities and partnerships that will deliver the British Council s cultural relations and financial objectives. Track and monitor a range of market, partner and competitor data, to inform the development of new arts services, client groups and ways of working (in-country, regionally and globally) that will maintain and build the British Council s reputation and profile in the medium-term. Define the marketing strategy for the South Asia arts plan, and ensure its effective implementation across the region, to build brand consistency, quality and visibility across multiple customer segments, localities and stakeholders. Relationship, stakeholder and key account management Identify, cultivate and manage high-level, strategic alliances with key partners and stakeholders to ensure achievement of British Council arts objectives within South Asia. Lead the planning, coordination and delegation of appropriate account management responsibilities and targets to arts colleagues across South Asia, in order to support effective business development, pipeline planning, income generation and partner cultivation. Build and maintain excellent relationships with internal partners and stakeholders, to ensure effective, integrated and joined-up delivery of agreed business objectives. Operational management Negotiate with country-based, regional and SBU colleagues to agree optimal resource allocation, organisational structures and staff deployment to enable effective and profitable achievement of the South Asia Arts plan. Monitor and review the performance against plan of arts teams across South Asia, taking remedial action where required, to ensure achievement of agreed targets. Provide regular reports on performance of the arts business, to enable effective decision-making and planning at country, regional and SBU levels. 4 Director Arts, South Asia British Council

5 Leadership & management Develop, motivate and manage the performance of the South Asia arts team, to ensure it creates the right climate to achieve its objectives. Articulate a clear and compelling vision for arts work across the region, to ensure that all staff have clarity about medium-term strategy and direction, and are committed to achieving a set of shared goals. As a member of the South Asia Regional Executive Team, contribute to the development of medium-term workforce planning for the country, ensuring that the British Council has the right staff, in the right locations and with the requisite skills necessary to deliver corporate objectives. As a senior member of the arts SBU, contribute actively to effective decision-making and planning across the global business, and lead specific corporate initiatives and projects, as required.
