4 Competency-Based Education What is a competency? A competency is a measurable learning objective. CASAS Competencies The competencies identify essential skills for life and work. CASAS test t items are aligned to competencies. Competencies 3

7 Why are Content Standards important to use along with CASAS Competencies? Content Standards identify the underlying basic skills associated with CASAS Competencies, so the instructor can plan instruction to help students master a specific competency and attain their goals. Content Standards 6
8 Coding System For Content Standards R = Reading There are 9 Highlighted Reading Categories Under each are the specific basic skills, e.g., R1.1, R1.2, R2.1, R2.2 (read horizontally) They are grouped by ESL, ABE and ASE and linked to the CASAS and NRS levels The dots (read vertically) show the instructional level 7

11 How to Develop a Competency-Based Lesson Plan What is the Competency Objective(s): Identify the focus of the activity: Communicate maintenance needs and housing problems to a landlord or property manager. CASAS Competency Program: ESL Level: Intermediate Low NRS Level 4 Content Standards: What basic skills are involved in the lesson? 12 WIPPEA Lesson Plan 1. Warm up/introduction: Review learned materials. Prepare for new lesson. 2. Presentation: Introduce new information and skills. 3. Practice: Provide an opportunity to practice new information and skills using controlled context. 4. Evaluation/Assessment: Assess and provide feedback. 5. Application: Apply new skills and knowledge in a functional context. 11
13 Sample Competency-Based Lesson Plan Suggestions for Presentation: 1. Using pictures introduce a problem in an apartment complex where the electricity will be shut off. 2. Write the questions on the board and go over them with students. 3. Show the notice (on an overhead) that has been posted on the apartment t doors. Read each question and explain that students must find the answer quickly. 4. As students give answers, point to the answers in the text. Underline and mark answers with #1, 2, 3 etc. on the notice. 12
14 Sample Competency Based Lesson Plan Suggestions for Practice: Pass out a worksheet with 3-4 notices/signs/letters about different repair work with questions under each. Tell students to read questions silently as the teacher reads them aloud. Tell students to find the answer quickly. Teacher reads question aloud and students underline and put the question number next to the answer in the text. Students t may work in pairs to check one another, and then they can mark answers on the overhead in front of the class for feedback. 13
15 Test Series Competency Content Use the matrix along with your current textbook(s). Example: CASAS Test Level B, Form 83 Competency# Textbook: Step Forward #2 Chapter 3, Lesson 1 Other competencies covered in chapter 3 to be taught are 1.4.2, all to do with housing. Make a file folder for each competency. 14

19 Teaching Tools Use Quick Search Online to locate classroom materials Use Test Series Competency Content Matrix Make a file folder by test level for each competency Collect and add materials to file folders, e.g., new texts or teacher-made Make lesson plans 18
20 Using TOPSpro Reports Once students have taken a CASAS test, a TOPSpro report can be generated telling which reading content standards (included in the test) students have successfully mastered and which they need to work on. Focusing instruction on these reading skills will improve performance on CASAS tests. 19
