1 SERCO, Inc. Transformational Programming for Paroling Individuals REQUEST FOR QUALIFICATIONS I. WHO WE ARE SERCO, Inc. (SERCO) is a for-profit employment and training organization. SERCO plays an integral role in addressing the nation s workforce needs with a market-driven workforce development system approach that responds to the needs of employers and job seekers. We prepare the nation s workforce for in-demand occupations. We help job seekers become self-sufficient through a variety of best practices that consistently render outstanding performance outcomes. SERCO, Inc. operates multiple employment and training programs that seek to meet the needs of both job seekers and employers. This includes being the American Jobs Center (formerly One Stop Service Center) Case Management and Related Services provider for Detroit Employment Solutions Corporation (DESC). Within this contract, SERCO manages the day-to-day operations of the Detroit Re-Entry Demonstration Project (Demo Project). The Demo Project began in July 2015 and assists incarcerated individuals from the Detroit Ryan Correctional Facility (DRC) and the Macomb Correctional Facility (MCF) to better prepare and effectively transition into the workforce. II. DESIRED SCOPE OF SERVICES The vendor will provide Transformational Programming to include; Moral Recognition Training, Cognitive Behavior Techniques, Conflict Resolution, Mentoring and Family Reunification Services for the parolees upon release and for participants enrolled in the Detroit Re-Entry Demonstration Project at each of the following American Jobs Center locations: 9301 Michigan Avenue, Detroit, MI Meyers, Detroit, MI Conner, Detroit, MI Vendor will provide transformational services to 700 returning citizen American Jobs Center customers who received program intake through Detroit Reentry Center (DRC), Macomb Correctional Facility (MRF, not MFT or MCF), or Lawton Parole Office (LPO) and other eligible customers who have been referred by the American Jobs Center staff. The goal in providing the below services is to increase the likelihood that, upon release, participants in the program will remain on track towards success; and if they meet challenges that threaten to impede their success, they have access to the tools and resources available to make decisions that will allow them to continue in a positive direction. The supplemental support services requested in this RFQ should offer techniques that build self-awareness, self-esteem and self-determination, and as a result, lower recidivism. Grant period is October 1, 2017 to June 30, 2018 for the following: A. Tier 1: Group Sessions Sessions organized by the vendor with the intent of providing a space for returning citizens to engage with the One-Stop services in an environment in which they can receive pattern disruption, cognitive behavioral therapy, and mentoring. Meetings would take place during the day at AJC, to provide the population with access to supportive and career services and at night either at the AJC or an agreed upon location. The group sessions 1

2 would be available only to eligible customers referred by the AJC staff and the provider would receive a flat fee for organizing and leading the sessions. The group would also allow the vendor to engage with individuals for higher tier services. Payment: $500/session, twice weekly. $4K per month. For maximum customer benefit, the class size should be limited to 40 individuals with a 1 to 20 instructor to participant ratio. In the event of a holiday or AJC closure, an alternative schedule should be developed to ensure 8 sessions per month are held. B. Tier 2: Individualized Intensive Services Returning citizens who are determined to be candidates for intensive services and additional mentoring, will be referred to the vendor. Peer mentors from the vendor will meet with the participant on a regular basis, and will be available by phone or . The mentors will provide additional intensive pattern disruption and guide the participant through their transition plan. Demo Re-Entry Career Advisors and vendor Mentors will conduct regular case conferences to track progress and draw upon One Stop funding for training, supports, etc. Payment: $500/person. 150 maximum participants. Payments are tied to completion of certain milestones (requiring verification). Milestones include: Reengagement every 30 days. Placement in TWE/OJT Placement in Training Placement in GED Program Attendance Improvement (80%) at meetings with CA, workshops, etc. C. Tier 3: Placement Through the Group Sessions and the Individual Mentoring the vendor may meet returning citizens who are candidates for placement in positions the vendor has identified. In such cases, the vendor would approach SERCO and demonstrate the suitability of that individual for placement services. If SERCO approves the suitability, the provider will receive a flat fee once the placement is validated. No placements can take place without the SERCO approving the action, to prevent disruption of the individual s IEP. Furthermore, the vendor will coordinate with SERCO to avoid interference with business engagement activities. Payment: $100 at placement and $100 Bonus Incentive at 60-day retention per person, maximum of 50 individuals. III. Reporting The following must submitted be on a weekly basis: Reporting of attendance, including submission of participation collateral like sign-in sheets, MI Works AJC swipe card, or state identification. Backup documentation to verify Tier 2 services including but not limited to: o Case Notes o Paystubs o Education Enrollment Forms 2

Additional Information Though not itemized above, the following conditions must be met in the final contract: At least two of the vendor s program staff working with Returning Citizens Program participants must submit to and pass a background/lein check by the Michigan Department of Corrections. Pass monthly internal file audits. Scheduling may include daytime and evening service delivery based on the American Jobs Center Programming Schedule. Services may be delivered in the vendor s own venue, assuming a 40-adult capacity or at any AJC. The vendor will be expected to provide prompt services. Should an emergency arise for services, which are not available, SERCO, Inc. reserves the right to secure sufficient services from others to meet its immediate needs without prejudice of the proposed contract. If, however, in the sole opinion of the Chief Operating Officer, the vendor fails to render reasonable prompt services, SERCO may terminate the contract forthwith and no damages will accrue. The Scope of Services are subject to change based on funding and need. V. Eligibility and Qualifications Eligibility Requirements for Vendor: The bidder should address the following points in a written narrative: 1) Describe at least three similar projects that the contractor has completed. 2) Describe the qualifications of staff to be assigned to the project 3) Outline three references including agency, contact name/address/phone/ , brief summary of services provided and time period. 4) Three testimonials from returning citizen served by the vendor and contact information. Required Qualifications for Vendor: 1) In-depth knowledge of evidenced based intervention strategies 2) Familiarity with and experience working with incarcerated and paroled individuals 3) Experience developing curricula for returning citizens Preferred Qualifications for Vendor: 1) Knowledge of workforce development issues, trends, needs, etc. 3

Submission Requirements Applicants must complete the cover page and submit the items listed below via to Veronica Sanchez Peavey, Sr. Assistant Vice-President Adult Services, SERCO, Inc. at by Monday, September 25, 2017 at 5p EST. Proposals will be reviewed as they are submitted and a contractor may be selected prior to September 30, 2017; please submit your response as soon as possible. Proposals may be accepted after this date if a qualified contractor has not yet been identified; if after September 30, 2017, please send an to Veronica Sanchez Peavey to inquire as to whether proposals are still being accepted. 1. Proposal addressing the following (three-page limit): o Why are you interested in this project? o What in your background makes you a strong candidate for these services? o Summary of your experience as related to the list of qualifications for the position and the scope of services (please address all qualifications listed). 2. Current resume of staff providing services. 3. Agency capacity to provide services within costs indicated. VII. AWARD OF CONTRACT One (1) award of contract will be made based on the evaluation process and estimated quantities shown and bidder s experience in providing the service covered herein. SERCO, Inc. reserves the right to delete any item(s) from the award. All awards are subject to the Workforce Development Agency, State of Michigan (WDASOM) Policy Issuance 04-03, DESC s and SERCO s Procurement Policy. This request for qualifications does not commit SERCO, Inc. to award a contract or to pay costs incurred in the preparation of a proposal in response to this request. SERCO, Inc. reserves the right to accept or reject any or all proposals received as a result of this request, or to cancel any or all of this Request for Qualifications, if it is considered in the best interest of SERCO, Inc. SERCO, Inc. may require the proposer selected for various projects to participate in negotiations, and to submit to such price, technical or other information as may be needed to finalize a particular engagement for services.
