3 1. INTRODUCTION 1.1. Application The selection policy, process and procedures outlined in this document apply to all Hockey NSW Men s Masters field hockey players who are participating in any selection process undertaken to select a NSW squad or team, and any other group specifically targeted to represent Hockey NSW in some capacity Responsibility The Men s Masters Sub-Committee is responsible for overseeing the application of the selection policy and due process The Men s Masters Sub-Committee at times may delegate responsibility for ensuring compliance with the policy and process outlined in this document to the appointed conveners of selectors. It should be noted that all times the Men s Masters Sub-Committee is responsible for overall compliance by coaches, managers and selectors The Men s Masters Sub-Committee is responsible to the Hockey NSW Board, through the Chief Executive Officer of Hockey NSW Purpose of the selection policy and operational guidelines document The purpose of this document is to clearly outline the policy, operational process and procedures that apply to the selection of hockey players to participate in a specific event. These players could be selected for a squad or team group, or they could be selected as a special invitee for a special event for example - training camps, special coaching events, special tournaments, one-off opportunities to play against visiting international teams Application of the policy and process Consistent and conscientious application of the policy, operational process and procedures outlined in this document will help ensure the following: Transparency for all stakeholders who are involved in the selection process Improved communication and understanding between stakeholders Improved planning and execution associated with all aspects of selection Flexibility to respond to selection situations in a fair manner Facilitation of analysis and review of the selection process to ensure quality, consistency and stability between all the selection events that are undertaken by the Men s Masters Sub-Committee in a given season Definitions The word selection refers to the process that is undertaken and the procedures Hockey NSW State Teams Selection Policy Field Page 3 of 11

4 that are followed within the constraints of the policies outlined in this document, which allow the Men s Masters Sub-Committee to identify a limited number of individual players capable of performing to a certain standard, and capable of performing in the team-based environment of hockey The word best is often used with respect to selection for example the best player. Please be aware that in this example the word best is a subjective estimation of the worth of a player, against a set of criteria that relate specifically to hockey. It may also relate to a players ability to undertake or fulfil a specific role in a team environment, or to perform to a specific standard, at a specific hockey event Selection Event refers to any formal hockey event that is observed by a member of the selection panel, which can be utilised for the purpose of making an informed selection decision Preamble Hockey is a complex, multi faceted game, with a variable game environment which impacts on performance. Although the type of attributes that affect performance can be defined (as selection criteria), it is impossible to objectively define a set standard for these criteria, relative to successfully performing in a specific event. Consequently the process of selection requires a selector to subjectively weigh up, assess and define what they believe the standard of an individual player is, against the criteria. This is a subjective decision tempered by the experience and expertise of the selector Consequently, subjectivity will always remain an unavoidable element of selection. However the processes and procedures outlined in this document aim to help overcome any of the more undesirable elements of subjectivity in selection, such as bias, prejudice or lack of expertise. Many layers of procedure have been identified to ensure that the negative impact of these elements will have been counteracted prior to a final selection decision being made Selection Objectives The primary selection objective is to select the best available players The secondary selection objective is to recognise the potential of athletes to participate at national competition level standard and to assist those athletes to achieve their individual potential at national and international level Situations outside of Selection Policy Situations outside of this selection policy are to be on application. Any requests for exemptions outside this policy can only be approved by the Men s Masters Sub-Committee. 2. SELECTION PANEL APPOINTMENTS Hockey NSW State Teams Selection Policy Field Page 4 of 11

5 The Men s Masters Sub-Committee is responsible for selector appointments. The meeting choosing selectors shall be chaired by a representative from the Men s Masters Sub-Committee and will be based on nominations received from selectors Applications for people with appropriate expertise will be called for annually for the selector positions The appointments representative will review the selectors applications and make appointment recommendations to the Men s Masters Sub-Committee The Men s Masters Sub-Committee will review the selector applications and confirm appointments For the purpose of selection, the previous year s state Coaches and Managers reports will form part of the selection criteria It will be a requirement for selectors to attend state championships and to conduct formal selection discussions at the conclusion of each day Selectors will be encouraged to attend other events including high level matches held by associations and other premier competitions held throughout NSW A selector cannot play in the age group they wish to select Selectors will be provided with player history where available. 3. SELECTION PANELS 3.1. The selection panel will consist of three to five selectors depending on the age championship. The number of selectors will be determined by the Men s Masters Sub-Committee to each championship. 4. CONFIDENTIALITY REQUIREMENTS 4.1. Selectors and coaches will not discuss selection matters outside official selection meetings, without the express permission of the Men s Masters Sub-Committee. Contravention of this clause will lead to removal from selection pool Selection panel members will be required to declare any conflict of interest in relation to the player selection process to which they have been assigned. 5. PLAYER ELIGIBILITY 5.1. State Team Eligibility To be eligible for selection in a Hockey NSW state team, the following conditions apply: The player must be a currently registered playing member of a Hockey NSW affiliated Hockey NSW State Teams Selection Policy Field Page 5 of 11

6 association or be registered as a Hockey NSW Men s Masters only player For all age groups except Over 70 s (and in some instances Over 65 s), attendance at the relevant state championship is compulsory for selection unless an exemption has been granted by the Men s Masters Sub-Committee. (For exemption requirements, please see clause 6.) For the Over 70 s and over 65 s grades, a player will be expected to either: Participate at the Over 55 s or Over 63 s State Championship Participate in the Newcastle Masters Over 60 Carnival Submit to the Secretary Men s Masters Sub-Committee a letter confirming their availability and a brief outline of current sporting activity Players must comply with age eligibility guidelines for relevant state championships Players can only nominate their availability for selection to a NSW State team in the division based on their birth date. For any variation to this rule the selection panel must approach the Sub-Committee( See also Clauses 1.52 and 1.71) Players must comply with any rules of eligibility applied by Hockey Australia and relating specifically the tournament or event that they are being selected for. 6. EXEMPTION REQUIREMENTS 6.1. If a player is unable to attend the relevant state championship and wishes to stand for selection they must request an exemption. The requirements for requesting an exemption are: All requests for exemption must be in writing and received by the Men s Masters Sub-Committee no later than 5.00pm, five working days prior to the commencement of the appropriate state championships If unforeseen circumstances cause a player to be unable to attend a state championship within five days of the championship, the player should notify the Men s Masters Sub-Committee as soon as possible of these circumstances and submit a subsequent written request for exemption Requests for exemption must include evidence of the reason for the absence. In circumstances where a player is injured or suffering an illness, a doctor s certificate is required. In circumstances where a player has a work commitment, a letter stating such from the employer is required. In the event of bereavement or other extenuating circumstances, the Men s Masters Sub-Committee will make a decision on an individual case basis All players who are unable to attend the relevant state championships due to a commitment with a national hockey program will be granted an automatic Hockey NSW State Teams Selection Policy Field Page 6 of 11

7 exemption Attendance at all official training sessions is essential. Australian squad players attendance at selection trials and official training sessions will be subject to the discretion of the Men s Masters Sub-Committee Other special circumstances for non-attendance at the state championships, or training sessions will be considered by the Men s Masters Sub-Committee on application. 7. SELECTION NOMINATIONS Players must nominate their availability for selection by submitting the HNSW Mens Masters nomination form, by the due date. The selectors may also approach players during selection events seeking their interest to be considered for state selection. This must be approved by the Men s Masters Sub-Committee nominated representative. 8. CRITERIA 8.1. The selection criteria are determined by the Men s Masters Sub-Committee The following criteria will apply in the selection process used by the selectors in respect to Hockey NSW state teams All teams will have 16 players selected with 2 goalkeepers in 2 nd teams Selectors will be divided into strikers, midfield and defence (including goalkeepers) Shadow players will be selected and categorised within the areas of strikers, midfield, defenders and goalkeepers Performance at events (within the twelve months prior to selection to the team) which may include performance at state championships, tournaments and any formal event observed by the selector s i.e. national team & local competition performances Physical Capabilities Technical Competence- core skills include receiving, possessing, hitting, pushing, dribbling, tackling, intercepting, overheads, marking, leading, eliminating, goal shooting and set plays (penalty corners/strokes/goalkeeping) Tactical Ability Tactical Nous includes reading the play, involvement in the game, on-field decision making and positional flexibility Potential to Improve present performance level relative to past performances Competitive Ability mental toughness, strength, temperament, determination, Hockey NSW State Teams Selection Policy Field Page 7 of 11

8 commitment, performing in adverse conditions, coping with setbacks/criticism and persistence Attitude individual application in training and competition. Attendance, availability and ability to rehabilitate from injury Team/Squad Orientation an individual s ability within a team sport, to fit in and influence the squad/team in a positive manner Communication the ability of the player to communicate positively with staff and be open to accept suggestions from coaching staff regarding performance improvement. Players should be able to verbalise concerns regarding coaching and team issues in a calm, mature and non-emotive manner to allow for positive discussion to resolve problems The above criteria must be used in the selection of team leaders. 9. SELECTION PROCESS 9.1. Assessment The selection of state teams representing Hockey NSW at our national championships, the Australian Men s Masters Hockey Championships is based on: Performance over a 12 month period Assessment by state team coaches and Hockey NSW selectors Attendance at state championships Selection criteria Selection may also include: Proven performance during the competition season Performance at national level and domestic competitions; Input from national coaches and managers With respect to player performance at a number of events, it should be clear that while the selection panel will have the final responsibility for making a selection decision, input regarding performance may be sought from a number of different people with varying degrees of expertise. These people may or may not be restricted to include Men s Masters Sub-Committee selectors, state team coaches and managers Extenuating Factors When considering the selection or non-selection of a player into a state team, the selection panel may, at their discretion, give weight to extenuating factors or circumstances not Hockey NSW State Teams Selection Policy Field Page 8 of 11

9 specifically outlined in this document. If something unforeseen does arise, the selection panel will make recommendations to the Men s Masters Sub-Committee for consideration and if warranted, an exemption. 10. APPROVAL AND ANNOUNCEMENT OF STATE TEAMS Teams selected by the selection panel are subject to final approval by the Men s Masters Sub-Committee Teams will be announced publicly at hockeynsw.com.au by 4.00pm two working days following the conclusion of the state championship Players not selected for the NSW state representative team may have the opportunity to participate and gain experience playing at national championships as a member of another state or territory team that is in need of players for a particular tournament States or territories requiring players from the NSW state list must contact the Men s Masters Sub-Committee seeking a clearance, with the request for players nominating the positional roles required No state or territory will be able to select any more than four NSW players for a team The Men s Masters Sub-Committee reserves the right to recall any player back into a NSW state team to cover players who may be forced to withdraw up until thirty days before the championship and allow the state adversely affected by such a requirement to request another player Players will not be granted exemptions from any of the NSW selection eligibility conditions to attend trials with another state or territory. 11. REPLACEMENT OF SELECTED PLAYERS Grounds for Replacement Injury or Illness: A player who is injured or ill may be assessed by a doctor nominated or agreed to by Men s Masters Sub-Committee Breach of Discipline: A player being considered for replacement due to a breach of discipline, including failure to observe any relevant Men s Masters Sub- Committee policy or Code of Conduct, will be given an opportunity to rectify the situation in a mutually agreed time frame Ineligibility: Any player who is deemed ineligible or becomes ineligible for the state team or squad will automatically be removed and replaced Replacement Process If a selected player is unable to continue or is removed as a representative of a state team, the Hockey NSW State Teams Selection Policy Field Page 9 of 11

10 procedure for a replacement player is as follows: The Men s Masters Sub-Committee and selectors will be consulted Consideration will be given first to identified shadow players Consideration will then be given to other identified players from the selection process should this be necessary The Men s Masters Sub-Committee will then fill this position with the player judged most suitable. 12. REQUEST FOR APPEAL A player may request a review of any given selection decision by submitting a request for an appeal including the grounds for a review to the Men s Masters Sub- Committee within five working days of the announcement of the relevant selection decision The request for the appeal must state the grounds for review, or why the selection decision should be changed. It must specifically address issues regarding how the player was evaluated under situations that put them at a distinct disadvantage to other players being evaluated Each request for appeal shall be accompanied by a fee of $A150. The Men s Masters Sub-Committee on reviewing the appeal has discretion to waiver the appeal fee The Men s Masters Sub-Committee may appoint an Appeals Panel to determine the appeal if required All requests for appeals must be submitted in writing, and may be submitted by post, or facsimile. Requests for appeal via facsimile or must be received within five working days Each request for appeal shall be accompanied by a fee of $A150 which shall be Hockey NSW State Teams Selection Policy Field Page 10 of 11

11 forfeited to Men s Masters Sub-Committee if the request for appeal is held by the Appeals Panel to be frivolous or groundless If a request for appeal is lodged via or facsimile, contact should immediately be made with the Men s Masters Sub-Committee to confirm receipt of the or facsimile and to confirm how payment of the $150 fee will be made within the next five working days. If the fee is not paid by the due time, the request for appeal shall be deemed to be withdrawn unless the Men s Masters Sub-Committee has agreed to extend the time for payment of the fee It should be remembered that in general an appeal will only be considered if the selection policy was not adhered to, or the player was not given fair and equal opportunity during the selection process An appeal will not be heard, just because a player or a representative of the player thinks that the player is better than, or more deserving than a named player.
