1 ADMISSIONS, RECRUITMENT AND MARKETING SERVICE UEA INTERNATIONAL Strategic Engagement Manager REF: ALC738 The Post UEA has an ambitious international engagement and partnership strategy with established and developing collaborations worldwide. This role is designed to support and advance the University s engagement with institutions in UEA s priority countries, in particular, China. Working from the International Office, the post-holder is responsible for initiating and coordinating a diverse portfolio of strategic activities through institutional links; alumni engagement; academic collaborations, diplomacy, and developing connections and opportunities across the region. The post holder will work closely with a range of UEA Schools and Departments, the Vice Chancellor s Office and other senior colleagues across the University. Person Specification The person specification for this post is attached as Appendix B. GENERAL Salary Salary will be 32,548 to 38,833 per annum, on Grade 7 on the single salary spine. The normal expectation is that starting salary will be at the minimum of the advertised salary scale. Starting Date The post is available from 5 February 2018 or as soon as possible thereafter on an indefinite full-time basis.
2 Terms and Conditions of Appointment Full details of terms and conditions of employment for Administrative Staff will be made available to the candidate to whom the appointment is offered. Relocation Expenses Relocation expenses are reimbursable under certain conditions. Residence The University is strongly committed to providing an excellent student experience and research environment, and it is expected that all staff will be available on campus to carry out their duties during the working week in support of these goals. Absences for significant periods are by agreement with the Head of School or Head of Division. Annual Leave Entitlement There is an annual holiday entitlement of six weeks plus statutory (8 days) and customary (6 days) holidays. Superannuation The post is superannuable under the Universities Superannuation Scheme. 4 APPENDIX A JOB DESCRIPTION REF: ALC738 Job Title: Strategic Engagement Manager Grade: Grade 7 Department: Reporting to: UEA International (ARM) Head, UEA International PURPOSE OF ROLE UEA has an ambitious international engagement and partnership strategy with established and developing collaborations worldwide. The University s priority regions are China, India, South East Asia, North America and Japan. Academic-led Dialogue Groups lead on university-wide activity in each region, alongside School/Faculty led initiatives. Reporting to Head of UEA International, this post supports and advances the University s international engagement. The post-holder will also work closely with the Pro-Vice Chancellor, Chairs of Dialogue Groups and the Head of UEA International, liaising with other key members of academic and professional staff as appropriate. The post is expected to provide insight, consultation and administration that will help initiate, deliver and advance the University s international strategy. The current focus of this post is China but the portfolio may change over time. MAIN DUTIES AND RESPONSIBILITIES To assist the PVC, Chairs of Dialogue Group, and Head of UEA International in the development of an appropriate framework for partnership selection and engagement in priority regions. The key focus in the first instance will be China. To provide all-around intelligence and strategic advice on opportunities for engagement, PR, marketing and diplomacy, writing reports as required. This will require the post-holder to keep abreast of trends and policy developments in China, through in-country liaison and on-line research.
5 To support and facilitate the development and maintenance of research, teaching partnerships and other initiative, working in close liaison with Academic Schools and Professional Services (in particular, the Academic Partnerships Office and PGR Office). The role does not have the authority to conclude academic agreements or formal institutional links, but rather to advise senior management on the most appropriate way forward given the particular circumstances in each case. The preparation of strategy documents and briefing material in support of institutional decision-making is a requirement of the role. To promote and monitor Chinese/UK student mobility, working closely with the China Regional office, and the Collaborative Programmes Office. To seek feedback from Chinese partners and students and recommend improvements that might improve the student experience. To develop and maintain good relationships with partner universities, research institutes, businesses and government departments in priority regions (in particular in China). To assist VCO/senior delegations with travel schedules to priority regions, in particular China. This will involve coordinating a timetable of meetings, travel arrangements and providing appropriate briefings and de-briefings prior and after travel. To advise other staff visiting and engaging with China on protocol and travel and refer as appropriate for other priority countries. To receive incoming delegations, coordinating arrangements for their visits and hosting as appropriate, to include providing a Mandarin interpretation service. To coordinate promotional activity in China, in liaison with overseas and the relevant on-campus staff. This will range from outreach activity, to increase recruitment from partners, to alumni events.
6 To build and maintain networks of contacts in the priority countries for the furtherance of the University s corporate aims and objectives. To develop and maintain links with key regional and national partners and institutions; serve as the University s China partnership representative when engaging with the wider NRP and Norwich City community. To act as Secretary to the China Dialogue Group To support other emerging projects deemed important to the University s international engagement including recruitment, fee-pay training programmes, academic conferences, alumni initiatives and staff exchange. Skills & Knowledge Fluency in English and Mandarin (verbal and written), including the ability to translate documents and provide interpretation service to and from Chinese partners Proven competency in IT skills A sound knowledge of the UEA, UK HE and the university systems, in order to accurately represent the university to overseas visitors and to develop appropriate internal networks. The ability to exercise judgement in negotiations with institutions and agencies in China, deciding when it is necessary to refer to the Head of UEA International, Chair of Dialogue Group, or PVC International. Good analytical skills and the ability to write reports for senior management. The ability to plan events from initiation to conclusion. The ability to plan budgets aligned to specific projects. Personal Attributes A high level of political awareness, diplomacy and excellent interpersonal and intercultural skills A good understanding of Chinese and UK culture and an openness to engage and learn about other cultures as required by the post. The ability to work in pan-university teams on multiple, simultaneous projects. The initiative to suggest ideas and the ability to deliver on projects without close day to day supervision.
8 The ability to liaise across the university, with both staff and students, and persuade others to get involved in projects/visits. Networking skills in order to seek out and develop relationships, often initiating initial contact where relationships have not yet been established. Special Circumstances Prepared to travel to China or other priority countries. It is envisaged that at least 2 visits to China per year will be required, travelling alone or with delegates. Ability to travel within the East Asia region and to the UK. Early morning and late evening work may be required, particularly during key stages of a project cycle or when on international visits.
