1 POSITION DESCRIPTION POSITION TITLE DIVISION DEPARTMENT REPORTS TO REMUNERATION RANGE ORGANISATIONAL PURPOSE Area Manager Programs and Policy Local Area Coordination General Manager Local Area Coordination $115,000 - $125,000 per annum plus superannuation and an allowance in lieu of a vehicle. Attractive salary packaging available Established during the Great Depression, the Brotherhood of St Laurence was the vision and creation of Fr Gerard Tucker, a man who combined his Christian faith with a fierce determination to end social injustice. The Brotherhood has developed into an independent organisation with strong Anglican and community links. Today, we continue to fight for an Australia free of poverty. At the Brotherhood of St Laurence, we are defined by the people that make up our organisation. With 600 employees and 900 volunteers across more than 50 sites, together we strive to help people experiencing disadvantage through research and policy and services and advocacy. As well as providing services and programs for families and elderly on low incomes, refugees, young people and the unemployed, we research the causes and effects of poverty and advocate national and local policy solutions for people who are disadvantaged. The Brotherhood is currently focusing its work on strategies to alleviate and prevent poverty for those people most at risk at the four transition stages considered critical to their future wellbeing: the early years, the years from school to work, periods in and out of work and retirement and ageing. Our Strategic Plan for identifies five organisational objectives: to demonstrate how to reduce disadvantage and increase social, civic and economic participation through quality, evidence-based policy, programs and practice to undertake quality research, gather knowledge and evaluate evidence to inform and support our work to work collaboratively and in partnership with others to influence policy and practice. to strengthen our organisational capability to support innovation and respond flexibly to changed circumstances to collaborate with Aboriginal and Torres Strait Islander peoples and ensure the Brotherhood supports their rights and aspirations. Each of these priorities is underpinned by well structured, researched and documented body of knowledge to support all elements of work within the Brotherhood. 2 DIVISION AND DEPARTMENT PURPOSE The division of Programs and Policy comprises four services: Local Area Coordination Children, Youth and Families Employment and Training Retirement and Ageing The work of Programs and Policy in the Brotherhood is structured around the four life transitions (Early Years, Through School to Work, In and Out of Work and Retirement and Ageing) and three horizontal themes: Financial Inclusion, Refugees Immigration and Multiculturalism and people with disabilities, their family and carers. The integration of knowledge exchange across services and transitions supports innovation and the practical demonstration of social inclusion. Building stronger integration of our services knowledge with our research and policy capacity is the basis for our innovation and influencing work across the life transitions. Local Area Coordination (LAC) is a pivotal function in the National Disability Insurance Scheme (NDIS). The role of LAC is to: link people to the NDIS this means helping participants to access and plan under the NDIS, find providers and community networks and linkages link people with disability, their families and carers to information and support in the community this means that LAC is a doorway that any person with disability, their families and carers can walk into to get a better understanding of what is available in their community work with their local community to make sure it is more welcoming and inclusive for people with disability this means helping local communities to develop their understanding of people with disability, their needs and how they might be able to work together at all levels to achieve a better outcome. POSITION PURPOSE The Area Manager has primary responsibility and is accountable for the oversight and delivery of NDIS Local Area Coordination services in a specified area. The Area Manager is part of the departmental leadership team. This position is responsible for ensuring that: contractual and organisational KPIs are met (including participant satisfaction); processes are implemented and continuously improved so that services are delivered to the required quality standard; and that the LAC workforce is built and developed as a focused and highly effective team. The Area Manager is also responsible for developing and strengthening community, business and disability sector relationships and will contribute to the development of the Brotherhood s understanding of and approach to ensuring that people with disability are included at all levels in the Australian society. KEY RESPONSIBILITIES AND DUTIES 1. Employee Management and Accountability work collaboratively within teams to achieve common goals Page 2 of 5

3 demonstrate a commitment to the Brotherhood s quality framework and culture by participating in and promoting quality activities through continual improvement activities provide coaching and support to all direct reports in the performance of their duties, monitoring and providing appropriate feedback in accordance with Brotherhood policies and procedures in collaboration with the manager, set goals and objectives to ensure outcomes are met model the Brotherhood values and adhere to the Code of Ethical Behaviour in everyday work practices take responsibility for managing risk, safety, health and compliance in own area of responsibility and ensure steps are taken to prevent unsafe work practices in accordance with Brotherhood policies and procedures. 2. Service Delivery and KPIs develop and maintain a thorough understanding of NDIS, contractual and organisational requirements, including ensuring that any deviation is known, understood and clearly communicated to staff, management and partners. Ensure effective allocation of resources to meet community expectation and contractual requirements including: staff utilization to ensure planning activities (including Pre-planning, Planning / Plan reviews, Plan implementation, Plan monitoring); ILC (supporting people who do not receive funded supports to connect with community/mainstream supports or build capacity); and Community capacity building activities are completed timely development of participant plans timely implementation of approved plans periodic monitoring of participant progress quality of Service (overall, including specific feedback and complaints) ensure maintenance of quality of service, seeking to exceed contractual standards in achieving targets ensure that daily reporting occurs and in conjunction with the Manager, Service Improvement, lead the analysis and monitoring of performance of data to improve participant and contractual outcomes prepare reports as required and provide regular information to the executive team on KPIs and other required measures ensure accreditation, certification and regulatory requirements are met and compliance with quality reporting requirements are maintained manage and ensure staff appropriately utilise organisational resources in accordance with established principles, policies and procedures develop a reflective culture to inform, maintain and improvement performance work closely as a member of the departmental leadership to identify issues that may affect service quality and implement appropriate action. 3. Partnership and Stakeholder Engagement lead strategic relationships within the area and the regional NDIA hub such that the incumbent is recognised as key contact person within the NDIA for information, discussion of changes and advice Page 3 of 5

4 identify, lead and manage strategic relationships with key stakeholders including community organisations, key policy makers, relevant government departments in order to promote the strategic priorities of the Brotherhood and the interests of people with a disability contribute to and support a Community of Practice on development of the service model and its operational enhancements facilitate alignment and promote collaboration across research, advocacy and program activates to achieve the strategic goals of the Brotherhood represent and act proactively to promote the Brotherhood and the interests of the people we support, at conferences and other industry forums. 4. Service Development play an active role in the development and implementation of department s strategic plan and service delivery. This includes advice and support to the General Manager, preparation of proposals for advocacy and research, tenders and working with the various Brotherhood Divisions as necessary contribute to the formation of Brotherhood s responses and policies on matters relevant to people with a disability and the National Disability Insurance Scheme. undertake policy development on issues concerning people with a disability and actively contribute to research studies in appropriate areas. 5. SCOPE OF RESPONSIBILITY Direct Reports up to 5 Senior Managers, team assistant Budget Responsibility North (NEMA & HMA): $16-$20 million Bayside Peninsula Area: $11-$13 million ORGANISATIONAL RELATIONSHIPS Internal Stakeholders External Stakeholders KEY SELECTION CRITERIA Essential LAC management and staff, other divisions, GGM Programs and Policy Relevant peak bodies & providers, NDIA, Commonwealth, State and local governments, quality auditors, Universities and independent researchers, consultants and academics Experience in a highly driven performance oriented service industry Familiar with monitoring targets and supporting high performing teams to excel qualifications in a relevant discipline with significant management level experience in leading and managing operations in the disability, health, aged care or community sector comprehensive knowledge and understanding of the NDIS and issues affecting people with disability attention to detail and the ability to critically analyse and address issues Page 4 of 5

5 excellent interpersonal and written communication skills with the ability to build professional relationships across all levels both internally, externally and with people from diverse backgrounds demonstrated organisational skills with a focus on achieving goals, developing work plans and setting appropriate priorities understanding of and empathy with the values and ideals of the Brotherhood. Desirable prior experience working for the National Disability Insurance Agency or a contracted NDIA Partner in the Community sound financial management experience experience working within an individualised support/consumer directed care environment.
