3 Backgound The Wokfoce Investment Act (WIA) of 1998 emphasized the integation and coodination of employment sevices. Cental to achieving this aim is the fedeal equiement that local aeas eceiving WIA funding must establish one-stop centes, with povides of vaious employment sevices within a local labo maket assembled in one location. A majo challenge facing staff centes is the expected lage volume of customes esulting fom elaxed pogam eligibility ules. Nonetheless, esouces fo assessment and counseling ae limited, and fontline staff have few tools to help them make infomed efeal decisions. The Fontline Decision Suppot System (FDSS) is a set of administative tools developed by the W.E. Upjohn Institute fo Employment Reseach with suppot and coopeation fom the Geogia Depatment of Labo and the U.S. Depatment of Labo, to help fontline staff and customes make bette decisions about job pospects and appopiate sevices. The Upjohn Institute is in a unique position to design, develop, test, and implement FDSS. The Institute not only conducts employment-elated eseach, but also administes the state and fedeal employment pogams that ae the esponsibility of the local Wokfoce Investment Boad. Pupose FDSS is compised of two independent but complementay modules that poduce ecommendations to help staff and customes make infomed decisions. Recommendations povided by these tools ae based on ecent activity in the state of Geogia including labo maket infomation, histoical sevice data, and custome chaacteistics. 4 How FDSS Woks? Getting Stated FDSS has been added to the intenet-based opeating system called the Geogia Wokfoce System (GWS). In GWS, fom the Custome Menu, select the FDSS link in the dop-down menu unde the Utilities button. Key custome s Social Secuity Numbe (SSN) and click the Seach Custome Recods button. Custome Backgound Infomation will display. Move within FDSS by using the bowse scoll ba o by clicking the undelined link fo a specific section.

5 CUSTOMER BACKGROUND INFORMATION This infomation is displayed in two sepaate sections. Static Chaacteistics (except Vetean and Pevious UI Claim Infomation) Displayed above the blue line Chaacteistics and values displayed ae fom the Custome Infomation, Expanded Custome Infomation, Custome Skills/Pofile, and Unemployment Insuance pages of the GWS and CICS tansactions. Items with an asteisk ( ) ae chaacteistics used in evaluating FDSS models. Items without an asteisk ae displayed fo infomational puposes. Floating identifies (CAP o Pofile Potential / Paticipant and GoodWoks!) display when applicable. The values of static chaacteistics, except the Vetean and Pevious UI Claim fields, can only be changed though GWS pages. 3

Pio Occupation options ae gouped into ten categoies based on Standad Occupational Classifications. These goups ae as follows: Management, Business, and Financial Pofessional and elated occupations Sevices, including Militay Sales and elated occupations Office and Administative Suppot Faming, Fishing, and Foesty Constuction and Extaction Installation, Maintenance, and Repai Poduction Tanspotation and Mateial Moving Missing wages o othe infomation may be added. Chaacteistic values can be tempoaily changed fo What If? Scenaios. Additions/changes to chaacteistic values will not update the GWS pages/database. 4

Scenaios Dynamic chaacteistic values in the Custome Backgound Infomation section of FDSS may be modified to show customes the impact such changes can have on the esulting ecommendations and on thei job seach pospects. To display a What If? scenaio, change the chaacteistic value o select the desied option fom the dop-down list then click the Recalculate Values button. The FDSS page will eload with the changes made. To etun to the oiginal chaacteistic values, click the Reset Oiginal Values button. Moe than one chaacteistic can be changed befoe ecalculating values. What If? Scenaio Example Within FDSS, a custome s education level influences the Reemployment Pobability and Estimated Eanings outcomes. Changing the Education Level field fom no high school diploma to a diploma o GED OR fom high school to an Associate o Bachelo Degee may change a custome s eemployment oppotunities, including likely eanings. This scenaio shows customes how thei job maket pospects can be impacted if additional education is obtained. Changing chaacteistic values will effect the ecommendations of FDSS. No FDSS ecommendations, oiginal o as a esult of a What If? scenaio, will be stoed in the GWS. 5

8 Systematic Job Seach Module (SJSM) The SJSM is a means to conduct a stuctued seach of job odes. The module povides customes with pesonalized infomation about factos influencing eemployment pospects. FDSS ecommendations fom this module ae pesented in two goups. Reemployment Pobability and Estimated Eanings This section of FDSS povides a snapshot of the custome s : pobability of etuning to wok in thei pio industy, expected job gowth ate in thei pio occupation, and likely eemployment eanings. This infomation can help guide the next step in a custome s job seach pocess. It can also be a pesonalized eality check about employment pospects. Related Occupations This section of FDSS povides a andomly selected list of five occupations with skill and aptitude equiements simila to a custome s pio occupation. Infomation displayed fo each elated occupation includes: the appoximate stating houly wage, expected aveage annual job gowth ate, and coesponding O*NET Code. This infomation can help guide the next step in a custome s job seach pocess. It can be used as a stating point fo caee exploation. The Related Occupations poduced by FDSS ae deived fom the O*NET Database. Because the cuent occupational coding system within the GWS is based on the Dictionay of Occupational Titles (DOT), each custome s DOT code is conveted to an O*NET SOC code. Because of the educed numbe of occupations within the O*NET Database (974 compaed to 12,000 in the DOT), a one-to-one convesion is not feasible; theefoe, a custome s DOT code may convet to one of the 150 O*NET SOCs with no elated occupations. If this situation occus, the message NO RELATED OCCUPATIONS will display. Afte eithe of these sections is used, a eview of job odes by egion, occupation, and eaning equiements should be conducted. 6

11 SYSTEMATIC JOB SEARCH MODULE (SJSM) Related Occupations This listing should be used to show customes oppotunities that may be available in othe occupations that use simila skills, aptitudes, and inteests. Wage statistics ae based on county data. Job gowth statistics ae based on Wokfoce Aea data. Negative job gowth ates ae in ed. O*NET Online can be used to futhe exploe the listed elated occupations. The message NO RELATED OCCUPATIONS will display if a custome s DOT code is conveted to one of the 150 O*NET SOCs with no elated occupations. 12 Sevice Refeal Module (SRM) The SRM identifies the activities that most often lead to successful employment fo customes with simila backgound chaacteistics. FDSS poduces a anking of employability and taining sevices likely to be most effective. The module is based on an employability index. Employability Index The employability index is an estimate of the likelihood an individual will find employment based upon ecent expeience. This index is based on the custome s: pio wok histoy, pesonal chaacteistics, and educational attainment. Sepaate models wee ceated fo each of the fou egions of Geogia (Atlanta Meto, Noth Geogia, Coastal, and Balance of State) and two pogam types (Unemployment Insuance [UI] Eligible and Employment Sevice [ES] only) fo a total of eight. Using the employability scoe as a summay measue of how pesonal and labo maket chaacteistics influence employability, customes ae divided into five equal sized goups, o quintiles, of the employability distibution. Within each quintile, diffeent pattens of sevice use most effective to customes ae identified. Regional UI employability models establish two pogam sub-goups: CAP/Pofile and Othe. Thee ae a total of 40 UI employability quintiles (4 egions, 2 sub-goups, 5 quintiles). Regional ES employability models establish quintile goups fo one pogam. Thee ae a total of 20 ES employability quintiles (4 egions, 1 goup, 5 quintiles). FDSS povides distinct ankings of sevices and taining types fo customes who may be classified in any of the 60 employability quintiles. 10

13 SERVICE REFERRAL MODULE (SRM) Sevice Refeal Sevices ae anked in ode of effectiveness fo ecent customes with simila chaacteistics in one of the fou egions of Geogia. A minimum of 19 sevices is anked in ode of effectiveness. The ode of the sevices may change with each custome. Fo each sevice, the following is displayed: A numbe count of customes in the specified egion using the sevice. Pecentage of all customes in the specified egion using the sevice. Pecentage of customes using the sevice who ae woking steadily. Woking steadily is defined as having eanings of at least $2,500 in two consecutive quates afte eceiving sevices. Relative Effectiveness Index (REI) fo each sevice in the specified egion. The REI is defined as a numeical indicato that shows how effective a paticula sevice is elative to the aveage effectiveness of all sevices available to that custome, given the custome s backgound chaacteistics. 11

15 When FDSS Can be Used with Diffeent Custome Types FDSS is expected to be a elevant tool fo fontline staff to use duing one-on-one sessions with customes. Such sessions may be pat of an initial claim fo UI benefits o egistation fo job seach with ES. It may also be useful duing delivey of a paticula sevice such as labo maket infomation, job seach assistance, a sevice needs evaluation, job seach planning, a custome sevice plan, counseling, sevice coodination, o an ERP. The only equiement fo FDSS usage is the completion of the Custome Backgound Chaacteistics. The Custome Infomation, Expanded Custome Infomation, Custome Skills/Pofile, Unemployment Insuance, and Wages pages of GWS contain the infomation necessay fo FDSS to poduce ecommendations. Messages will display if data necessay to poduce valid ecommendations is missing. FDSS may be appopiate at diffeent times in the job seach pocess depending on the type of custome being seved. As a geneal ule, the soone FDSS is used with the custome, the bette. The fist pactical oppotunity to use FDSS would be the fist oneon-one sessions with a custome. 17 FAQs Fequently Asked Questions about FDSS 1. Q. Ae staff equied to follow the suggestions povided by FDSS? A. No. The infomation and ecommendations povided by FDSS ae to suppot staff decision-making and ae based on pattens of ecent customes with simila chaacteistics. No sanctions will esult. It is ecognized that each custome is unique with distinct backgounds and aspiations. 2. Q. How should FDSS use with a custome be documented in the GWS? A. Caee Centes piloting FDSS should document FDSS use with a custome on the Sevices Enty page of GWS. The options fo documentation ae: Job Seach, Caee / Vocational Guidance, and Counseling. When FDSS is used, check the With FDSS box in addition to the coesponding sevice. 3. Q. How often is the Geogia specific labo maket infomation in FDSS updated? A. The labo maket infomation in FDSS comes diectly fom GDOL s Wokfoce Infomation and Analysis (WI & A) Division. Examples of LMI used in FDSS include local unemployment ates, gowth ates, and wage infomation. Although each of these data elements may be calculated fo diffeent time peiods (i.e. monthly, quately, yealy), FDSS will automatically update when new infomation is collected. The model fo the Pobability of Retun to Wok in Pio Industy is cuently being updated to include moe specific factos including local layoffs. 4. Q. FDSS indicates that ove the next 5 yeas, employment in a custome s pio occupation is expected to gow by % pe yea in the county of esidence. Is a 2.25% gowth ate lage o small? How does that ate compae with the gowth ate of employment in othe occupations? A. Analysis of 786 occupations measued by GDOL s WI & A Division eveals that the median pojected annual job gowth ate is 1.62% ove the next five yeas. This means half of the occupations will gow faste and half will eithe gow slowe o decline. One-quate of occupations ae pedicted to have gowth ates above 2.78% and one quate is pedicted to gow less than 0.54%. Only compute scientists ae foecast to have double-digit gowth. Employment will be steady o declining fo about 20% o appoximately 157 occupations. 15

The message NO RELATED OCCUPATIONS displays when a custome s DOT code convets to one of the 150 O*NET SOCs with no elated occupations. This situation occus because the Related Occupations in FDSS ae deived fom the O*NET Database. Because the cuent occupational coding system within the GWS is the DOT, each custome s DOT code is conveted to an O*NET SOC code. The occupations in the O*NET Database ae elated by a common famewok that descibes job equiements and woke attibutes, as well as the content and context of wok, using ove 239 desciptos. This common famewok povides a basis fo coss-occupational compaisons esulting in 974 occupations as opposed to the 12,000 occupations within the DOT. The educed numbe of occupations within the O*NET Database does not allow a one-to-one DOT to O*NET SOC convesion. Staff ae encouaged to use eithe O*NET Online ( o the O*NET Code Connecto ( to ty to identify a moe specific occupational code. On eithe website, use the keywod seach and ente the DOT Job Title displayed in FDSS. Fom the list of occupations poduced, select a title that elates moe to the custome s pio occupation. Staff ae also encouaged to eview the custome s assigned DOT code to detemine if it accuately eflects the custome s pio occupation. 16

19 Glossay of Tems Adult Education, Basic Skills, and Liteacy - This taining sevice consists of activities that a custome may need to paticipate and succeed in othe taining o to meet occupational equiements. Examples of classes o activities include GED, English as a second language, and eading / compehension skills. Algoithm - A computeized fomula that povides a numeical answe based on available data. In FDSS, compute algoithms based on chaacteistics and activities of customes and labo maket infomation, povide answes intended to infom job seach and sevice selection. Compehensive Assessment - This sevice is an examination of the capabilities, needs, and vocational potential of a custome. The in-depth evaluation examines many aeas including a custome s basic skills, education, wok histoy, occupational skills, inteests and aptitudes, wok attitudes and motivation, employment baies, family situation, suppotive sevice needs, and financial esouces. Estimated Eanings - A ange of estimated houly eemployment eanings fo customes in the same geogaphic aea having simila backgound chaacteistics. Thee points in the eemployment eanings distibution ae povided in FDSS: 25 th, 50 th (median), and 75 th pecentiles. Occupational Skills Taining - This taining sevice consists of classoom instuction o some othe activity fo occupation-specific skill attainment. An example is nuse aid taining. On - the - Job Taining - This taining sevice consists of skill taining / development at a paticula employe with the objective of continued employment afte completing the OJT. O*NET - O*NET, the Occupational Infomation Netwok, is a compehensive database of woke attibutes and job chaacteistics. As the eplacement fo the Dictionay of Occupational Titles (DOT), O*NET will be the pimay souce of occupational infomation. Visit o fo additional infomation. Pecentile - In a fequency distibution, the location of a value, at o above, a given pecentage of data. Fo example if a child scoes at the 97 th pecentile on a standadized test, that means 97 pecent of the test takes had lowe scoes. If a custome s eanings ae at the 75 th pecentile fo an occupation, that means 75 pecent of othes in the occupation had lowe eanings. 17

20 Pobability - A numeical measuement of the chance that something will happen. If the pobability of an event is 90 pecent it is vey likely to happen. Measuement of pobabilities is based on the elative fequency of an event. The meaning of a pobability should be intepeted in context. Fo example, a majo league baseball playe who hits safely with a 30% pobability (a.300 hitte) will be a multi-millionaie, while a weathe foecaste who is coect 30% of the time may soon be unemployed. Quintile - In a fequency distibution, the pecentile values divide the data into five equal pats. The fequency distibution is fomed by odeing the values of a vaiable fom lowest to highest, with a count of the numbe fo each value. The fist quintile is the 20 th pecentile and the fouth quintile is the 80 th pecentile. Reemployment Pobability - A numbe between 0 and 100 pecent that povides an estimate of the pobability that a custome in a given geogaphic aea will etun to wok in thei pio industy of employment. Fo example, 70% means that chances ae 7 in 10 of etuning to the pio industy. Relative Effectiveness Index (REI) - A numbe that indicates how effective a paticula sevice is elative to the aveage effectiveness of all sevices available to that custome, given the custome s backgound chaacteistics. Effectiveness is measued by the pecentage of sevice uses steadily woking. The REI is the atio of the "Pecentage of Sevice Uses Getting Steady Wok" to the mean of that same concept acoss all sevices fo this custome. An REI of 1.00 means that sevice is as effective as the aveage sevice available. An REI of 1.50 means the sevice is 50% moe effective than the aveage sevice, while an REI of 0.50 means the sevice is half as effective as the aveage sevice. 18
