Job Purpose and Organizational Context Purpose: The is managed by the JPO Service Centre on behalf of the UN System. The objective of the SARC Programme is to strengthen UN coordination and coherence in the field. SARCs are placed with the Resident Coordinator Office. They support a wide range of management and coordination functions of the UN Development System at country level, including among others: UNDAF and joint programming processes, annual reporting and M&E, joint UN communication strategies, and interagency coordination of SDG campaigning and implementation. Local reporting structure and partners: The SARC in DPRK will be part of a small team of the Resident Coordinator's Office (RCO). Working under direct supervision of the Resident Coordinator the SARC will work together with the Coordination Officer, seconded to the RCO by OCHA role as Humanitarian Adviser, and provide direct supervision to the Coordination Associate (IC). Duties and Responsibilities and Output expectations In this section list the primary responsibilities of the position. Tip: Focus on what the job entails now how to do the job. Include percentages for each duty.) 1) Lead the efficient functioning of the RC Office, focusing on the achievement of the following results: Compilation and preparation of briefing and presentation materials and background information as requested; Assist in analyzing and preparing policy documents and concept papers; Support for effective flow of information on behalf of the RC, including drafting and circulation of official communication from or on behalf of the RC, ensuring adherence to appropriate protocol and correspondence guidelines; Coordination of itinerary and logistics for missions; Provision of technical and logistical advice/ support 2) Lead the preparation and implementation of the RC Work Plan focusing on the achievement of the following results: Support in preparation and implementation of country programming processes and products and services Collecting and preparation of inputs for the RC Annual Work Plan and reports; Secretarial and logistical support for UNCT Meetings and annual retreat; Secretarial and logistical support for UN Strategic Framework Steering Committee and Thematic Groups Secretarial and logistical support for the OMT, supporting the OMT Chair and vice-chair; Assist the OMT in coordination and conduct of periodic surveys initiated by International Civil Service Commission; Secretarial and logistical support for SMT Meetings, supporting the UN Country Security Focal Point (CSFP); Provide logistical support to the UNDSS Security Advisor during his/her regular visits to DPRK; Review of the RC funds expenditures and reporting to the direct supervisor. Preparation of required budget revisions. 3) Provide support to effective advocacy of UN activities, and serve as an information/communication focal point of the UN system, focusing on the achievement of the following results: Contribute to the updating and maintenance of the UN website in close collaboration with the UNDP IT specialist; Preparation of public information materials as requested; Support to the preparation of information & advocacy materials in consultation with UNCT members and partners including OCHA; Lead preparation of public events in support of UNCT activities, e.g. UN Day. 4) Support the work of Coordination/Humanitarian Affairs Officer based in the RC Office, focusing on achievement of the following results: Provide support to the Sector Working Groups as required, including during emergency response situations as outlined in the Standard Operating Procedures (SOP) as applicable in the event of disasters; Provide support to the Humanitarian Country Team where appropriate; Assist in preparation of applications and reports for humanitarian funding, in particular CERF UFE and RR appeals; Research information on donors and assist with the preparation of briefs on partners profile and national development strategies and coordinate preparations for partners meetings; 2

3 Support coordination and liaison with relevant stakeholders and partners to produce up to date mapping of humanitarian and development activity in DPRK; Support the preparation of Emergency Response and Preparedness Plans. IV. 5 The SARC would join an RCO team headed by the RC, and supported by the OCHA seconded Coordination Officer and the Coordination Associate. The RCO is hosted in the UNDP office. The UN in DPRK consists of 6 resident agencies; UNDP, WFP, UNICEF, WHO, FAO and UNFPA. There are a total of 50 international UN staff on average, supported by a larger number of national DPRK staff. The strategy of the UN in DPRK is laid out in the UN Strategic Framework which can be found on kp.one.un.org. Programming focuses primarily on vulnerable population in the areas of nutrition, health and water and sanitation. Other areas are DRR, sustainability and Food Security and agriculture. The UN operates in a predominantly humanitarian context, with relatively little scope for development activities. The RCO supports the coherence of the UNCTs programming above and in the achievement of SDGs, and oversees cross-cutting issues such as human rights, gender, but also operational issues such as impact of sanctions on operations and ICSC Surveys. The SARC is expected to support oversight of the UNSF implementation, but also support RC s leadership on larger political developments and UN policy. Living conditions at the Duty Station: All staff in DPRK is based in Pyongyang. Pyongyang is a category E duty station, and a family duty station, with an 8-week R&R cycle. Hardship in DPRK is in some ways atypical of other hardship duty stations. There are no immediate threats to physical safety, and staff live in relatively peaceful and pleasant surroundings of Pyongyang. However, the environment poses unique challenges and can exert psychological pressure on staff. Compared to other duty stations, in Pyongyang there are considerable restrictions on behaviour, expressions of thought and opinion, and interaction with local population. The healthcare infrastructure in the country remains poor. A majority of staff come unaccompanied, because of lack of quality educational opportunities for children, adequate healthcare or employment opportunities for spouses. There are no educational facilities in the country that can deliver an education to internationals children that is to international standard.
