1 POSITION DESCRIPTION OF THE POSITION PNG Disaster Management Coordinator (DMC) Agency Caritas Australia Position Type F/T 37.5 hrs per week Team International Programs Position Status Permanent Group Location Salary Scale Pacific Mount Hagen or Port Moresby, PNG Grade 8 Birches Date of Approval Authorised by Position No. August 2018 Senior Manager, People and Culture PURPOSE OF THE POSITION The PNG Disaster Management Coordinator oversees the development, implementation and effectiveness of Caritas Australia s programs in PNG in the thematic area of Disaster Risk Management, Resilience Programming and Disaster Response. The Coordinator also ensures Disaster Risk Reduction is mainstreamed across all of Caritas Australia s programs in PNG in line with the Pacific Regional Resilience Framework. ORGANISATIONAL ENVIRONMENT Caritas Australia (CA) is the Catholic agency for international humanitarian relief and development in Australia. Through effective relationships with the Church, partners and communities in Africa, Asia, the Pacific and Australia, Caritas Australia helps to end poverty, promote justice and uphold dignity. Our programs promote the good of every person and of the whole person, regardless of peoples, religious, political or cultural beliefs. We envisage a world in which children, women and men most vulnerable to extreme poverty and injustice are agents of their own change and architects of their own development. Caritas Australia is an agency established under the Australian Catholic Bishops Conference. Our National Office is based in Sydney and we have offices in several capital cities throughout Australia. Almost half of our staff are based overseas. With significant demonstrated experience in disaster risk reduction and disaster response, the PNG Disaster Response and Management Coordinator has oversight of CA s Disaster Risk Management and Disaster Response programs, overseeing program quality and effectiveness of these programs and providing support to implementing partners; as well as mainstreaming Disaster Risk Reduction across all PNG programs and partners. 2 KEY ACCOUNTABILITIES 1. Oversee Caritas Australia s work on Disaster Risk Reduction and Disaster Response in PNG, including direct management of CA s DRR and Disaster Response programs ensuring they align with Caritas Australia s Integral Human Development Framework. 2. Strengthen Monitoring, Evaluation and Learning (MEL) across programs that measure program outcomes and ensure that data is regularly collected, collated and analysed. 3. Provide support to CA partners in PNG, including Caritas PNG and the Catholic Bishops Conference of PNG/SI Dioceses for Emergency Preparedness and Response and DRR. 4. Support and mentor CA program staff and partners to mainstream disaster risk reduction within all programs in PNG. This will include close liaison with the PNG Protection Coordinator to ensure protection mainstreaming is also considered across DRR and Disaster response programs. 5. Maintain ongoing surveillance of the developing humanitarian emergency situation and ensure timely communication on emerging trends and disaster updates to PNG Country Representative and Pacific Humanitarian Coordinator as required. 6. On behalf of Caritas Australia, liaise with the National Disaster Centre and relevant clusters (if activated) and stakeholders during a Disaster. 7. Facilitate learning and sharing of good practice within the PNG team and broader Pacific Group, International Programs team and wider agency to foster a culture of reflection and continuous improvement. 8. Develop DRR and Disaster response program proposals together with the broader CA team and produce accurate, timely reports on CA s programs for submission to external donors and internally within Caritas Australia. 9. Ensure CA and its partners follow global good practice and comply with Caritas Australia s Child Protection guidelines and Gender and Disability Inclusion best practice. 10. Actively participate in and contribute to joint stakeholder initiatives that focus on building Disaster Risk Reduction and Disaster Response capacity such as participation on the CA International Programs DRR Community of Practice and other relevant PNG-based Working Groups. 11. Contribute to other emerging priorities for the team, as identified. KEY CHALLENGES 1. Sudden onset emergencies which require increased work load and management of competing priorities. 2. Supporting partners who have varied capacity and are geographically spread to strengthen the design, implementation and monitoring of programs with a focus on improved program outcomes and impact. 3. Producing accurate and timely reports that meet donor expectations with input from partners. 4. Managing a range of stakeholder relationships at times when telecommunications, power and transportation can be unreliable. Major policy issues or conflicts arising in the course of project and other duties. Matters requiring a higher delegated authority such as approval for expenditure and/or travel. Risk and Work Health and Safety The Position Holder must: Observe safe work practices in accordance with training and instruction provided and report any risk to her/his immediate supervisor. Risks arising in the workplace may relate to financial, site, task or safety issues and practices. Promote and implement work health and safety and risk mitigation processes in conjunction with her/his supervisor including identifying and reporting any hazards or safety issues within the workplace Comply with ACBC and Caritas Australia work health and safety practices and procedures Be aware of EEO and equity issues in international development as well as Caritas Australia. Direct accountability. To keep informed on work in progress, receive advice, direction and feedback. To share updates and lessons learnt and inform future programming directions in PNG. Ensure integration of DRR across programs in collaboration with relevant program coordinators. To ensure that CA s programs are connected with the broader Church Partnership Program (CPP) and Church Agencies Network Disaster Operations (CANDO). To ensure that the Disaster Response programs connect with the Pacific Resilience Strategy and captures relevant program data to inform reporting. To access additional humanitarian expertise in the event of a major disaster.

4 Pacific Group members To participate as part of the Pacific group, contributing to the development of regular review and updating of the Pacific operational plan. Humanitarian Emergency Group (HEG) To inform on DRR and Disaster Response programs and priorities in PNG and identify any additional Humanitarian expertise that can be called upon in the instance of major disasters if required. External Relationships WHO Disaster Response Officers and PNG Church partners Caritas partners including Diocesan Caritas Coordinators and other relevant leaders of the CBC/PNG/SI PNG church partners including Church Agency Network Disaster Operations (CAN DO) and Church Partnership Program (CPP) PNG Australian Humanitarian Partnership (AHP) partners Government of PNG WHY To support and collaborate program implementation, identify and address challenges and work alongside to ensure joint planning and sharing of resources knowledge and skills. To accompany CA partners to build capacity in DRR and disaster response, support program planning, implementation and review. To foster collaboration in DRR and response among Church agencies in collaboration with the PNG Disaster Hub Manager and as part of the CPP program. To foster a more collaborative approach to standard approaches of humanitarian standards, gender disability, child protection and disability inclusion in and disaster capability programming. To ensure program activities and disaster responses are developed and delivered in coordination with Government and other actors. Demonstrated minimum of three years disaster response and management experience, preferably with faith-based agencies. 2. Demonstrated experience strengthening the capacity of local church and civil society partners in preparedness and response. 3. Ability to foster and maintain networking relationships with relevant stakeholders including the Government.

5 4. Strong decision-making, analytical, planning and organisational skills to establish priorities, set and achieve work goals. 5. Familiar with DFAT funded programs/humanitarian response and DRR policies. 6. Highly developed verbal and written communication skills including experience in cross cultural communication and ability to work collaboratively and flexibly within a team. 7. Ability to travel to often remote locations on a regular basis for up to 50% of the time 8. An understanding of and willingness to work within the Catholic ethos. Additional Information It would be helpful if the candidate has: - An understanding of issues related to development and humanitarian response in the Pacific region. - Familiarity with the Not-For-Profit and the Catholic sector - Familiarity with the Australian Council for International Development (ACFID) Code of Conduct.
