WHO SHOULD APPLY? This is a departmental promotional examination for the State Compensation Insurance Fund. Applicants must meet one of the following criteria to participate in this examination: 1. Applicants must have a permanent civil service appointment with State Compensation Insurance Fund as of April 2, 2010, the final filing date, in order to participate in this examination; or 2. Must be a current or former employee of the Legislature for two or more years as defined in Government Code Section 18990; or 3. Must be a current or former non-elected exempt employee of the Executive Branch for two or more consecutive years as defined in Government Code Section 18992; or 4. Must be a person retired from the United States military, honorably discharged from active duty with a serviceconnected disability, or honorably discharged from active duty as defined in Government Code section (Note: Veterans must provide a copy of their DD214 for entrance requirement.) REQUIRED IDENTIFICATION Accepted applicants are required to bring either a photo identification card or two forms of signed identification to each phase of the examination. ELIGIBLE LIST INFORMATION A promotional eligibility list will be established for State Compensation Insurance Fund. The list will be abolished 12 months after being established, unless the needs of the service and/or conditions of the list warrant a change in this period. REQUIREMENTS FOR ADMITTANCE TO THE EXAMINATION It is your responsibility to make sure you meet the experience requirements stated on this announcement on the date you submit your application. Note: All applicants must meet the education and/or experience requirements for this examination by the final filing date, April 2, MINIMUM QUALIFICATIONS EITHER I One year of experience performing the duties of a Management Services Assistant. (Applicants who have completed six months of service performing the duties as specified above will be admitted to the examination, but they must complete one year of this experience before they can be eligible for appointment.) OR II One year of experience in the California state service performing duties at a level of responsibility equivalent to that of Office Assistant (General), Range B. Sixty semester or 90 quarter units of college. OR III POSITION DESCRIPTION A Management Services Technician, under supervision, learns and performs the less technical, semi-professional tasks of a management services or related discipline. Typical duties may include gathering, researching and analyzing information; preparing the less difficult technical reports; maintaining less complex accounting, budgeting or auditing reports; performing the less difficult systems or program analysis; preparing interpreting and editing written material; analyzing numerical data; and making oral presentations. 3 EXAMINATION INFORMATION This examination will consist of a qualification appraisal interview only. In order to obtain a position on the eligible list, a minimum rating of 70.00% must be attained. QUALIFICATION APPRAISAL INTERVIEW - WEIGHTED % It is anticipated that interviews will be held during May All interviews will be recorded. Effective January 1, 2009, Government Code Section 18991, in cases where promotional examinations are given by more than one agency for the same classification, the employee shall select one agency in which to compete. Once you have selected an agency to participate in an exam with, you can not participate with another agency for the same classification during the eligibility list period. SCOPE OF EXAMINATION In addition to evaluating the competitors' relative abilities as demonstrated by quality and breadth of experience, emphasis in the examining interview will be measuring competitively, relative to job demands, each competitor's: KNOWLEDGE AND ABILITIES Knowledge of: 1. Basic arithmetic. 2. Proper usage of spelling, punctuation, and grammar. 3. Business English Ability to: 1. Follow directions. 2. Communicate tactfully and effectively. 3. Interpret and edit written material. 4. Write effectively. 5. Analyze written material and numerical data accurately. 6. Make clear and concise oral presentation. 7. Learn rapidly. 8. Apply good work habits. VETERANS PREFERENCE Veterans' Preference credits will not be granted in the examination as it does not meet the requirements to qualify for Veterans' Preference credit. CAREER CREDITS Career Credits will not be added to the final score of this examination. DISTINGUISHING CHARACTERISTICS SPECIAL AND PERSONAL CHARACTERISTICS Both demonstrated interest in and aptitude for work in one of the staff services or related disciplines, and the capacity for professional development. DESIRABLE QUALIFICATIONS Experience and/or education applied toward Patterns I and II which has developed verbal, analytical, numerical, and/or writing skills is preferable. Page 3 of 5

If you meet the requirements stated on this bulletin, you may take this examination, which is competitive. Possession of the entrance requirement does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of the others who take this test, and all candidates who pass will be ranked according to their scores. State Compensation Insurance Fund reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all competitors will be notified. Locations of interviews may be limited or extended as conditions warrant. General Qualifications: Candidates must possess essential personal qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others; and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required. Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin. Page 4 of 5

5 Promotional Examinations Only: Competition is limited to employees who have a permanent civil service appointment and military veterans that meet all the minimum qualifications. Under certain circumstances, other employees may be allowed to compete under provisions of Rules 234, 235, and State Personnel Board Rules 233, 234, 235, 235.2, and 237 contain provisions regarding civil service status and eligibility for promotional examinations. These rules may be reviewed at departmental personnel offices, at the State Personnel Board office or High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways:1) passing the General Educational Development (GED) Test; 2) completion of 12 semester units of college work; 3) certification from the State Department of Education, a local school board, or high school authorities that the candidate is considered to have education equivalent to graduation from high school; 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
