Depending upon the candidates experience and qualifications, the position may be filled at the Accountant I/II, Senior Accountant or Principal Accountant level. The City of San Rafael is seeking an experienced accountant with progressively responsible governmental accounting and/or audit experience.

2 ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: ACCOUNTANT I/II: Coordinates and participates in accounting tasks related to the maintenance of the City s financial record keeping, reporting and control system. Prepares for approval, standard and adjusting journal entries. Assists with month and year-end closing including account analysis and report distribution. Reconciles bank accounts including custodial and trust statements. Audits and review operation and project account expenditures for correctness and budgetary control. Maintains detailed fixed asset records, including categories, useful lives, costs and vehicle registration information where appropriate. Assists with payroll time-keeping entry. Maintains general ledger control account of accounts receivable system and prepares aging reports. Assists with the development of budget work papers and final document preparation. Assists other departments in coordination of city-wide purchasing opportunities and monitors adopted policies and practices related to authorized limits, approvals, processing and formal bidding. Performs related duties as required. SENIOR ACCOUNTANT: Provides accounting and financial support services to one or more City departments with complex budget and reporting systems. Creates new and reviews established financial systems, processes and procedures. Reviews Council agenda/minutes for approved appropriation transfers or additions. Prepares journal vouchers to effect transfers or additions. Reviews transactions and account balances for compliance with federal, state and local laws and regulations, and for completeness, accuracy. Prepares monthly transaction reports. Participates in the preparation of the City budget and mid-year review. Analyzes and forecasts revenues and expenditures for the balance of the fiscal year. Responds to questions concerning transactions and account balances. Establishes new accounts. Prepares journal entries to close books at the end of the fiscal year. Reviews compliance with legal regulations and indentures. Prepares reports for bond issuance and bond amortization schedule. Computes and posts interest allocations. Leads the work of other professional and clerical staff and assigns and reviews work. Provides technical expertise, regarding government accounting standards. Provides input into performance evaluations. Designs, coordinates and participates in the implementation of new/changes financial reporting systems. Coordinates with other City staff to determine necessary report information and design report format. Coordinates implementation of new/changed reports with systems support staff or consultants. Coordinates accounts, interdepartmental training in financial management systems. Coordinates activities related to the annual audit and preparation of the Comprehensive Annual Financial Report (CAFR). Leads the preparation of and review a variety of specialized reports and claims, such as the fixed asset report, State controller s Reports, reports for grant programs, the Redevelopment Agency/Successor Agency, and claims for grants and other funds due to the City. Maintains/reconciles general ledger control accounts for funds/receivables and outstanding debt held by the City. May supervise other finance staff. Performs related duties as required. PRINCIPAL ACCOUNTANT:

3 Assists in the preparation of the Comprehensive Annual Financial Report (CAFR) by gathering information, modifying and running focus reports, preparing detailed reconciliations of balance sheet accounts, preparing adjustments, schedules, and footnotes, and (in conjunction with the Accounting Manager) oversees the production of all aspects of the CAFR; assists and takes a major role in working closely with the external auditors towards the facilitation and completion of the annual, external audits, and production of the CAFR. Assists City departments and related organizations in a myriad of accounting issues including review and approval of accounting transactions; researches and analyzes transactions to resolve questions and budget problems. Provides professional and technical guidance to professional accounting staff; maintains professional competence; reviews and applies new or revised laws, regulations, and accounting standards; participates in the Accounting management team to plan, organize, direct, problem solve, and provides leadership to the staff in order to accomplish to objectives of the division, maintains high quality work products, and professionalism. If assigned to a supervisory or lead role, plans, directs and reviews the work of professional and technical staff performing a wide range of accounting activities; instructs staff in work procedures; provides input into selection, work evaluation and disciplinary decisions. Assists in determining scope, objectives, data and procedures necessary to conduct the operational activities of the assigned unit. Sets, maintains and reconciles a variety of ledgers, registers, journals, and other records necessary for the accounting activities of the assigned unit. Prepares and reviews a variety of complex fiscal and statistical reports, memoranda and correspondence as requested by city departments. Encourages procedural revisions to facilitate record keeping processes and assists in implementing changes related to revised laws and regulations. Reviews documentation submitted for accuracy and conformance to legal and procedural requirements. Develops cost accounting tools to provide fiscal accountability and grant compliance for grant-funded programs; reviews and approves financial transactions and analysis for projects. Perform other related duties.. Ability to communicate complex financial concepts to subordinates and non-accountants.. Ability to identify problems, analyze data, and recommend solutions. Ability to prepare and monitor a budget. 4 SENIOR ACCOUNTANT: Knowledge of generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB) statements, governmental audit procedures and their application to governmental accounting systems, accounting transactions, and financial statement preparation. Knowledge of principles and methods of finance administration, including internal control, auditing, budgeting, treasury management, revenue administration, program planning and evaluation. Knowledge of principles of investment and debt administration in a local government environment. Knowledge of principles and practices of budget preparation and administration. Knowledge of principles and practices of cost accounting. Knowledge of applicable Federal, State and local laws, codes and regulations applicable to local government fiscal operations. Knowledge of automated financial management system characteristics and applications, including transaction processing and reporting systems and spreadsheet applications. Knowledge of modern office equipment, practices and procedures. Knowledge of supervision including planning, assigning, and monitoring work. Ability to communicate clearly and concisely, both orally and in writing. Ability to work independently, as well as with others. Ability to design and install new and improved complex accounting and record keeping systems, both manual and computer based. Ability to establish and maintain effective working relationships with all levels of staff and management throughout the City, and with external auditors.. Ability to communicate effectively, both verbally and in writing; plan, assign, and lead the work of subordinates. Skill in preparation and documentation of complex accounting transactions. 5 EDUCATION AND/OR EXPERIENCE: Any combination of education and experience that would provide the required knowledge, skill and ability outlined above is qualifying. A typical way to obtain such knowledge, skill and ability is as follows: ACCOUNTANT I/II: Bachelor s Degree from accredited college or university with major course work in accounting, finance, or related field, AND. Three (3) years of increasingly responsible accounting experience, preferably working in government or with government clients.. A master s degree in finance, accounting, public or business administration or a CPA may be substituted for one year of experience. SENIOR ACCOUNTANT: Bachelor s Degree from accredited college or university with major course work in accounting, finance, or a related field, AND. A minimum of four (4) years of increasingly responsible professional level accounting experience, preferably working in government or with government clients.. A Master s Degree in finance, accounting, or business administration or a CPA may be substituted for oneyear of experience. PRINCIPAL ACCOUNTANT: Bachelor s Degree from accredited four-year college or university with major course work in accounting, or business administration is required, AND. Five (5) years of increasingly responsible professional accounting experience, preferably working in government or with government clients including preparation or auditing of certified financial statements. CPA license is desirable. A Master s Degree in finance, accounting, or business administration or a CPA may be substituted for oneyear of experience. Possession of a valid Class C California Driver s License is required.
