Receipt of this addendum is to be acknowledged by completing the enclosed "Acknowledgement of Receipt of Addenda Form and including it in the Technical and Price Proposal. A. Questions from Potential Proposing Firms: 1. Is there any incumbent for this project or is this for a new project? UMUC Response: RFP #91550 is for new Professional Staff Augmentation for Creative and Marketing Services. RFP #91439 was issued on September 26, 2016 and the contract(s) that resulted are near maximum spend. 2. If there was an incumbent, let us know the name of incumbent? UMUC Response: RFP #91439 documents and status are posted on the UMUC Procurement Bid Board: Page 1

2 3. How are the current services being procured? UMUC Response: See Response to Question What is the budget allocated for this Project? UMUC Response: The annual budget is not known at this time. The aggregate maximum spend for all contracts resulting from this RFP shall not exceed $1,000, Do we need to provide the Actual resumes or Sample/Representative resumes? UMUC Response: Vendors are to provide anonymized candidate resumes and digital portfolios for the UX designer and Senior Graphic Designer, per Section III, Article 1, 2.1 Approach (Page 11). 6. Can we respond to single/multiple positions or should we respond to all the Positions? UMUC Response: Vendors are to respond with the positions that are applicable to the creative personnel they provide. 7. Do we have any Option for Candidate replacement? UMUC Response: Refer to Section II. Scope of Work, 2.10 Replacements. 8. What is the type of interview for Candidates (Skype, In person, Dial in)? UMUC Response: All methods are possible. For example, onsite positions may require in person or Skype interview(s). 9. Will it be considered If we propose for only one position among all mentioned in the RFP? UMUC Response: See response to Question Whether the above mentioned opportunity is meant for only one contractor wholly or multiple contractors? UMUC Response: Refer to the RFP, Section II Scope of Work, Section 7. Contractual Agreement and Term. It is intended that multiple, non-exclusive contract(s) will result from this Solicitation. 3 11. The contract says: This Contract shall be in effect from on or about March 3, 2018 through June 30, 2018 unless otherwise extended, expired or terminated pursuant to this Contract. There are three (3) 12-month renewal options at UMUC s sole option. This would imply this is a 4 month contract. What is the expectation to renew this? Section 1, #7, the following term info: The initial term of the Contract is anticipated to start on or around March 26, 2018, and continue through March 25, There will be three (3) one-year renewal options at the sole discretion of UMUC. UMUC Response: Appendix C - C.1 is a Sample Contract only. Refer to Section 1. General Information, Section 7. for the Contractual Agreement and Term (Page 6). 12. In contract 2.2., is there an ability to raise rates in year 2 of the contract? It is unclear. UMUC Response: Appendix C - C.1 is a Sample Contract only. This information is in the RFP document. Refer to Section III, Article 3. Price Proposals 2. Content (Page 16). 13. Page 9, 2.7 Background Check How long of a lookback is required for the criminal search (we currently conduct a 7-yr criminal search)? And what is required to verify prior employment (i.e., how many prior employers? What details must be verified start date, end date, other?). UMUC Response: Refer to Section II, Scope of Work, 2.7 Background and Reference Checks and Appendix A.3. Vendors are to provide UMUC a description of their background check policy and procedures with their Technical Proposals. 14. Page 10, 2.14 Procurement Card Payments Do we need to accept credit cards? How is smaller assignments defined? UMUC Response: Small assignments are defined as $4, or less. 15. Will a 30-day notice from the insurance carrier suffice in the event of reduction or cancelation of insurance? The RFP states 45-day notice is required but our insurer says that this is not typical. UMUC Response: Appendix C - C.1 is a Sample Contract only. 16. Please define Hourly Market Rate Justification. Pg UMUC Response: Firms are to provide a justification and explanation behind all hourly rates and how they compare to the local market. Page 3

4 17. Can you please elaborate on the expected dress code as defined by UMUC s dress code policy? Pg UMUC Response: Refer to Section II, Scope of Work, Section 2.4 Conduct. Dress codes can be discussed with the hiring manager at the time of interview. 18. How often should a contractor or employee be expected to complete training (whether mandatory and/or specialized)? What is the typical cost for specialized training? Pg UMUC Response: The need for specialized training will be evaluated on a case by case basis by the UMUC Hiring Manager. It is unlikely that training will be required. 19. Please define Long Term in the Long Term Personnel Discount. What is considered Long Term (days, months, hours)? Pg UMUC Response: See Appendix B.2 Pricing Form - RFP # Long Term is 640 hours (approximately 4 months) or longer (Page 35). 20. Rather than refund fees for employees that do not work out, can a replacement be considered first? Pg UMUC Response: No. 21. When acknowledging Receipt of Addenda Form, is it acceptable to simply note that we acknowledge receipt or is there a form that needs to be signed? Pg UMUC Response: See Appendix A.1 - Acknowledgement of Receipt of Addenda Form. 22. May we have clarification to the meaning of question #10, Pg. 25? Are you asking for the follow-up procedures for new job orders/assignments from UMUC once assigned all new jobs, procedure for once a job is presented, method for scheduling selected candidates for interviews, or informing them if not selected? We are unclear of what the question is referencing. UMUC Response: Yes. We are asking for Vendors to describe the follow-up, if any, provided by your firm for new assignments. 23. Can we opt out immediately if we feel we can t present candidates within the expected time window? UMUC Response: Refer to Section II, Scope of Work, 2.2 Responding to Staffing Requests. Awarded vendors that do not provide resumes within (2) business days may be considered nonresponsive. Page 4

5 24. Is this a current contract, if yes can you please provide the name of the incumbent(s). UMUC Response: See Responses to Questions 1 and Please confirm that the place of performance is at UMUC main campus. Refer to the RFP Section II, Scope of Work, 1. Purpose/Description 1.1. And Are these employees coming for surge work, long-term subcontract workers, or ultimately to convert as a UMUC employee? UMUC Response: Refer to Section II, Scope of Work, Section 1.2. The length of assignments or number of positions are not available. It varies depend on need. 27. What are your goals for your staffing program in 2018? UMUC Response: Refer to Section II, Scope of Work, 1. Purpose/Description. 28. What are the top three challenges your managers face in finding talent (i.e. quality, hourly rates/budget, number of qualified candidates)? UMUC Response: This is not relevant to the RFP. 29. Can you provide the hiring stats for 2017 for your most commonly requested job titles or skill areas? UMUC Response: This information is not available. See Section II, Scope of Work 1.3 Sample Positions. 30. How many contingent workers are on staff, on average, at any given time? UMUC Response: See response to Question What is the average length of assignment for a contingent worker supporting this program?
