1 Job Description Job Title: Responsible to: Responsible for: Head of Finance Chief Operating Officer Finance Manager (Bristol Music Trust) Finance Manager (Creative Learning and Engagement) Bristol Music Trust Launched in May 2011 the Bristol Music Trust is an exciting independent charity with two distinct aims. The first is to manage the operations of Colston Hall, Bristol s largest concert venue, where people have been enjoying music since 1867; developing a diverse musical programme, leading a major capital refurbishment programme and securing its commercial success. The Hall presents a wonderful opportunity to build a diverse Music & Arts Centre; comprising a traditional concert hall, a smaller intimate hall and an inspiring newly built foyer. This year is a time of major change for the Trust as we start a 2 year transformation project in June 2018 to deliver a 48.8m redevelopment programme. This will see a complete refurbishment of our 2 main Halls and the creation of a new Hall and music education centre in the cellars. The Head of Finance, reporting to the COO, will play a major role in managing the complex financial model underpinning the project as well as supporting the ongoing financial management of the business during a challenging transformation. This is the largest arts infrastructure investment project undertaken in the South West for many years and will deliver state of the art cultural facilities of international standing. The second aim is to drive forward music across Bristol; working in partnership with city wide organisations; leading on music education through Creative Learning & Engagement, commissioning new works, supporting local musicians, and promoting music across all communities to build on the vibrant talent already in the city. Much more, we want the Bristol music scene to stand out with its own unique culture and internationally renowned reputation. Bristol Music Trust s vision is to put music at the heart of Bristol life, and to lead a strategic, holistic, citywide approach to promoting music so that it flourishes through performance, composition, participation and education. Operations Operations is headed by the Chief Operating Officer, incorporates Finance, Technical Services, Commercial and HR, and is responsible for ensuring that Bristol Music Trust s resources and activities are managed effectively. The team works to enhance our commercial opportunities and maximise the resources available to meet the charitable objectives and creative ambitions of the organisation. The team is also responsible for ensuring that appropriate controls are in place to meet all legal and regulatory requirements. The finance team is led by the Head of Finance and is responsible for all the Trust s accounting, finance and budgeting requirements, including the recording and monitoring of income and expenditure, maintenance of Page 1 of 5

2 adequate financial controls, preparation of budgets, internal and external financial reporting, financial analysis, and compliance with tax and other regulations. The work of the department is varied and includes giving professional financial guidance and support to other departments (Programming, Marketing, Technical Services, Box Office, Creative Learning and Engagement, Customer Services, Commercial & Development); identifying areas for cost savings and maximising income generation; agreeing show settlements with external promoters for hall rentals; processing ticket income and costs for our own concert promotions; monitoring the performance of the Trust s trading subsidiary, BMT Enterprises Ltd; and producing statutory accounts to be filed with Companies House. The wider team works to create commercial opportunities which both maximise income generation from our trading activities, and complement the primary objectives of Bristol Music Trust, whilst enhancing the overall customer experience. Trading activities are run through BMT Enterprises Ltd, and include the hire of venue spaces for conferences, meetings and other events; the provision of bar and catering facilities at Colston Hall; and the provision of box office services to other arts organisations. The Technical Services team is managed by the General Manager who is responsible for the overall running of the operational areas in Colston Hall to achieve high building and performance standards. Maximising profits and return on investment of the Trust s building and infrastructure resources is the focus of the role with a strategic view of the venue and the venue s future, and implementing the BMT strategy in relation to the operation of the building. Effective Human Resource Management is provided to the organisation in accordance with agreed BMT policies and procedures. The team works closely and collaboratively with other departments to ensure a professional approach and enhance the experience of our customers - audiences, clients, promoters, artists, and all other users of the Hall and our services. Purpose of the Job To bring strong financial management skills and controls to the developing organisation during a time of significant growth and change. To provide strategic direction to the finance team, and the wider organisation, ensuring a smooth and effective business operation, ensuring appropriate governance arrangements, facilitating informed decision-making. To develop systems, controls and processes to ensure that the Finance team provide and efficient and effective service, and to ensure that the accounting processes, controls and records are managed in accordance with professional standards while being responsive to the needs of Bristol Music Trust. Key Responsibilities FINANCIAL 1. To provide sound financial advice and support to the Chief Executive, Chief Operating Officer, the Treasurer, the Audit, Risk and Resources Committee (ARRC), BMT Board and other senior colleagues at Bristol Music Trust. 2. To provide effective financial stewardship of all activities and assets. 3. To ensure that financial systems, processes and controls operate efficiently, and comply with all legal requirements, and meet the accounting and management needs of Bristol Music Trust. 4. To ensure that adequate financial controls are in place and are complied with, in order to minimize financial risk to Bristol Music Trust. 5. To work with the Chief Operating Officer (COO) on the financial and commercial strategy for Bristol Music Trust. 6. With an overview from the COO ensure that appropriate governance structures and internal control procedures and frameworks are in place that reflect and support the activities of Bristol Music Trust, and to embed effective risk management within the organisation. 7. To provide strategic financial planning for the organisation, including monthly management reporting, business planning and budgetary processes, and the measurement of financial and operational performance against Key Performance Indicators (KPIs), as well as ad-hoc financial reports and analyses as required to support decision-making. To set budgets and the three year business plan with the Chief Executive and Chief Operating Officer for the agreement of the BMT Board, and liaise with senior managers to ensure that budgets are managed effectively and commercially, and maximise funds available for our artistic and educational objectives. 9. To promote a cost-effective approach across the organisation, which delivers value for money, and identifies opportunities to make cost-savings and enhance income. 10. To ensure effective treasury management for the organisation, managing and reporting on cash flow, banking, and sound investment of reserves. 11. To ensure that effective procurement practices are followed and appropriate contractual arrangements are in place. 12. To produce the Annual Report & Financial Statements for Bristol Music Trust and BMT Enterprises Ltd, and ensure that all legal and statutory requirements are met (including annual audit process, VAT returns, corporation tax returns etc.). 13. To act as Company Secretary maintaining statutory registers and ensure that the company promptly files statutory information with Companies House. 14. To keep abreast of professional and legal developments in organisational/financial management and charity/finance reporting. MANAGEMENT 1. To line manage and motivate the Finance Manager (BMT) and the Finance Manager (CLE) through individual objective setting and performance management, regular 1:1 meetings, and identification of training needs. 2. To inspire and lead the Finance team, and set an example, on the application, implementation and adherence to all Trust policies and procedures, ensuring that they play a full part in delivering the vision and objectives of Bristol Music Trust. 3. To be responsible for ensuring that all financial activity complies with all Trust policies and procedures. Employee Specification: Bristol Music Trust requires a dynamic and commercially minded finance professional to lead the financial team, and contribute to the wider strategic objectives of the Trust. Role Specific Competencies: FINANCIAL MANAGEMENT - A professional accountancy qualification (ACA or ACCA) or equivalent experience - Good knowledge of charity accounting / SORP - Ability to demonstrate a high degree of competence in financial management, and the development and implementation of financial policy and procedures, and in strategic planning. - Has substantial experience of management and administration at a high level, including playing a leading role in the finance function of a complex organization within the arts or charity sector. - An understanding of current issues in financial management in the arts and charity sectors - A good working knowledge of the use of information technology in financial management. BUILDING RELATIONSHIPS - Experience of managing complex stakeholder relationships. - Experience of Board level reporting. The following is desirable: - A track record of leading the finance function of a complex organisation. - An interest in music and the arts. Special Conditions Not Applicable Occasional Duties The role holder will carry out any other duty that is reasonably required.
