1 JOB DESCRIPTION Job Title: Reports To: Job Level: Location: Senior Engagement Manager South 9 MONTH MATERNITY LEAVE COVER Area Head of Engagement, South C Brewery Wharf, Leeds with frequent travel to London and South of England Date Prepared: October 2017 Purpose Introduction This is one of 3 Senior Engagement Manager posts in the National Engagement Service, (NES). Each role will have lead and coordinating responsibilities for a NES programme of work. The programme of work for this role will be Streamlining but the lead areas for the Senior Engagement Managers may rotate responsibilities at a future date. The post holder lead the coordination of engagement activities across a South of England geographical area, with ownership of HRD networks and SPF groupings as well as progressing area based project activities. The postholder will also deputise for the Area Head of Engagement, picking up local area or national responsibilities as appropriate. Nature and Scope (including dimensions) NHS Employers aims to be the recognised authoritative voice of workforce leaders, experts in HR, and negotiate fairly to get the best deal for patients. The National Engagement Service within NHS Employers works with NHS workforce leaders to connect, influence inform and challenge. The NHS Employers National Engagement Service consists of 4 geographical areas - North, Midlands and East, London and South. The HRD networks bring together the HR Directors and key stakeholders from elsewhere in the health and care system. The networks meet on a scheduled basis to share information, best practice and strategy.

2 Regional SPFs (and sub groups) bring together employers, trade unions, commissioners, ALBs and other organisations in the health and care system to promote partnership working. The post holder will be line managed by the Area Head of Engagement for the South of England but will work in a matrix way across the NES and wider NHS Employers programme teams. This requires post holders to perform their duties and behave in a way that supports the NES Operating Model do it once do it well pass it on. The NES is accountable to the Department of Health as it s main commissioner of service and is required to provide evidence of performance outcomes and evaluation of the impact of its services which will be key activities for post holders. The NES is also responsible for the identification of business development opportunities to generate income and this will be a feature of the responsibilities for post holders. Role Summary The postholder will be responsible for stakeholder management within the South of England for both HRD networks and SPF groups. This will include the design, delivery, and leadership of engagement activities as follows: Provision of strategic professional HR and OD input into programmes and projects Provision of strategic advice and support Development of detailed knowledge of the local NHS system Production of reports, intelligence gathering and analysis to support continuous improvement of engagement activity Delivering stakeholder engagement meetings Design, development and coordination of meeting agendas Facilitation of meetings, workshops and events Promotion and utilisation of NHS Employers resources and products Being an ambassador for NHS Employers and promotion of its services Deputising for the Area Head of Engagement STRUCTURE CHART

3 HRD NETWORKS in conjunction with the Area Head of Engagement Responsibility for the design and development of HRD Leadership Forum agendas, coordination and facilitation of sessions Develop local strategies in response to national strategic themes and encourage the sharing of best practice Responsible for regular engagement with HRDs to promote the Network and NHS Employers role Gather intelligence on stakeholder issues and interests and be responsible for sharing this with programme team colleagues within NHS employers. Coordination and chairing on behalf of NHS Employers planning and steering groups to stimulate collaboration and respond to HRD support and development requirements Ensure cross-fertilisation of work across HRD (and other) networks Support the development and ensure delivery of a communications strategy to promote NHS Employers and ensure distribution of national and local messages and promotion of social media Responsible for the measurement and reporting of engagement activity with HRD networks in order to demonstrate added value and benefit of engagement with HRDs Provide support to the HRD Network Chair and Vice Chair to support the delivery of their leadership role SPF ARRANGEMENTS In conjunction with the Area Head of Engagement To be responsible for the development and coordination of the regional SPF To support the allocated regional partnership forum Coordinate and support engagement meetings with the Staff Side, Commissioning and Employer Chairs of the forums Provide guidance and support to the HRD Lead Employers in their SPF roles Enable the development and delivery of a communications strategy to promote the work of the SPF sub groups and dissemination of key messages from the National SPF Be an active member of the Internal Operations SPF group, representing the regional SPFs within this group and sharing areas of concern and good practice. Promote the benefits of Partnership working through all engagement activities PROJECT ACTIVITY To identify programmes and projects across their area to maximise the opportunity for collaborative working between employers and deliver NHS Employers strategic priorities and objectives

4 To scope out programmes and projects their area and, in conjunction with the Head of Engagement, secure support and resources for completion To undertake research activities and analysis in the delivery of programmes and projects Completion of Strategic reports, development of case studies and sharing of best practice National Engagement Service Operating Model Responsibilities A matrix management working arrangement will be in operation for the NES. The senior engagement manager will be responsible for the following areas below to support the matrix management working across the NES. SPECIALIST AREAS In addition to their geographical area responsibilities and general NES team responsibilities: Role Summary: The postholder will be responsible for managing and coordinating all aspect of the engagement activities for the streamlining programme across England. This will require regular dialogue with the NES Director, AHoEs, Programme Leads in NHS Employers and senior colleagues in NHS ALBs and across the health and care system in England. The postholder will also deliver ad hoc projects and activities within the scope of the grade of the role and ensure that strong links are maintained across the NHS Confederation and its networks. The postholder will be responsible for supporting the NES Director and Area Head of Engagement with financial forecasting and may hold specific accountability for key projects, programme or activities and their financial management, such as SPF partnership conference, conference attendance, PDS activities and events etc. The postholder will supervise and coordinate streamlining activity, via a matrix management approach in line with the NES operation model and may also hold specific line management responsibilities STREAMLINING The NES streamlining activity is supported by an Area Head of Engagement and has accountability to provide strategic leadership, direction and support to the National Streamlining Steering Group and National Operations Group. The Senior Engagement Manager has key responsibilities to ensure the operation and delivery of streamlining deliverables and directs the work of the associated Senior Engagement Support Officer, and the Engagement Support Officers who are also part of the streamlining team. The roles expected to be delivered by the Senior Engagement Manager include, but are not exclusive to, the following: Responsible for the design, development and shaping of proposals for Streamlining networks to support achievement of agreed streamlining objectives and DH and other nationally identified strategic priorities for streamlining

5 Identify strategic project work in support of national streamlining priorities and to enable sharing of practice across HRD networks Responsible for linking with Programme Team colleagues to maximise exposure to NHS Employers intelligence, products and campaigns as well as those of our strategic partners Developing and leading on the governance and communications infrastructure for streamlining to ensure that there are appropriate consultation mechanisms, sign-off processes and version control of streamlining resources Managing the process to identify pilot programmes to take forward agreed priority work programmes, using the do it once, do it well, pass it on principles adopted by the streamlining groups Developing and overseeing the streamlining communications strategy, linking in with the HRD Work Group and SPF workgroup as well as NHS Employers programme teams, ALBs and other stakeholders Facilitate opportunities for streamlining networks to contribute to the shaping of national policy Take responsibility for the streamlining content of Design and production of performance and intelligence reporting for streamlining, including reporting on delivery against agreed outcomes for commissioned activity Scope, define and direct research and coordinate analytical activity as required Develop relationships with external stakeholders/ partners and streamlining programme leads and subject matter experts to support delivery of commissioned and locally agreed priorities. Promote NHS Employers externally through sharing good practice and demonstrating increasing value add from products and support available. To support the delivery of NHS Employers programmes of work through completion of specific responsibilities, completion of research, ensuring streamlining national group representation and other contributions Completion of research and analysis to support NHS Employer strategic delivery Development and maintenance of Engagement activity reporting in line with the Engagement Strategy requirements KNOWLEDGE, SKILLS AND EXPERIENCE Including Career Path to role (how did you get there) Strategic involvement in employee relations and partnership working Detailed understanding of the NHS as a system Up to date HR knowledge and ongoing CPD Excellent communication skills, written and oral Clear thinking and able to grasp strategic, operational and organisational issues Able to challenge and manage conflict effectively Able to influence Able to deliver programmes and projects in line with objectives and timescales Political awareness

6 A demonstrable interest and understanding in current health and care policy Ability to flexibly manage a busy and varied workload and meet tight deadlines Familiar and able to undertake mobile/home working Willing and able to travel in the course of performing duties Previous experience within the NHS as a senior HR Manager (HRD/Deputy HRD or equivalent) or equivalent experience in another public or third sector organisation. Reputation as a credible leader and HR professional with key stakeholders Creative, positive and can-do attitude to work Commitment to team working Experience of supporting complex programmes of organisational and cultural change Programme or project management experience Degree level education CIPD qualified or willingness to undertake the qualification Demonstrate resilience Clear thinking and inquisitive and be able to use evaluation tools and techniques and learn from them as well as to articulate outcomes for delivery of our services to ensure continuous improvement Personable and able to build and sustain relationships Post holders will also be required to perform their responsibilities in a way that demonstrates a commitment to the NHS Employers values Assured, Bold, Expert, Leading and Respect.
