1 SUPPORTING COMMUNITIES JOB DESCRIPTION Job Title: Responsible to: Responsible for: Tenant Participation and Community Engagement Officer (seconded to Empowering Communities Enterprise Ltd) Head of Corporate Services The co-ordination and implementation of Empowering Communities services KEY DUTIES AND RESPONSIBILITIES Tenant Participation To assist in the development and implementation of Tenant Participation Strategies for Housing Associations. To provide support to Housing Association staff and tenants in the delivery of effective Tenant Participation Strategies. Undertake reviews of Tenant Engagement Structures and Tenant Participation Strategies. To provide developmental support to Housing Association Officers as part of a consultancy package. Sustain and develop new partnership arrangements with Housing Associations. To assist in the preparation of tenders/proposals (including costings) for Housing Associations and others based on their specific needs. Develop and deliver Mystery Shopping, Customer Journey Mapping and Tenant Led Inspection exercises, including the provision of reports and recommendations. Research, develop, coordinate and deliver bespoke training for Housing Association staff, Board members and tenants in conjunction with Supporting Communities training department. Actively research new and innovative approaches on tenant involvement, on how Housing Associations can involve their tenants in service delivery and decision making. Review and update annually the offer of services to Housing Associations and indeed other potential stakeholders / partners. Provide Internal Verification for Tenant Participation and other Housing related accredited courses. Research and implement an accreditation scheme for Social Landlords focussed on Tenant Participation.

2 Empowering Communities Coordinate an annual programme of meetings and how to do it sessions for Tenant Participation Practitioners Network. Maintain, sustain and augment membership of Empowering Communities. Liaise with Finance Administrator to issue invoices and to monitor payments. Represent Empowering Communities at conferences, meetings, network events in relation to Housing Associations and Tenant Participation and other events where they can promote the organisation. Deliver presentations on behalf of Empowering Communities. Provide input into the Strategic and Operational Business plans for Empowering Communities. Promote the work of Empowering Communities and assess potential new business opportunities e.g. ROI. Prepare Proposals/ Tenders to new and existing customers based on their specific requirements. Provide a support and facilitation role for Housing Policy Panel. Provide detailed reports to customers / stakeholders. Communication & Marketing Liaise with Communication & Marketing Officer to keep Empowering Communities website populated with up to date information. Provide social media information (Twitter / Facebook and Instagram). Contribute to internal and external publications provided by Supporting Communities and Empowering Communities when required. Introduce a newsletter for Empowering Communities membership, providing up to date relevant information and sharing of good practice. Provide statistical data, information and testimonials for annual output report. General Preparation and presentation of reports to Head of Corporate Services and Empowering Communities Board. Maintain an accurate up to date and detailed record of work in a format which will not only facilitate supervision by the Head of Corporate Services, but will be an aid to continual evaluation and monitoring. To hold regular meetings with Head of Corporate Services to discuss objectives and progress. Attend regular Supporting Communities staff meetings and Corporate Services team meetings to ensure all staff are kept informed of progress. Undertake training as and when required. Maintain an accurate up to date record of work and initiatives. Undertake such other reasonable duties as may from time to time be required.

4 TENANT PARTICIPATION & COMMUNITY ENGAGEMENT OFFICER PERSONNEL SPECIFICATION A relevant 3 rd level qualification preferably in Housing Management OR At least 2 years recent (i.e. within the last 3 years) relevant experience in Housing or Community Development work Excellent communication skills written and verbal Hold a full current driving license with access to a car Project Management Skills Knowledge and experience of the Social Housing Sector Knowledge of Tenant Participation and associated activities Experience and knowledge of the development and delivery of training Knowledge of Statutory bodies and services provided Highly motivated and a commitment to high standard of professional practice Ability to work as a team member Excellent organisational ability Flexible attitude to work and ability to attend work outside normal working hours Ability to work on own initiative Ability to compile information/research for reports to Management and Board Knowledge of basic IT programmes Knowledge of current government policies and procedures which have had an impact at local level.
