1 Volunteer Job Pack Job Title Programme Advisor Job ID Country Nepal Employer VSO Duration From November 2017 to March 2018 Job purpose As per the Population and Housing Census 2011, Nepal s population is characterized as young with about 35% of its population being under 14 years and youth aged 15 to 24 years constituting approximately 20% of the total population, the largest youth cohort in Nepal s history. Nepal has a unique opportunity to reap the potential benefits of this demographic dividend in the coming decades. However, today s youths are often marginalized and excluded from the decision making process and their voices unheard. The lack of meaningful employment opportunities lead many to migrate abroad. Therefore there is a strong need of young people s participation in decision making process to ensure better development outcome. The volunteer will work closely with the VSO Nepal Youth Programme team to develop a Signature Programme focusing on youth empowerment and active participation. The youth programme aims to work towards investing in programmes to support young people, especially poor and marginalized youth, to take action and participate in development. The volunteer will aim to identity the challenges facing Nepal s youth and how young people can be integrated closely to VSO s work. Page 1

Job Description Responsibilities Key Performance Indicators Competencies Skills and Knowledge Essential Support VSO Nepal s Youth Programme in developing a signature programme centred on youth empowerment and Professional skills: participation Page 3 To ensure impact on, and involvement of, youth in the design, development and review of all VSO programmes as part of the People First Framework Review and research around youth engagement and youth targeted programmes in country, understand the trend of youth contribution in development programmes and their meaningful participation in decision making processes; Provide guidance and support to VSON team in proposal development processes of youth targeted projects Carry out stakeholders mapping within VSO Nepal s priority districts in the scope of youth participation ; Work based in National Youth Council (NYC) to implement policies and actions in line with Youth Vision Support capacity development of NYC and its district chapters. Support to establish and implementation of monitoring and evaluation tools for NYC s programmes. Conduct consultation meetings with different government and nongovernment actors to analyse the capacity and other gaps in order to ensure meaningful youth participation in decision making process ; Prepare consultation session plan for Based upon findings and evidence, impact of and involvement of youth mainstreamed into all of VSO Nepal s programmes A strong working partnership between VSON and NYC established Produce a report accordance to desk research on youth participation; Prepare a youth participation consultation toolkit in line with government plan of action. Prepare detail project plan in consultation with thematic program staff. Mapping the potential donor organization to fund the project plan. Objectives will be confirmed in a three way discussion between the volunteer, employer and VSO in the first three months of the placement. Proven experience on programme development on youth issues Experience on developing consultation and training toolkit in youth programme Experience on facilitating the training and sharing learning with others; Experience of developing monitoring and evaluation tools; Excellent interpersonal skills; Ability to work sensitively with people; Ability and patience to adapt technical and practical knowledge to a low-tech context with significant constraints; Professional qualifications and experience: Rich practical experience and technical qualification in youth program development; Experience working with young people, government and non-government officials; Experience on program development and research; Strategic thinking on longer term youth program development; Engaging multiple stakeholders at different level to ensure their inputs/feedback has incorporated while developing the programme plan. Desirable Experience working on funding proposals would be added advantage.

Personal health considerations If you have a significant current or past medical condition and/or you have general concerns about staying healthy as a volunteer, please use this information to assess whether this placement will be suitable for you. All volunteers require medical clearance from a VSO medical adviser before they are able to take up a placement with VSO. Occasionally, VSO may consider that this placement is too great a risk for you in terms of your personal health and you would be advised to consider a different placement. Access to medical care and support The standard and quality of local medical care and support available at this placement will depend on its location within the country. Health facilities are likely to be more poorly resourced in rural areas in terms of medical expertise, equipment, infrastructure and regular supplies of medication. However, this may not be the case in the capital city or in a larger town, where in some countries there may be a reasonable standard of medical care. This volunteer position is based in Kathmandu (the capital city of Nepal). In Kathmandu Nepal International Clinic (NIC) is the main source of medical advice and treatment for VSO volunteers and staff. The clinic has highly qualified staff and modern necessary equipment. 6 seriously and commits to follow VSO protocols at all times: - Civil Unrest There is likely to be sporadic unrest across the country and in particular during the Constitution drafting process during 2013/14 and local election; - Road accidents The most likely form of serious incident a volunteer will face; - Sexual harassment and assault Although many believe that some level of harassment is an avoidable fact of life in Nepal, it is certainly necessary to follow some simple techniques to reduce the risk as much as possible; - Disease It is your responsibility to ensure you take appropriate preventative care: sleeping under nets, using repellent, taking prophylactic drugs or treating drinking water; - Theft, robbery and personal assault You are responsible for ensuring your own security. The most common type is by stealth pick-pocketing or grabbing bags rather than with violence. - Burglary (theft from your house) not that common but happens in Kathmandu; - Kidnap Although highly unlikely, it is important for staff and volunteers to know some basic guidelines; - Natural disasters is very common in Nepal the common are flood during the wet seasons and earthquake. Background and contextual information As per the Population and Housing Census 2011, Nepal s population is characterized as young with about 35% of its population being under 14 years and youth aged 15 to 24 years constituting approximately 20% of the total population, the largest youth cohort in Nepal s history. In Nepal s context, youth are defined as anyone between the ages of 16 to 40 years. This demographic group constitutes 40.35% of the country s population. Nepal thus has a unique opportunity to reap the potential benefits of this demographic dividend in the coming decades. As per the experience very limited young people has an access to participate in any decision making forum however they have large portion in total population. Therefore, some concrete programme is required to address the most prominent issue of the country. The National Youth Council (NYC), established under the Ministry of Youth and Sports (MoYS) as an autonomous government organization works no behalf of the national government to set and implement policies targeting the development and empowerment of youth, their engagement in development and ensuring their participation in decision making. NYC is guided by the National Youth Policy (2015); Youth Vision 2025 and a Ten Years strategic plan. It has a district level chapter, known as the District Youth Committee Office, in each of the 75 districts of Nepal. Due to the recent administrative governance restructuring, provincial Youth Chapters will be established in each of the 7 provinces. In addition to this, local level youth organizations/networks are very active but due to the lack proper guidance, technical support and appropriate skills they are not able to function in an effective manner. The Local Governance and Community Development Programme (LGCDP) of the Ministry of Federal Affairs and Local Development (MoFALD) has also realized the importance of the need for meaningful youth participation, in its second phase. Therefore we have a unique opportunity for mainstreaming youth issues and participation in the local governance and community mobilization framework. Against this backdrop, Nepal needs a strong and outcome oriented youth focused-programme to ensure youth engagement in the development processes and foster government-youth partnership in formulation, implementation, monitoring and evaluation of Page 6

7 policies and programmes that affect the lives of young people of Nepal and help them fulfill their full potentials. Page 7
