1 Vacancy notice Job description type: WBIF Programme Manager Energy and Environment in Unit D5.003 Contract Agent Function group IV We are As the Western Balkans Regional Cooperation and Programmes Unit, we develop DG NEAR s policy on regional cooperation in the region. We are also responsible for setting priorities, and for implementing the IPA multi-country programmes. More specifically, we are in charge of the steering and implementation of the "connectivity agenda" in the frame of the "Berlin Process". We manage the Western Balkan Investment Framework (WBIF), a key instrument to deliver the relevant priority investments in the area of energy and transport in cooperation with IFIs and bilateral donors. The WBIF also supports preparation of projects in the sectors environment and social development. Finally, the WBIF also includes energy efficiency/renewable energy instruments, in particular the Regional Energy Efficiency Programme and the Green for Growth Fund. The Unit is representing DG NEAR in relevant meetings of the Energy Community Secretariat. New innovative financing instruments are planned to be set up to meet the huge investment needs in the Western Balkans. The unit currently employs 30 staff. We look for A dynamic colleague with experience in IFI cooperation and coordination, in particular in the energy and environment sector in the Western Balkans region. The job also requires a qualified professional with a background in project and contract management, in particular with view to financial instruments. Experience in implementing projects in the Western Balkans or external EU relations, in particular with IFIs and in the field of environment, energy (incl. energy efficiency/renewables), would be an advantage. A combination of quantitative skills, ability to communicate with a range of public and institutional actors involved in the implementation of the WBIF and understanding of the EU's enlargement policy objectives is essential.

2 Previous working experience in Commission services (external relations) and/or an International Financing Institution would be an asset. You should also have knowledge of the programming process for EU external assistance programmes, as well as being used to work with multiple stakeholders. Excellent oral and written communication skills are a must. 4 Functions and duties + PROGRAM / PROCESS / PROJECT MANAGEMENT - Programming and Implementation of Multibeneficiary Programmes Contribute to the Strategic Planning and Programming of the Multi-beneficiary Programmes and implementation of Western Balkans Strategy. Ensure that the assistance activities within the assignment are implemented in accordance with the principles of effectiveness, efficiency and economy. Provide technical and financial supervision of programme implementation and monitor the project conditions, in particular for cooperation platforms with IFIs, such as the Regional Energy Efficiency Programme, Green for Growth Fund and cross-sub-delegated programmes to DG ENV and DG CLIMA and DG ECHO. Follow up and solve problems connected to implementation issues related to these programmes. Give guidance to programme management and co-ordination structures. Seek to maintain coherence of assistance activities under multi-beneficiary programmes on the one hand and activities under the national assistance programmes on the other. + PROCUREMENT and CONTRACT MANAGEMENT - General Project Management Prepare and manage tenders, calls for proposals and other contract award procedures, also regarding financial instruments. Design or approve terms of reference for contracts concluded under these programmes. Maintain contacts with Member State administrations, private sector consultants or with other contractors with regard to the design and execution of contracts. Negotiate technical and financial aspects of contracts and prepare the contracts for signature, also regarding financial instruments. Ensure the follow-up of the performance of contractors, monitor contractual obligations and the implementation of the activities. + EXTERNAL RELATIONS - Relations with cooperation beneficiaries Ensure liaison with beneficiary country on aspects concerning cooperation programmes/ projects Ensure cooperation with IFIs in relevant platforms as well as with the Energy Community Secretariat. + INTERNAL COMMUNICATION (general) - Internal communication Maintain contacts with the operational sections of Commission Delegations in the candidate and pre-candidate countries.
