Fr starters but eventually fr Five Years Purpse f the jb The Reginal Mnitring, Evaluatin and Learning (MEL) Manager will be respnsible fr guiding the develpment and implementatin f the verall M&E framewrk f LCD East and Nrthern Africa Regin (ENAR) prgramme but with 90% f his/her time n the DFID funded Girls Educatin Challenge (GEC) prject in Kenya. The ther 10% f the time will be prviding MEL versight fr the prjects in Uganda and Tanzania. The GEC cmpnent entails develping the data management systems and tls and verseeing data quality assurance and data prtectin. Ensure prject staff and prject partners are trained and implementing rigrus data mnitring prcesses and regularly reprting. The MEL manager will be respnsible fr the crdinatin and relatinship management f external evaluatrs fr the timely implementatin f extensive baseline, mid-line and end-line evaluatin als including; managing internal review meetings with partners and stakehlders, cnducting regular mnitring activities and ensuring timely quarterly and annual reprting. The MEL manager will be required t identify key learning fr the prject and the Inclusive educatin mdel and disseminate the learning internally and externally in the apprpriate frmats. 2 Prcurement, crdinatin and relatinship management f the external evaluatrs t develp the learning assessment tls and cnduct research within the fund managers requirements fr the key evaluatin pints baseline, mid-line and end-line. Oversee the develpment f a rbust data management system and tls that supprt the prject activities and lg frame Oversee data cllectin, analysis and disseminatin f rutine mnitring and reprting f data, particularly fr quarterly and annual dnr required reprts Ensure prcesses fr data quality assurance and data prtectin are in place and mnitred including fr the prject partner rganisatins Develp creative and participatry internal mnitring evaluatin methds including the prject beneficiaries (especially children) in the design and implementatin. Prvide technical supprt and build the M&E capacity f prject staff, partners,, lcal rganisatins and primary stakehlders Undertake regular field visits t prject sites t supprt the implementatin f the M&E framewrk Infrm, crdinate and jin external supervisin and evaluatin missins as necessary Plan fr regular pprtunities t identify lessns learned and implicatins fr the prject s next steps Act as a fcal persn fr crdinating infrmatin request and dcumentatin f best practices fr internal and external sharing. Crdinate and rganize fr the Prject Steering and Evaluatin Cmmittee meetings and dcument and share prceedings Guide the regular sharing f the utputs f M&E findings with prject staff and primary stakehlders Direct Line Management f the GEC MEL Officer and dtted line management fr the Partner MEL Officers where applicable. Participate and cntribute t the LCD MEL frum T undertake any ther reasnable duties as may be required by the Line Manager. Other Prjects (10%) - Prvide guidance, including capacity building, t the Prject M & E Officers and partners. - Make inputs int relevant reprts and dcuments where M & E knwledge is required. - Develp Terms f reference fr Baseline and Endline Activities.
