1 NOTTINGHAMSHIRE POLICE JOB DESCRIPTION Job title: Department/Location: Responsible to: Senior Disclosure Officer (Temporary) Business & Finance Information Management Officer Date: August 2013 Library no./hmic classification: JOB PURPOSE To support the Information Management Officer provide advice and guidance on data compliance, quality, audit and review for sustainable and effective information management across the Force. Ensure relevant and accurate information for analysis and operational activity for strategic and business planning supporting governance and decision making. Develop the Force s best practice opportunities to meet the Information Management Strategy aims and objectives in the areas of: Information management of police and business information and associated processes and procedures. Statutory requirements of information management including the Data Protection Act, Freedom of Information, Human Rights, ACPO guidelines and associated Codes of Practice. Compliance with the Guidance and Codes of Practice on the Management of Police Information (MoPI). Data quality compliance audits, in accordance with the ACPO Data Protection Manual of Guidance. Assist the Information Compliance Officer to develop and maintain best practice in information management and compliance for sustainable working practices. PRINCIPAL ACCOUNTABILITIES 1. To provide training and support to Disclosure Officers in relation to the interpretation of information related legislation 2. Make decisions on the content and legislative compliance of information to be disclosed to applicants be it under DPA, FOIA or any other relevant disclosure arrangements or agreements. 3. Research Police systems to extract relevant information and prepare disclosures.

2 4. To further develop the FOI Publication Scheme to ensure information is proactively disclosed and made available to the general public. 5. To assist in the development of training packages and guidance for officers and staff in relation to FOI and DP. 6. Develop performance and workload reports for management regarding compliance 7. Review the Forces approach to Data Protection Compliance Audits, in accordance with the ACPO Data Protection Manual of Guidance and make recommendations. 8. Participate in the Force PDR process and take responsibility for identifying your own professional and career development needs. To maintain continuing professional development to ensure that the Force remains aware of statutory obligations and best practice, and that any required policy/procedural changes are implemented

3 DIMENSIONS Financial: Staff: N/A N/A Sphere of activity: The impact of this role is Force-wide and the post-holder will also be expected to develop constructive working relationships and communication links with colleagues across the Corporate Development Department and the organisation, the Police Authority and partners in relation to key aspects of strategic information and information management issues. Other: The post holder will need to offer flexibility to working hours and location as required by the responsibilities. The post holder must be successfully vetted to the appropriate security levels.

7 - Not Protectively Marked - NOTTINGHAMSHIRE POLICE PERSON SPECIFICATION Job title: Department/Location: Responsible to: Senior Disclosure Officer (Temporary) Business & Finance Information Management Officer Date: August 2013 Library no./hmic classification: CRITERIA KNOWLEDGE AND EXPERIENCE At least 3 years experience working in a large organisation with the DPA and the FOIA Previous experience within a Disclosure/Data Protection or Privacy/Information Management environment Experience of working within a Public Sector environment (ideally within Policing) Proficient in the use of various computer systems and databases including Microsoft Office and Windows. METHOD OF ASSESSMENT SKILLS AND ABILITIES Demonstrate skilled planning, organising, working under pressure and balancing own and others priorities to meet internal and external imposed deadlines. Ability to prioritise and manage workloads efficiently and effectively and remain calm and positive, often in challenging and highly stressful circumstances. Must be able to prepare written reports to a high standard, and be able to present these in a clear and confident manner appropriate to the audience. Must be able to show good analytical and problem solving skills, demonstrating sound judgement and due consideration of all relevant factors and adaptable to change. 8 - Not Protectively Marked - EDUCATION/QUALIFICATION Relevant qualification such as ISEB certificates in FOI/DP or demonstrable experience in disclosure issues at this level. OTHER Must be aware of and / or have the ability to develop an awareness of equal opportunities issues and to comply with Nottinghamshire Police Equal Opportunities Policy statement. Must be willing to be flexible with working hours and location on occasions to meet deadlines or work demands. Must have a current driving licence or the ability to travel to locations within the county for business purposes.
