3 1. EXPERIENCE AND MANAGEMENT CAPACITY The Generalitat Valenciana s Economic Department has been the Managing Authority for the INTERREG IIIC South programme since late 2002 to the present.

EXPERIENCE AND MANAGEMENT CAPACITY At the level of internal organisation, the Department of Economy and Community Funds in the D.G of Economy (DGE) has the following functions: Managing financial resources from the EU at regional level, guaranteeing the application of European policy in Community Initiatives and European Programmes management. Coordinating different Regional Administration Bodies in everything related to horizontal areas affecting Community Funds management, from first level control to assessing and certifying EU Funds /ERDF and ESF).

EXPERIENCE AND MANAGEMENT CAPACITY In its functions as MA for the INTERREG IIIC South Programme, DGE has shown Experience in managing and promoting: Capacity to implement and recover the delay that it had initially High participation and involvement of partners from the South area in IIIC: Wide geographical area covered by past INTERREG IIIC: 62 regions inside the South zone. Therefore close contact with all EU regions and particularly with those ones belonging to the South Zone.

EXPERIENCE AND MANAGEMENT CAPACITY INTERREG IIIC South Steering Committee, Athens in April 2005 Additional experience accomplished through: Working with national delegations and other members of the Monitoring and Steering Committees Coordination between the Programme s different management structures (EC, Payment Authority, FCG, other MAs-JTSs)

EXPERIENCE AND MANAGEMENT CAPACITY Other elements to be considered: Changes in Regional Administration In order to guarantee the most efficient management of INTERREG, the Regional Administration expressly created the Interregional Cooperation Service staffing it with Generalitat Valenciana civil servants and contracted employees ad hoc to manage INTERREG III South and subsequently INTERACT Point IIIC Coordination and Tool Box. The past experience of this Service has been transferred into the present with a two folded approach: Human Resources Capital Administrative procedures clearly traced

Present: Different Structures but Shared Experience Synergy 17 people work under the umbrella of DGE in activities related to Territorial Coopoeration: Regional staff: 5 + internal services (law assistance, public procedures, audit unit) Info Point IVC: 2,3 Bureau de Liason: 2,3 INTERACT Point Valencia: 6 ENPI Mediterranean Basin: 1,3 : Human Resources Management: ability to build teams and stability a great part of the Team comes from the past programmes: taking advantage of their knowledge

Settlement: the different programmes are in the same place and are accesible 400 m2 offices in the city centre of Valencia just few metres away from the Generalitat s regional Ministry for Economic Affairs, Finance and Employment with all its additional spaces at our disposal such as a Conference Room for 100 people. All the necessary technical resources and computer systems needed to perform the Service s work efficiently have been set up. The offices have 2 meeting rooms, 8 independent offices and several communal areas.

10 2. Present: Different Structures but Shared Experience CONNECTIONS Valencia has an international airport 8.5 km far from the city centre (20 minutes). In addition the city is on one of the main trans-european roads (AP-7) travelling the length of the Mediterranean coast and has a dual carriage way link to Madrid (3 hours). In terms of rail transport, the high speed train link between Madrid and Valencia will be working in 2010 and the railway between Valencia- Barcelona links these two cities in 3 hours and there are plans to reduce this time up to 2,5 hours.

Present: Different Structures but Shared Experience Team Composition and language skills: we guarantee English as common official language of the four programmes and French as well as official language of MED and ENPI-Mediterranean. There are other languages that are well covered in our team such as Italian, Spanish, Portuguese, German and even Polish! Cost efficiency management: common costs of Assistance are low compared to the programmes total budget and are partly financed by Generalitat Valenciana. Transparency and Transnationality in the Selection Process: team members were selected by means of a Transnational Jury with the active role of each MA/IS programme.

13 2. Present: Different Structures but Shared Experience Joint action in key moments: team s transnational character facilitates a melting approach in activities and in projects advice. Additional Propose Action: to guarantee a better approach to the geographical area defined as Mediterranean, we propose a Laboratory Group for a Mediterranean Plattforn have a wide range of work experience in difficult areas such as financial and control, on the basis of a team that will attend special characteristics in terms of periphery emplacement and language. 13

Present: Different Structures but Shared Experience Experience: The experience acquired in the period past in the SZ having the biggest budget in interregional cooperation and the largest number of participants/projects provides a guarantee in terms of human resources and management. Positive solutions when facing problems Work of the Managing Authority has not been without incidents. Face to these, positive solutions have always been found, following the necessary consultation procedures and ensuring the less impact on programme management. This has provided experience and capital in managing transnational teams which not many Regional Administrations or implementing bodies have.

Action proposed: Laboratory group on a mediterranean plattforn as a basis for discussion on how to overcome difficulties
