Position Identification: A) Title: Community Service Officer B) Bargaining Unit: Police Officers Association C) Customary Work Hours: As outlined in the department schedule D) Customary Work Days: As outlined in the department schedule E) Reports To: Police Sergeant May receive direction from Lead Community Service Officer F) Directs the Work of: None G) Educational and/or Experience Requirements: Any relevant combination of education and experience that would demonstrate the knowledge and skill outlined below is qualifying. A typical way of gaining the skills is: Education: Completion of formal or informal education sufficient to ensure the ability to read and write at the level required for successful job performance. Experience: At least one (1) year of recent full-time experience dealing extensively with the general public or six (6) months of law enforcement and/or criminal justice system experience. H) Licenses and/or Certificates Required: Possession of a valid California Class C driver s license. II. III. FLSA Status: Non-Exempt Position Summary: Community Service Officer is the entry level classification in the Community Service Officer series and is distinguished from the Lead Community Service Officer by the experience, knowledge and complexity of tasks required to perform the full range of duties.

2 Page 2 of 5 Under general direction, performs routine, nonsworn, field and office law enforcement related duties. While the primary focus of Community Service Officer falls within the Operations Division of the Police Department, their utilization can be expected in any division of Department where their talents could be of benefit. Community Service Officers make citizen contact, promote positive public relations for the department, write incident documentation, collect and account for evidence, process crime scenes, assist sworn personnel in special events and perform other related work as assigned. If assigned to the Investigations Division, the Community Service Officer will perform technical investigative work. A significant emphasis will be placed upon the collection, preservation and identification of evidence, including electronic devices, computers, electronic data storage media and the data contained within. IV. Essential Functions: Incumbents may be assigned to varying work schedules, weekend work, and be called back to work as needed by the City. 1. Writes a variety of reports relating to assigned areas of responsibility for nonhazardous situations requiring the attention of the Department, such as petty theft, auto theft, non-injury accidents and malicious mischief. 2. Documents/processes crime scenes which may include interviewing witnesses, fingerprinting, photography and establishing written records of observations and actions. 3. Enforces parking regulations, inclusive of facilitating the towing of vehicles. 4. Maintains property and evidence in accordance with prescribed procedures. 5. Testifies in judicial/administrative hearing as required. 6. Direct vehicle and pedestrian traffic and assists at special events. 7. Serves subpoenas. 8. Administers first aid when required. 9. Responds to questions from the public regarding law enforcement activities. 10. Promotes, develops and maintains positive public relations between the Police Department and the community with an emphasis on customer service. 11. Has the ability and willingness to work cooperatively in a team environment with other City employees in the course of daily work. 12. Fosters employee empowerment and a team approach in the delivery of services. 13. Encourages employees to develop entrepreneurial and innovative ideas.

Job Related and Essential Qualifications: Note: The required level and scope of the following knowledge and skills relate to the level of the position as defined in the class characteristics. A. Knowledge of: Report writing and documentation techniques. Proper use of English and grammar. Modern office practices, procedures, equipment and techniques, including computer applications. Record keeping principles and procedures. Modern police methods and procedures relating to non-sworn activities encountered by a Community Service Officer. Current first aid and CPR applications. B. Skill at: Interpreting and applying oral and/or written materials and instructions. Interpreting and applying laws and regulations. Operating telephone, computer, teletype and crime scene investigative material. Communicating clearly, concisely and effectively, both orally and in writing. Gathering, assembling, analyzing and evaluating facts and evidence, drawing logical conclusions and making proper recommendations. Responding quickly and effectively in difficult situations. Working with minimal supervision. C. Ability to: Learn California statutory law as it pertains to incidents commonly documented and/or encountered by Community Service Officers.

4 Page 4 of 5 Write detailed, comprehensive reports. Learn radio codes in use by the department. Learn geography of the local area. Learn and perform job tasks related to enforcement, crime prevention and evidence control. Apply first aid and CPR. Recognize, prioritize and accomplish needed tasks. Promote a customer service focus in forgoing cooperative public relations. Identify with management and City goals and objectives and understand City priorities and needs. Work in a team-based environment. Establish and maintain cooperative working relationships with City staff and departments and others contacted in the course of work. Demonstrate continuing effectiveness in carrying out the knowledge, skills and requirements of the position. VI. Physical Demands/Qualifications: 1. Requires the ability to sit for long periods of time throughout the workday. 2. Manual dexterity and vision sufficient to operate standard office equipment and supplies for potentially long periods of time without experiencing abnormal hand, wrist or eye strain. 3. Mobility to work in a standard office environment, and use standard office equipment (computers, scanner, copiers, etc.). 4. Hearing and speech sufficient to communicate and understand conversations, both in person and on the telephone. 5. Requires the ability to work safely outdoors in all weather. 6. Lift, push, pull and/or carry equipment, materials and supplies up to 50 pounds without assistance and up to 75 pounds with assistance. 7. Stand and walk for extended periods. 5 Page 5 of 5 VII. Non-Physical Demands/Qualifications: 1. Communicate information clearly and effectively on a number of different levels, both verbal and written. 2. Operate effectively under deadlines. 3. Be detail oriented and display the ability to see numerous projects through to a successful completion. 4. Demonstrate a high level of integrity. 5. Must possess a valid California driver s license. VIII. Environmental Conditions: 1. Working conditions in the office are clean, well lit and free from extremes of temperature and humidity. 2. Working conditions in the field are subject to variations in temperature and may include wind, rain and other elements. 3. Exposure to chemicals, biohazards, electrical shock, drowning, heights, confined spaces, weather exposure, trip/fall hazards, power tools and wild animals. 4. Incumbent may occasionally be required to work on slippery or uneven surfaces. IX.
