1 POSITION DESCRIPTION HR Advisor Reports to: Manager, HR Services Department: Operations/HR Services Classification: PACCT 5 Location: Mildura Primary objectives Manage and coordinate recruitment and selection activities in a timely manner ensuring processes supports the attraction and retention of a qualified and suitable workforce. Positions in the Institute are assessed and evaluated in a fair and equitable manner. Employee Individual Achievement Plans and Development/Action plans are developed and implemented to support the successful achievement of business and operations plans and assist staff to achieve their potential. Consultation and planning assistance is provided to managers regarding employee relations issues to address workplace issues and to ensure a quality work environment and achievement of business plan goals. Monitor and ensure HR Systems and processes are completed and support SuniTAFE initiatives and HR projects. Position summary Reporting to the Manager, HR Services, the HR Advisor works with a team of professionals responsible for providing human resource services to the Institute. The position is responsible for staffing services supporting the attraction and retention of a qualified and suitable workforce, analysing and classifying non-teaching positions, and providing employee relations support to management through investigation of issues, development of solutions and assistance in the dispute process. The position will also support the development and implementation of Institute strategic human resource programs through its day-to-day interactions with department management and staff.

2 Key responsibilities 1. Manage and coordinate recruitment and selection activities in a timely manner ensuring processes supports the attraction and retention of a qualified and suitable workforce. a. Consult with line managers to ensure current job information and classification and to identify any special occupational requirements; along with providing assistance on creating the appropriate paperwork to authorise recruitment. b. Develop and implement recruitment strategies for hard to recruit occupations and/or job locations. c. Coordinate the creation of advertisements for vacant positions, internally via SharePoint, website, & external advertising where required. d. Develop screening and interview criteria, assist in screening and develop interview plans and evaluation tools ensuring a merit based approach. e. Chair selection panels and participate in the evaluation and selection of the successful candidate. f. Confirm assessment through reference checks and finalize letter of offer and employment contract. g. Inform and provide feedback to unsuccessful candidates. h. Provide direction to the HR Officer in the recruitment of assigned positions. 2. PACCT positions in the Institute are assessed and evaluated in a fair and equitable manner. a. Coordinate the job classification process as per the terms of the PACCT enterprise agreement ensuring equitable job evaluation for PACCT employees. b. Create classification reports and obtain necessary authorisations. c. Communicate and explain classification decisions to relevant stakeholders. d. Ensure HRIS contains relevant classification documentation. 3. Employee Individual Achievement Plans and Development/Action plans are developed and implemented to support the successful achievement of business and operations plans and assist staff to achieve their potential. a. Provide assistance to managers and/or staff in developing their IAP documents. b. Provide information sessions for managers and staff on the performance management process and the development and use of IAP s as required. c. Coach Managers in the use of the performance management process to address performance issues. d. Develop supports for management commencing new employees, including advising on induction process. 4. Provide advice to managers and staff regarding employee relations issues to address workplace issues and to ensure a quality work environment and achievement of business plan goals. a. Provide Employee Relations advice for all employee groups to resolve issues related to performance, the employee/supervisor relationship, long term illness, WorkCover, discipline, dispute process and interpretation of human resource directives, the relevant certified agreement and relevant legislation. 2

3 b. Conduct investigations into harassment complaints, and prepare a report on findings including a recommended course of action. c. Recommend strategies and/or develop an action plan for worksite interventions to address a range of issues. Provide coaching and assistance to managers and/or staff throughout the process. d. Provide support to managers through the dispute process including attending dispute hearings. 5. Monitor and ensure HR Systems and processes are completed in a timely manner in line with Institute policies, procedures and applicable certified agreements. a. Monitor and oversee induction procedure for new staff. b. Monitor probation periods ensuring management follows through on probationary reviews. c. Coordinate review of fixed term and casual employment arrangements to ensure requirements of certified agreements are met. d. Coordinate parental leave process. e. Provide direction to the HR Officer in the staff exit process. f. Liaise and support the HR Officer in WorkCover matters. 6. Support SuniTAFE initiatives and HR projects. a. Through experience, research and analysis, identify best practices and trends that may impact on human resource services provided. b. Assist with implementation of organisational changes through classification, recruitment, and industrial relations strategies as required. Assist in defining and designing position descriptions and organisational structures. c. Lead or support a variety of human resource projects such as process or procedure development and ongoing process reviews. 7. Provides exceptional customer service to all internal and external stakeholders of the Institute and ensures a positive first impression for Institute visitors at all times. b. Actively participates in all relevant training provided to assist in the implementation of new systems or processes across the Institute. c. Complies with OH&S and EEO legislation; and Environmental Sustainability Management by supporting the Institutes relevant Policy, Procedures and standard operating procedures applicable to your role. d. Prepared to undertake further courses of study, annual OH&S, EEO, Cultural Diversity and/or identified mandatory professional development programs or training relevant to the position as necessary. e. Reports to work as scheduled with a willingness to work flexible hours according to business needs. f. Demonstrates a willingness to adopt change and new initiatives. g. Represents the Institute professionally at all times. 3

Completes other allocated duties, not specifically mentioned in this document, but within the capacity, qualifications and experience normally expected from persons occupying positions at this classification. i. Actively participates in team activities, meetings and projects. j. Actively promotes and encourages a service culture within the team. k. Communicates to the Manager any opportunities to improve service delivery and make recommendations on steps to make agreed improvements. l. Key selection criteria Formal qualification in Human Resources plus several years of related experience. Knowledge of Australia Fair Work Act and Regulations required. Experience in human resource management in a public sector environment will be highly regarded. Ability to build and maintain constructive and trusting client relationships. Ability to be an agent of change through championing organisation change initiatives and being responsive to client needs. Highly developed customer service skills in a professional environment. The successful candidate will be required to provide successful criminal record and working with children checks. 5
