2 MSA Definitions Maritime Surveillance Networking (MARSUR): MSA is the effective understanding of activities, associated with and occurring in the maritime domain that could impact on the security, safety and environment of the European Union and its Member States. MSR Manual SA: The human perception of the elements of the operational environment within a volume of time and space, the comprehension of their meaning and the projection of their status in the near future. NATO MSA: NATO MSA is an enabling capability which seeks to deliver the required Information Superiority in the maritime environment to achieve a common understanding of the maritime situation in order to increase effectiveness in the planning and conduct of operations.

3 MSA Definitions U.S. National Concept of Operations for MDA: Global Maritime Situational Awareness is "the comprehensive fusion of data from every agency and by every nation to improve knowledge of the maritime domain. USMC NHQ, 1998, Situational Awareness: Knowledge and understanding of the current situation which promotes timely, relevant, and accurate assessment of friendly, enemy, and other operations within the battle space in order to facilitate decision making. An informational perspective and skill that fosters an ability to determine quickly the context and relevance of events that are unfolding.

5 MSA Characteristics Global issue economic drivers No one can do it alone Not only military interagency Information sharing Continuous activity- 24/7 Not just data but understanding Increasing amount of data Focus shift from blue waters to littorals Different levels of information requirements Cooperation cooperation cooperation!

6 Doctrine MSA is not well understood as a task What are the threats why are we doing this How to execute the mission What is the required level of effort Considered as a secondary task - priority Lacking cohesion joint SA No access to other domains

7 Doctrine What information is critical all? Insufficient information - cargo, crew, intentions? Lacking information on the big picture Over classification difficult data management Delayed and/or partial information missed opportunity What are the MSA methods for units approaches, hailing, queries, reporting

8 Doctrine What are the maritime situational indicators No common standard for VOI categorization What are the pre-planned responses How to collaborate MOC-to-MOC Cyber vulnerabilities are not addressed sufficiently Incidents are not investigated regarding MSA gaps Need to know mind set

9 Organization Lack of overarching structure - different agencies involved by their law Cooperation agreements are not made Single POCs are not identified/known Barriers for information gathering cultural, caveats, policy, legal,technical restrictions
