1 Job Description and Person Specification Job Title Quantity Surveyor/stimator (Capital Programme) Job Grade This post is graded at Grade 9 Reports to Head of Development Direct Reports Other Resources Role Purpose The Capital programme section provides a client based professional function The post holder will form part of a team & provide the management function of the estimating, quantity surveying, prework surveying and project management functions on the Capital programme New Build works. Key Accountabilities Full ownership of tenders from inception to project launch including control of all commercial and financial aspects of projects Liaise with management to ensure commercial risks regarding insurances and terms and conditions of contract are fully understood Ability to change specification if there is scope to do so and manage the approval of variations to contracts to ensure the continuance of work on projects Understanding the clients requirements Handover of tender to post contract team to ensure that the tender submission is clear and understood Deliver the project financially and to a high level of client satisfaction Certify monthly interim valuations, including verifying previous payments to nominated sub-contractors and where appropriate checking materials off site Certify and monitor variations including, managing provisional sums, contingencies etc.

2 Prepare monthly financial statements/reports for projects projecting the anticipated total final cost including financial provisions included in the contract and other direct payments and report to NCH as required Manage matters that may give rise to a contractual claim Confer with design team and other parties on such measures as are necessary to contain the overall cost within the approved budgetary provision Be responsible for all aspects of the tendering and procurement processes and evaluation of bids contractors Prepare and develop methods of planning and monitoring procedures on various contracts, ensuring that the data collected can be used as a monitoring tool Prepare programs of work and materials schedules in conjunction with the surveying and operations teams Advise NCH of any possible over-expenditure and the reasons for it Submit assessments of the forecast cash flow for the Project, including the financial provisions included in the contract and other direct payments made at the start of the contract and thereafter at intervals of three months until practical completion. After practical completion revise periodically until agreement of the final account To produce interim progress reports to the Head of Service in relation to the overall programme for presentation to appropriate Board and Committee meetings and to Senior Managers within the Asset Management Directorate Monitor; investigate and report on reasons behind any over-run on the contract period, which is not sanctioned by a formal extension of time and ascertained damage. Monitor/measure actuals against programmed, and adjust as necessary to ensure the smooth flow of material deliveries and performance on site With other consultants where appointed, attend lessons learnt meetings Prepare and sign off final accounts including measurement and pricing adjustment of prime cost and

3 provisional sums, valuation and agreement of day works, settlement and agreement of claims arising out of the contract, preparation of the statement of Account and agreement with the partner Before issue of final certificate and account, advise the Head of Service that all nominated parties have received payment of their agreed final accounts Be heavily involved in M procurement consortiums, which NCH is a member of including attending meetings to ensure that continuous best value is achieved throughout the life of the project Participate in multi-disciplinary teams, liaising with other stakeholders, consultants and Partners as required, ensuring that deadlines are adhered to and contract targets are achieved To provide estimates and quotations for various building works using analytical methods and schedules of rates xperience in pricing traditional tenders, cost plans Obtaining subcontract quotations where necessary Quality control of tenders, ensuring that estimates are prepared in accordance with the company procedures manual To provide tender and quotation documentation, from design specifications for new build, extensions, alteration, modernisation and refurbishment work, for submission by, subcontractors or external resources Be responsible for preparing building and maintenance contracts for all forms of work undertaken or commissioned, evaluate orders preparing acceptance reports and chairing pre-contract meetings Undertake valuations and ensure payments for contracted services are claimed / made in accordance with standing orders and financial regulations Operate within the CDM regulations, for both client & contractor responsibilities as directed from project to project by the line manager To prepare Construction Services tender documentation

4 for all tendered services Create a performance management culture focused on achieving key objectives within a value for money framework. Initiate processes, which will ensure that objectives are achieved on time, to agreed standards and within the resources available. To prepare and present information on performance outcomes To provide operational and strategic support to the Directors & the Assistant Directors as required To ensure that legal, statutory and any other relevant provision governing or affecting the service area are strictly observed To ensure that operational procedures and processes are developed, reviewed and updated on a regular basis to contribute to the efficiency of the service Support technical staff on quantity surveying, construction, procurement and contract matters and to make appropriate recommendations to members of staff and external stakeholders To carry out site visits as required to ensure that work is progressing in accordance with specifications Responsible for monitoring and reviewing processes to ensure risk and compliance arrangements are in place and take immediate and appropriate action where risk to the Company is identified nsure customer focus is at the forefront of strategic and operational plans Contribute to the strategic financial planning of Nottingham City Homes by ensuring and maintaining effective budget management, recognising statutory responsibilities To be responsible for maintaining effective liaison and partnership working with external organisations and internal colleagues To contribute to the effective running of the service area through attendance at meetings and training events as required To undertake any reasonable duties relating to the

6 PRSON SPCIFICATION Quantity Surveyor/stimator (Capital Programme) Requirements ssential /Desirable - D xperience and knowledge Minimum of 3 years for a construction / Housing related organisation xperience of workload demand planning and developing resourcing strategies to deliver the work plan Have good techniques and processes for tracking progress with tasks assigned to others and for dealing with delivery issues Substantial experience of preparing, monitoring and controlling budgets within a value for money framework Considerable experience in business and financial planning management including negotiating appropriate financial solutions xcellent knowledge of relevant system and estimating software Confidence in the use of all Microsoft applications; word, excel, PowerPoint, and be able to prepare and analyse detailed reports, spreadsheets & presentations Skills & Abilities Ability to understand the company s financial regulations Demonstrate exceptional skills in budgetary profiling and cost control Maintaining sustainable relationships at all levels, both internally and externally Uses well-reasoned arguments to convince and persuade where necessary to achieve a win-win solution Able to communicate complex or sensitive issues to a wide range of customers in a clear & concise manner Good interpersonal skills and a proven ability to communicate effectively at all levels in both individual and group situations Demonstrate a full understanding of customer needs and
