1 SPEAKER BIO S FOR 2011 AGEING WORKFORCE CONFERENCE PETER DUNCAN, DEPUTY DG, GOVT COORDINATION & CORPORATE ADMINISTRATION DIVISION Peter Duncan is Deputy Director General of the Department of Premier and Cabinet. He has a background in Infrastructure, Transport Planning and Management, Commercial Management, Leisure and Event Management and Natural Resources. He has lead three organisations in Government - the Department of Services, Technology and Administration, a Public Trading Enterprise (Forests NSW), and a Government Trust (Centennial Parklands). Since 1995 he has held the following roles: Director General, Department of Services, Technology and Administration Deputy Director General, Government Coordination, Department of Premier & Cabinet Managing Director, Forests NSW Chief Executive, Centennial Park and Moore Park Trust, and Director, Estate Management at Olympic Coordination Authority. Peter has over 35 years of public service experience having also worked in the Department of Public Works, Department of Main Roads, Local Government (Ku-ringgai Council) and in the private sector with a small engineering and design consultancy including the London Docklands Corporation undertaking road and light rail design. Peter has served on a number of Boards and Committees including NSW Marine Parks Authority (chair), the NSWCentenary of Federation Committee, A3P Australian Plantation Product and Paper Industry council, chair of the Forest and Forest Products Industry Ministerial advisory council, Rental Bond Board, and Administrator of Jenolan Caves Reserve Trust. Current appointments include: Chair of NSWRiver Red Gum Structural Adjustment Steering Committee Australian Centre for Broadband Innovation (CSIRO) State Contracts Control Board NSW National Broadband Network Taskforce Government Asset Management Committee Governor of Centennial Parklands Foundation - Not for Profit fundraiser board Council of Trustees for the Parks Forum an industry leadership organisation Peter is also an Associate of the Graduate School of Government Sydney University, member of the Australian Institute of Company Directors, Institute of Public Administration and is a Justice of the Peace. 2 CHERYL ABRAM MANAGER POLICY & STRATEGY, OFFICE FOR AGEING, DEPT OF FAMILY & COMMUNITY SERVICES Cheryl Abram has worked at the Office for Ageing for the last three years. Prior to this she worked for many years in investigation, complaints resolution and child protection in a range of positions. Ms Abram s educational background is in fine arts, jurisprudence, government policy and international studies and mediation. PETER MCILWAIN, DIRECTOR, PERFORMANCE AND DEVELOPMENT, PUBLIC SECTOR WORKSORCE, DPC Peter McIlwain is Director, Performance and Development, Public Sector Workforce Branch in the NSW Department of Premier and Cabinet. Peter joined the NSW public sector in 2009, after working as a senior executive in three Australian Government agencies in Melbourne and Sydney. His expertise is in helping organisations to deal strategically with functional and structural change, especially where there is an impact on client services. His current brief is to develop workforce management products and services to assist NSW public sector agencies. GEOFF GILFILLAN, SENIOR RESEARCH ECONOMIST, PRODUCTIVITY COMMISSION Geoff Gilfillan has been with the Productivity Commission since 2008 and has worked on a number of projects including benchmarking of OH&S regulation, provided major authorship of the Labour Force Participation of Women over 45 Staff Research Paper and input to the current inquiry into the retail industry which recently released its Draft Report. Prior to that Geoff spent 15 years working for various iterations of the Department of Education, Employment and Workplace Relations. While working for the department Geoff spent a number of years working for the former Commonwealth Employment Service including a 4 year stint based in Darwin. Between 1999 and 2008 Geoff worked in the national office of the Department in Canberra and was involved in labour market and economic analysis, labour market policy development and workplace relations policy and analysis. Geoff has an Honours Degree in Economics from Flinders University (SA) and a Graduate Diploma in Environmental Studies (Adelaide University). August 2011 Page 2

3 PROFESSOR PHILIP TAYLOR, DIRECTOR OR RESEARCH & GRADUATE STUDIES, MONASH UNIVERSITY Philip joined Monash University, Australia in March 2010 as Director of Research and Graduate Studies at its Gippsland campus. Prior to this he was Professor of Employment Policy at Swinburne University of Technology where he directed the Business, Work and Ageing Centre for Research. He has researched and written in the field of age and the labour market for more than 20 years. He is currently leading major programs of research considering the management of ageing workforces, involving extensive employer-based research. His interests include the management of labour supply, individual orientations to work and retirement, employers attitudes and practices towards older workers and international developments in public policies aimed at combating age barriers in the labour market and prolonging working life. JOHN CROSS, ACTING EXECUTIVE DIRECTOR, WORKFORCE PLANNING & DEVELOPMENT, STATE SERVICES AUTHORITY John Cross has worked with the State Services Authority (SSA, Victoria) for almost six years. His major projects have included a Victoria Public Service-wide review of leadership development; contributing to the establishment of the Victorian Leadership Development Centre; and a review of retention initiatives within Victoria s Child Protection services. He was the lead author for a number of publications, including the Succession risk management toolkit for the Victorian public sector ; the Great manager, great results suite of publications; a Blueprint for the design and governance of graduate programs ; and guides to recruiting and assessing the performance of public sector CEOs. John is currently leading projects on making public policy stick, identifying the Victorian public sector s current workforce risks, and on organisational design in the public sector. Prior to joining the SSA, John was the Executive Officer of Museums Australia, the national peak body for museums and art galleries. Before this, he was the Research Manager and coordinator of national marketing campaigns for Adult Learning Australia. John holds qualifications in business administration, education and art history. 4 DELLA FARTHING, DIRECTOR PEOPLE LEARNING & CULTURE, TRADE & INVESTMENT, REGIONAL INFRASTRUCTURE AND SERVICES I have been working in the Human Resources field for the past 15 years in both private and public sector environments. Holding post graduate qualifications in management, MBTI and DiSC accreditations, my experience has been in both operational and corporate human resource functions in various industry sectors:- media - newspapers, magazines, internet,; manufacturing; energy; state government. Currently I hold the position of Director People, Learning and Culture for Trade & Investment NSW, which has some 8700 employees across New South Wales and operates in the areas of business development and tourism, energy, mining, scientific research and development, food regulation, education, forestry and a number of operations in the agricultural sector. ROZYTA ENGLERT MANAGER, ORGANISATION DEVELOPMENT, HUNTER WATER Rozyta joined Hunter Water in July 08 after 15 years in the public health sector providing support, advice and expertise to leaders and health specialists on a broad range of HR issues ranging from managing performance to leading through change. In her role as Manager OD, Rozyta has accountability for the direction and leadership of organisational development initiatives including leadership and management development, succession planning and culture change initiatives including testing and action planning. Rozyta is an innovative thinker with strong engagement and influencing skills working with all levels of the organisation to make a positive change. Rozyta is interested in contributing to Hunter Water s mission of a performance culture through providing workplace solutions that encourage and lead to personal and professional development and satisfaction. CATEEN QUAYLE, KNOWLEDGE MANAGER, HUNTER WATER Cateen developed a passion for Knowledge Management while working in the Expert Systems group at CSC in the late 1990 s. While continuing to work in the IT domain, she undertook postgraduate studies in Knowledge Management which led her to her current role as Knowledge Manager for Hunter Water. She is working with the organisation to develop a vision and roadmap for knowledge management within the organisation to enable it to meet the many challenges organisations face in a changing market. Now more than ever organisations need to be flexible, resilient and innovative to remain competitive and meet the needs of their customers. This requires a holistic August 2011 Page 4

5 approach to the organisation that leverages the benefits of information management as an enabler while staying focused on the individuals and exploring the best ways to facilitate knowledge transfer. When done well the result is a learning organisation that embodies knowledge sharing in all its forms as a normal way of working. ROWAN ARNDT HEAD OF DIVERSITY AND INCLUSION NAB GROUP Rowan Arndt s career in banking spans 26 years and both domestic and global organisations. Rowan fondly remembers the start of his career as a clerk when he joined the State Bank of NSW. From there made his way to branch manager, before taking on roles in business banking, electronic and call centre sales, business development, and his first real leadership role running a transaction banking sales team at the Commonwealth Bank of Australia. In 2005, Rowan joined NAB as a Business Development Manager in transaction banking, commencing a five year journey which took him from Head of Transaction Banking in Victoria/Tasmania to General Manager in Working Capital Services. In 2010, Rowan took on the role of Head of Diversity and Inclusion for Business Banking a role he truly loves (just ask him). In 2011 Rowan s remit expanded to include responsibility for diversity and inclusion for the entire NAB Group. Married with three boys, Rowan is a keen fisherman, poor golfer and a frustrated under sevens soccer coach. Rowan works a nine day fortnight, devoting his tenth day to charities in the Sydney and Western Sydney areas. Rowan is always looking for the difference that makes the difference. August 2011 Page 5
