Purpose of the Position Role of Department The Environment & Planning Department s main role is to promote sustainable management of physical and natural resources in the district by promoting a range of physical, policy and regulatory activities to promote a vibrant, safe, healthy and attractive environment. Its functions are to: Determine and implement policies pertaining to the sustainable management of the district s physical and natural resources; Monitor and evaluate policies and legislation set by Council and Central Government for compliance; Provide civil defence and emergency management in the event of district emergencies. Key activity areas are policy development, planning, development control, building control, environmental health, animal/stock control, parking, water and soil conservation, biosecurity, environmental data management, civil defence and rural fires. Role of Division/Section The construction control section is responsible for the providing of advice, processing, and inspecting of building work that has a building consent and identifying (and enforcing if required) building work that should have a building consent. The section also provides technical commentary for project information memorandums (PIMs), resource consents, and land information memorandum (LIMs). Role of Position The Building Compliance Officer shall assist the Construction/Consents Administrator to ensure that all buildings in the district that require Compliance Schedules and Building Warrants of Fitness comply with the Building Act 2004 and that the inspection procedures by approved Independently Qualified Persons/Licensed Building Practitioner meet the requirements for the relevant NZ Standard. The Building Compliance Officer will also check Compliance Schedule and Building Warrants of Fitness applications in accordance with Building Consent Authority procedures at pre-issue stage to ensure that the specified features within any building that is being erected or altered meet the requirements of the Building Act 2004.

3 Primary Functions 1. Compliance Schedule and Building Warrant of Fitness Processing and Audit Know and interpret the Building Act 2004, Building Regulations 2004 and Building Code. Maintain records pursuant to Section 217 of the Building Act Issue Compliance Schedules pursuant to Section 103 of the Building Act Record and monitor building Warrants of Fitness pursuant to Section 108 of the Building Act Issue Notices to Fix for non-compliance pursuant to Section 164 and 165 of the Building Act 2004 and follow up with enforcement action if required. Audit buildings to ensure compliance with the Building Act 2004 and NZ Standards. Respond to customer correspondence, enquiries, complaints and information requests. Provide advice and guidance to the building industry. Provide quality customer service. Gather, collate and present evidence for enforcement action. Provide training for other construction team members in compliance schedules and Building Warrant of Fitness requirements and procedures. Carry out appropriate auditing and administration procedures of all matters in connection with building work in the Gisborne district in accordance with the Building Act and all relevant building-related legislation. Maintain accurate records in respect to all activities carried out including auditing notes and reports. Follow the Building Consent Authority procedures in all cases ensuring escalation pathways are complied with. Any issues outside the procedures should be brought to the attention of the controlling officer. Compile reports to the Controlling Officer on activities carried out and such other reports as required. Process building consent applications for commercial and industrial buildings for compliance schedule features. This task shall be performed in conjunction with the Building Control Officer who is checking the other features of the building to ensure that all discrepancies or conflicts are identified. The officer shall give particular attention to the following two tasks: 1) Assess building consent applications against the New Zealand Building Code C Documents (fire safety) to a level that will ensure that the correct fire safety features are part of any issued building consent. 2) Assess building consent applications against the requirement of the specified features SS 1 to SS 15 so that an accurate evaluation of the 127 (Schedule of Specified Systems) document supplied with the application can be made. Particular attention to the maintenance requirements of these systems is required so that an accurate and definitive Compliance Schedule may be issued with the building consent. Understand the tests and maintenance regime required for each specified system so that the documentation supplied by the Independently Qualified Persons/Licensed Building Practitioner can be audited against the requirements of the relevant New Zealand Standards to ensure the ongoing efficient operation of the feature and therefore the ongoing safety of the people occupying and/or visiting that building. Assist the Building Control Officers with the final inspections of commercial buildings to ensure that all Specified Systems as detailed in the stamped and approved plans and all provisions of the Fire Report have been built/installed as per those requirements and that any necessary final testing has been completed and signed off by the relevant testing authority.

4 2. Customer Service The position holder must adopt a client service mentality through good public relations and non-officious communication with the general public in order to achieve cooperation and compliance. Liaison with building owners and relevant interested parties as necessary. Ensure buildings remain safe by responding to complaints or information in a timely manner and resolve any real or potential problem by way of instruction and/or service of notice that provides for rectification within a reasonable time period. Such occurrences shall be reported promptly to the Controlling Officer. Provide technical assistance to the Building Customer Support Officer, either on the duty phone or at the counter, when required. 3. General Administration Keep accurate records of expenditure to enable the proper recovery of fees and charges for each consent, licence, permit, compliance schedule or building warrant of fitness. Assist with preparation and disseminate information brochures. Assist in the preparation, checking and implementation of user level documentation of procedures and work processes to enable Council to meet its requirements to achieve and maintain accreditation as a Building Consent Authority. Assist with maintenance and updating (including identifying gaps) of the section s technical library ensuring any new literature is correctly catalogued and stored for future reference. 4. General Duties In addition to the above primary functions the job holder is expected to perform other such duties as can be reasonably be regarded as incidental to the position profile and such other duties reasonably within their experience and capabilities as may be assigned form time to time. Academic / Professional Competencies Desirably a relevant tertiary qualification or NZ Certificate in Building or National Diploma in Construction or similar building-related qualification, or Relevant work experience. Skills / Knowledge Essential: Experienced at dealing with and communicating effectively with the public. Accuracy with figures. Proven organisational ability. Ability to read and interpret plans and diagrams. Ability to write general layout correspondence. Attention to detail and the ability to work quickly and under constant pressure to meet deadlines is essential. Willingness to be part of a continuous improvement program to assist the building section to meet the requirements of the Building Act. Willingness to undergo training and education. Computer knowledge over a range of software applications including Office Ability to conduct and record details of a technical building audit. Current Full Driver s Licence, Desirable: Some knowledge of the various Acts that govern the section s processes.

5 Work Experience Having work experience in, and being familiar with, the type of work carried out by local government and specifically the regulatory arm would be an advantage. Additional Responsibilities The job holder is expected to contribute to maintaining a safe working environment, reporting incidents and accidents as they occur and assisting with hazard identification. Furthermore, the job holder must participate in civil defence emergency management training initiatives upon request and assist with any civil defence emergencies as required. Hours of Work Normal office hours plus attendance at training opportunities as arranged with Construction/Consents Administrator together with such other times as may be reasonably necessary to fulfil the responsibilities of the position. External: Relationships Provide advice to the public on Compliance Schedule matters when required. Liaise with building owners to ensure that the Warrant of Fitness for their building remains current and therefore public safety is maintained as required by the Building Act Provide advice and information to Independent Qualified Persons/Licensed Building Practitioners in regard to Council requirements and processes in regard to buildings with Compliance Schedules and Building Warrant of Fitness. Be culturally sensitive to the various ethnicities within the Gisborne region. Internal: Liaise with other officers in the Environment & Planning Dept and other departments of Council to ensure effective and efficient operation of the Construction Control section. Be an active, effective and constructive member of the Construction Control section team, maintaining liaison with staff and participating in training and development programmes as appropriate. Exercise delegated authority consistent with the purpose of the position and to the best of his/her ability. 6 Job Expectation BUILDING COMPLIANCE OFFICER Primary Functions and Related Deliverables Consents Processing and Inspection Process Compliance Schedule and Building Warrant of Fitness applications in accordance with Building Consent Authority (BCA) procedures. Carry out desk-top and site audits required for Compliance Schedules or Building Audits using the appropriate check lists. Follow up all notices to ensure the stipulated issue has been complied with and that building work now meets the requirements of the New Zealand Building Code. Inform building owners of outstanding Building Consents for their property upon audit or Building Warrant of Fitness renewal. Ensure that appropriate supporting paperwork accompanies Compliance Schedule applications or Building Warrant of Fitness renewals or amendment applications. Carry out re-audits with regard to non-complying paperwork to ensure that they are up to the required standards. Identify Compliance Schedule requirements at building consent processing stage. Customer Service Attend the public counter as required and ensure that the general public receive a prompt and courteous standard of service. Respond to requests for service in regard to Compliance Schedules or Building Warrant of Fitness related matters and bring them to resolution within the target timeframes. Attend to correspondence, maintain records and be available to advise the general public and building owners on construction matters. General surveillance of building work brought to notice by the public or self to ensure that all necessary compliance requirements are met. Provide verbal instructions and explanations to bring any defective paperwork up to the required standard and follow these up by a written Notice to Fix, with enforcement recommended to the Construction/Consents Administrator where necessary. Provide telephone/reception services to the public when required providing information in a non-officious manner and endeavour to be as user friendly as possible within the strictures of the regulatory environment. General Administration Collate the charges and time spent by reporting sections to enable Council to recover its actual and reasonable costs building consent processing. Keep concise and accurate records of all audits ensuring technical details are entered on the audit sheet in compliance with procedure T-27. Corporate Contribution Participate and contribute to corporate projects and inter-departmental initiatives as agreed. Take responsibility for self-development and continued learning.
