3 Risk Perception RISK The combination of the probability of an event and its negative consequences (UNISDR, 2009). Risk perception is the subjective assessment of the probability of a specified type of event happening and how concerned we are with the consequences (Sjöberg, 2004)

4 How does perception shape management? Risk Combination of hazard - Vulnerability - Exposure. Mental construction regarding possible dangerous event. Risk management responds to the perceived subjective probability of risk Perception Management Interpretations and responses based on: Social, Economic, Political and Cultural contexts Experiences, knowledge, preparedness strategies, responses and beliefs. Measures instituted by people or organizations in order to reduce control and regulate an issue. Identification, assessment and prioritization. 5 New forms of governance for Risk management Multi-Sector Partnerships Voluntary but enforceable commitments between public authorities, private enterprises and civil society organizations across sectors. They can be temporary or long-lasting. They will be founded on principles of sharing the same goal in order to reduce risks and gain mutual benefit. In some cases, they might be enforced by law. Partnerships involve a shift in governance structures and the implied acquisition of competencies typically derived from governmental structures (Mañez-Costa et al., 2014)

6 Project ENHANCE Enhancing risk management partnerships for catastrophic natural disasters in Europe To develop and analyse new ways to enhance society s resilience to catastrophic natural hazard impacts: - providing new scenarios and information in close collaboration with stakeholders - contributing to the development of new Multi-Sector-Partnerships (MSP) to reduce or redistribute risk. ENHANCE facilitates a participatory process to develop MSPs in cases studies at different geographical and spatial scales in Europe. 10 cases studies

7 SURVEY to analyse RISK PERCEPTION in MSPs Culture of Risk Perceiving Risk values, beliefs, knowledge, attitudes and understanding about risk shared by a group of people with a common purpose such the management of a particular natural risk shapes management, the measures implemented, how do different MSPs perceive the effectiveness of measures and also which kind of measure are already implemented

8 Culture of Risk: Management Decision making processes made on a consensus basis Involvement all members of the membership Exert knowledge as a predominant key value. Importance of Historical knowledge Data collection and empirical analysis Systematic monitoring. E.g. warning systems, sensing networks and remote sensing, GIS, systems of indicators, etc Experiences in the past help subsequent events. E.g. creation of risk management models, defence programs, etc. Risk mapping and regular monitoring key policies to improve risk assessment National platforms for disaster risk reduction involving public and private entities and carrying out coordination and responsibilities on finance and information, etc. (around 70%) Awareness rising (around 71%) and early warning (around 80%) are measures used to support prevention and mitigation. Insurance (17%). Long-term post-disaster policies and compensations funds to ensure recovery after a disaster event. Economic support out of scope (around 25%) NETWORKING major form of partnership Emergency plans and risk management used to improve risk preparedness

9 Culture of Risk: Partnership (MSP) Shape for more than 10 years Different sectors involved Mainly voluntary Regulated by official legislation (around 60%) Preventive and forecasting measures as well as definition of rules and management, etc. are main tasks of MSPs Knowledge, experience sharing, working groups, training and research are top strategies to achieve goals in MSPs The role played of partners/members is to provide information, knowledge and data and to defend the voice of the stakeholders. Database and mapping are major measures to face the risk Democratic decision making process Equal right to vote and active decision making power (around 75%)
