2 2 Guidelines for completion of RPL portfolio Welcome to your RPL Portfolio of Evidence for the qualification/unit standard(s). This document is intended to serve as a guide for: Completing your RPL portfolio. Providing you with information on RPL, the RPL process and RPL appeals process. Registering you as a RPL candidate. Developing workplace curriculum vitae to verify your minimum of five (5) years work experience. Guiding you in collecting documentary proof of competence which must support your portfolio. Make sure you provide all the required information and attached certified copies. Ensure that you return your Portfolio to the Training Providers office before the closing date which is the and that it is signed by yourself, your witness and your supervisor where necessary. The RPL process You as the RPL candidate will be required to complete and provide certain documentation. The completed documentation must be forwarded to who will appoint an Assessor to assess the documents. The Assessor will determine if the documents that you provided is sufficient proof of your competence against the selected unit standards. If the Assessor is satisfied that you have provided sufficient documentary proof of your competence he/she will declare you competent against the selected Unit Standards or some of the selected Unit Standards. A Moderator will be appointed to moderate the decisions of the Assessor. If the Moderator upheld the decision of the Assessor, INSETA will endorse the results during the Verification Process. You will be provided feedback on the results of the RPL assessment process once INSETA endorsed the results. If you have been declared not yet competent the Assessor will indicate in the feedback report what actions or further development you must undertake to be declared competent against the selected Unit Standards If you do not agree with the decision of the Assessor, you have the right of appeal against the assessment results to the appointed Assessor

3 3 Understanding the completion of the RPL Portfolio of Evidence (PoE). The PoE consists of different sections, which must be completed by you. Hereunder is a summary of what must be done in each section Section Document Checklist You have to complete the checklist, sign the checklist as well as every page of your PoE. If the checklist is not completed and signed, your portfolio will not comply and will Section A be disregarded. Make sure that a witness co-signs your portfolio to confirm that the PoE is your own work and is therefore authentic. Any adult can be your witness, preferably somebody from your work. Information on Recognition of Prior Learning, the process and RPL appeals process Section B This section provides you with information on RPL, the RPL process and RPL appeals process. You must sign the declaration that you understand the process. Learner information form This section requires you to register as an RPL candidate. Section C This is the official registration form and must be correctly completed otherwise your information can not be uploaded to National Learner Registration Database (NLRD). Workplace curriculum vitae This section will guide you in developing a workplace (curriculum vitae) CV. This is a very important document without which you cannot successfully be assessed. Section D The purpose of the workplace CV is to offer you the opportunity to correctly provide information regarding the competencies you acquired during your working career. This information will complement the certificates of training you have submitted. Index of certificates and documents Here you will be required to attach certain documentary proof of competence. Index your certificates, documents, awards and any other documentary proof you can Section E provide. All your copies must be signed by the SA Police or Commissioner of Oaths, to be accepted by the assessor.

4 4 Section F Section G Section H Formative Knowledge Questionnaire This section is where you will complete a formative knowledge questionnaire based on information of prior learning or experience that will be assessed to make a judgment on your competency. Declaration Here you need to declare that you have been informed about the assessment and appeals procedure. Certificate of Authenticity You will be required to sign a certificate of authenticity which must also be signed by your witness, supervisor or manager. Summative Assessment Your summative assessment date will be communicated with you. It will be a supervised, close book, assessment, which will be included into this section after completion. 9 9 SECTION B: INFORMATION 1 WHAT IS A PORTFOLIO OF EVIDENCE? Instead of a curriculum vitae that does not provide an indication of what one can do, a portfolio of evidence is a file that contains evidence (proof) of what it is that you have done and can do. As such, a portfolio of evidence is the proof of your ability to perform the various tasks in the workplace. Due to the fact that you will generate various items of evidence over a period of time, it is impractical for the assessor to SEE you perform the variety of tasks that you will be required to do when providing Insurance related tasks to clients (related to the qualification). Because of this situation, you need to submit evidence as indicated in section D of this document. 2 RPL ASSESSMENT IN THE NATIONAL QUALIFICATIONS FRAMEWORK (NQF) In this section we will look at the following: Firstly, we need to look at the new system of education and training in South Africa, which is represented by the National Qualifications Framework (NQF); Secondly, we need to look at what assessment is; Thirdly, we need to understand the process of Recognition of Prior Learning (RPL); Fourthly, we need to look at the rules of evidence that have to be met in order for a candidate to be declared competent; and Fifthly we need to look at the recognition of prior learning appeals process. The NQF The NQF is a way to change education and training in South Africa. If we do not change education and training in South Africa, it will not be possible for you as a RPL candidate to achieve recognition for the knowledge, understanding and skills that you have. The National Qualifications Framework is aimed at: Making ONE system for education and training in ALL South Africa-this means that you can move to another province in South Africa and your Diploma/Certificate will be accepted by employers everywhere. Making it easy for people who have not had much formal education and training to achieve qualifications; this is done through RPL. Linking what you know and can do (your job) to qualifications, and so making it easier for you to apply for a job. Making you the most important person in education and training-it is not the teacher who is important; it is you as the candidate who is important.

10 10 3 ASSESSMENT PROCESS Assessment is the structured process of collecting evidence of a candidate's ability to meet the requirements of the unit standard and the evaluation of that evidence against set criteria to make an assessment decision on the level of competence of the candidate. 4 THE RPL PROCESS The basis of this portfolio of evidence is Recognition of Prior Learning (RPL). What this mean is that you can get a certificate without having to attend training as long as you gained sufficient work experience to meet the criteria for the unit standards in Level. RPL is a form of assessment that recognises that not all learning takes place within the formal, classroom environment. RPL is important in South Africa because it can recognise knowledge and skills of candidates that otherwise would not be assessed. The main purpose behind RPL is that many people who have not had access to formal education and training or have been out of training for a long time can be assessed on the basis of WHAT THEY KNOW AND CAN DO! The various purposes of RPL include: Personal development and/or certification of current skills without having to register for learning programme(s) Using RPL to assist in enabling the candidate to obtain credits through the learning programme. Promotion, career or job change. The benefits of RPL are: Reducing the cost of training and duration by recognising what the candidate already knows and can do. Promoting self esteem and confidence of learners in the recognition of their skills, knowledge and competencies against registered standards and qualifications, and thereby contributing to the motivation of the candidate. Promoting economic and social benefits in workplaces and communities.

12 12 5 RULES OF EVIDENCE Rules of Evidence Evidence is what you need to have to show other people that you can do the job - it is the proof of your ability. For example, if you said that you can assisted with a claim, the evidence you would need to provide is the completed claim form you have done, maybe with even some reports, insurance documents completed by yourself of you dealing with the claim. You can also get a supervisor witness statement from somebody who knows you dealt with the claim. This is evidence, and can be used to recognise your competence. Evidence is what the assessor needs from you so that she or he can recognise your level of competence against unit standards. A unit standard is a collection of learning outcomes and performance criteria that you must show you can do. In order for the assessor to declare you competent, the evidence (proof of your competence) must be the following: VALID: Evidence must be linked to the performance criteria of the unit standard - for example, if you must show that you can make a cup of coffee, it is not valid to show how you can make a cup of tea - it must be a cup of coffee. AUTHENTIC: Evidence must be linked to YOU - it is not acceptable to get somebody to help you - it has to be your own work for it to be accepted by the assessor! CURRENT: Evidence must be recent - it needs to be not older than 10 years. CONSISTENT: Evidence must show that you can perform the same standard over a period of time - it is not acceptable to be good one day and bad the next - you need to perform the same all the time! SUFFICIENT: Evidence must be enough in terms of what the unit standard wants - if you are required to make a cup of coffee and a cup of tea to only make a cup of coffee is not enough - you need to provide proof of your ability to make BOTH a cup of coffee and a cup of tea - in other words, the evidence must be enough!

13 13 6 Recognition of Prior Learning appeals process If you do not agree with the decision of the Assessor, you may appeal against the decision of the Assessor. This is the process you need to follow: The RPL candidate must complete the prescribed appeals form and submit the RPL appeals form with all the necessary documentation to (Training Provider name) who will submit it to the Assessor within fourteen (14) working days after receiving feedback on the assessment outcomes. You need to contact the Office of (Training Provider name) and request the prescribed RPL appeals form. Notification will be forwarded by (Training Provider name) to you that the RPL appeal was received. The Assessor will re-assess the evidence and provide his/her comments to you within seven (7) working days. You must indicate in writing that you accept the decision of the Assessor or not. If not, outline the reasons for not agreeing and submit the documentation within seven (7) working to (Training Provider name). The RPL appeal will be submitted to the Moderator for consideration. The Moderator will re-evaluate the documentation or appoint another Assessor to re-assess the RPL portfolio. You will be provided feedback within seven (7) working days. If you still disagree with the judgment of the Moderator, the Moderator will submit a detailed report and relevant documentation to the INSETA requesting for the appointment of an External Moderator. The decision of the External Moderator will be final.

15 15 SECTION D: CV WORKPLACE CURRICULUM VITAE GUIDELINE 1 GUIDELINES This document is intended to serve as a guide for: Developing your workplace curriculum vitae as evidence for RPL assessment. Provide an outline for the Assessor on learning that has taken place on the job and your work experience. 2 UNDERSTANDING THE COMPLETION OF THE WORKPLACE CURRICULUM No. 1 Candidate information form Kindly complete this section accurately to enable the assessor, moderator or verifier to contact you to confirm your information where necessary. For example: I am working in the underwriting department where I am responsible for taking details from prospective clients. My work includes that I need to talk to the clients about insurance options, how to ensure their assets sufficiently and advice them on other short term insurance issues. Give details of what you know to enable the Assessor to assess your competencies. The details you provide here will be checked by the RPL-Assessment team. False declarations in this regard will result that your portfolio will not further be assessed. Your honesty and integrity in providing correct information is the pillar for successful RPL assessment. Remember the RPL-assessment team have already interviewed officials and supervisors regarding your experience and it is unlikely that you have covered each and every aspect highlighted in this section. Give us the true picture of your knowledge!
