1 JOB DESCRIPTION POST: REPORTS TO: RESPONSIBLE TO: LOCATION: JOB SUMMARY Hospital Ambulance Liaison Officer (HALO) Assistant Director of Operations Control and Communications (C+C) Director of Operations Various Acute Hospitals Based within acute hospitals, the post holder will be responsible for the effective and efficient management of ambulance turnaround times and patient flow within HSC Emergency Departments (ED s) in order to support the Trust s achievement of Key Performance Indicator s (KPI s) as part of the Trust s strategic and clinical objectives. He/she will develop and maintain key relationships with other HSC staff, primarily within the ED s in order to support the delivery of a performance management framework within the area of responsibility. Main Duties and Responsibilities In this public liaison role, he/she will be required to represent and promote NIAS, demonstrating professionalism at all times and commitment to service improvement. 1. To identify measures to ensure that the highest standards of service are achieved in managing ambulance turnaround times and patient flow in the interests of patient care and contractual requirements. 2. To be the initial point of contact for HSC staff, emergency and non emergency ambulance staff and patients in order to promote a continuous service improvement approach to ambulance turnaround times and patient flow. 3. To ensure appropriate and timely monitoring and reporting of performance to enable decisions, action and intervention to take place at the appropriate time and at the appropriate organisational level. 4. To assist in the implementation of change strategies in respect of initiatives and changes in service delivery.

To use Control and Command systems on a daily basis to monitor activity and take a proactive approach to address ambulance turnaround and patient flow issues using all the resources available internally and externally to expedite ambulance availability and patient journeys. 6. To liaise with the relevant Emergency Ambulance Control (EAC) and Non Emergency Ambulance Control (NEAC) Staff, highlighting areas of risk and blockages within ED s, in order to improve the development of services eg resources levels, activity/demand etc. 7. To establish strong links with HSC staff at all levels to foster mutual understanding of roles and ensure the efficient and effective use of staff and resources. 8. To liaise with the ED, Patient Flow/Bed Managers to ensure the effective and efficient use of information in relation to Bed Status and trolley waits. 9. To monitor and report on the inappropriate use of resources as required. 10. To assist with the resolution and/or investigation of internal and external complaints. 11. To support the investigation of untoward incidents and health and safety issues as appropriate to this role and report accordingly. 12. To represent the Trust at internal and external meetings and working groups as required. 13. To influence, inform HSC stakeholders at all levels of NIAS strategic objectives and contribute to the development and implementation of policies and procedures. 14. To ensure Control and Command Systems testing is carried out in accordance with Trust policies and procedures and where necessary, ensure that reports of failures or faults are promptly dealt with and rectified. Staff Management 1. To be responsible for the day to day co-ordination of emergency and non emergency ambulance staff in line with Trust policies and procedures in order to reduce ambulance turnaround times and expedite patient flow. 3 Information Resources 1. To provide timely and accurate information on ambulance turnaround times and patient flow, including the provision of regular management reports as required. 2. To be responsible for providing accurate and timely data in relation to ambulance turnaround times and patient flow to support performance management. Emergency Planning 1. To assist as appropriate to the job role, with emergency planning and/or participate in emergency planning exercises as required. 2. To assist, as appropriate to the job role, with the review of emergency planning activities as required. 3. To undertake duties, appropriate to the job role in the event of a Major Incident in line with Major Incident procedures and mobilisation systems. General 1. To ensure that statutory regulations and Trust policies and procedures are implemented and adhered to at all times. 2. To take part in staff development programmes and annual development reviews and/or undertake further training if and when required. 3. To act at all times in a manner consistent with legislation, policy and procedures in respect of Equality and Diversity. 4. To undertake any other duties relevant to the post as may be assigned from time to time which are consistent with the responsibilities of the Band. The duties and obligations associated with the job will inevitably vary and develop and the job description will be reviewed on a regular basis. 5 PERSONNEL SPECIFICATION POST: Hospital Ambulance Liaison Officer (HALO) BAND: 6 REPORTS TO: RESPONSIBLE TO: Assistant Director of Operations Control and Communications (C+C) Director of Operations APPLICANTS MUST CLEARLY DEMONSTRATE IN THE APPLICATION FORM HOW THEY MEET THE UNDERNOTED CRITERIA. ONLY INFORMATION CONTAINED IN THE APPLICATION FORM WILL BE CONSIDERED AT SHORTLISTING ESSENTIAL CRITERIA 1. A relevant Degree or equivalent relevant professional qualification plus either a minimum of 2 years relevant experience in the supervision of staff or a minimum of 2 years relevant experience resolving key service/patient/staffing issues within an Ambulance environment. OR A relevant diploma or equivalent relevant qualification plus either a minimum of 3 years relevant experience in the supervision of staff or a minimum of 3 years relevant experience resolving key service/patient/staffing issues within an Ambulance environment. OR A minimum of 5 years relevant experience working in an Ambulance environment to include either a minimum of 3 years relevant experience in the supervision of staff or a minimum of 3 years relevant experience resolving key service/patient/staffing issues. 2. Demonstrate excellent communication skills and evidence of strong problem solving skills within a pressurised environment. 3. Demonstrate excellent planning and organisational skills with the ability to prioritise workload. 4. Demonstrate knowledge and understanding of current HSC challenges and initiatives relevant to the job role. 5. Demonstrate knowledge and understanding of Ambulance Command and Control systems. 6 6. A working knowledge of Microsoft Office Suite or equivalent. 7. Hold a current full driving licence (a maximum of 3 penalty points will be considered) and/or * have access to a form of transport which will permit the applicant to meet the post requirements in full. *Relates to any individual who has declared that they have a disability, which debars them from driving.
