REQUIRED IDENTIFICATION Accepted applicants are required to bring either a photo identification card or two forms of signed identification to each phase of the examination. ELIGIBLE LIST INFORMATION An open eligibility list will be established for State Compensation Insurance Fund for the San Francisco location. The list will be abolished 12 months after being established, unless the needs of the service and/or conditions of the list warrant a change in this period. REQUIREMENTS FOR ADMITTANCE TO THE EXAMINATION It is your responsibility to make sure you meet the experience requirements stated on this announcement on the date you submit your application. NOTE: All applicants must meet the education and/or experience requirements as stated on this examination announcement by the final filing date, March 26, MINIMUM QUALIFICATIONS EITHER I One year of experience in the California state service performing duties comparable to those of an Assistant Administrative Analyst (Accounting Systems). OR II Experience: Three years of increasingly responsible technical experience in governmental, commercial, or public accounting performing any one or a combination of the following types of work: 1. Development and installation of varied accounting systems; or 2. Preparation of comprehensive and complex financial statements and tax returns; or 3. Directing or assisting in the direction of the accounting and budgetary work of a business concern or governmental agency; or 4. Analytical and critical examination of financial records and books of accounts of business concerns or governmental agencies. [At least one year of the qualifying experience shall have been equivalent in level to an Assistant Administrative Analyst (Accounting Systems) in the California state service. In the evaluation of experience, greater weight will be given to experience in the full-time development and installation of accounting systems.] Education: Either AND 1. Equivalent to graduation from college, with specialization in accounting; or 2. Completion of either: a. A prescribed professional accounting curriculum given by a residence or correspondence school of accountancy, including courses in elementary and advanced accounting, auditing, and cost accounting; and business law; or b. The equivalent of 16 semester hours of professional accounting courses given by a collegiate-grade residence institution, including courses in elementary and advanced accounting, auditing, and cost accounting; and three semester hours/units of business law. POSITION DESCRIPTION The Associate Administrative Analyst Accounting Systems under general direction, prepares studies of the accounting systems and financial organization, policies, procedures, and practices of State Fund and prepares reports containing recommendations; provides consultive services and does other related work as required. 3 EXAMINATION INFORMATION The examination will consist of a qualification appraisal interview only. In order to obtain a position on the eligible list, a minimum rating of 70.00% must be attained. SCOPE OF EXAMINATION In addition to evaluating the competitors' relative abilities as demonstrated by quality and breadth of experience, emphasis in the examining interview will be measuring competitively, relative to job demands, each competitor's:. KNOWLEDGE AND ABILITIES Knowledge of: 1. Accounting principles and practices. 2. Governmental accounting and budgeting. 3. Administrative survey principles and techniques. 4. Principles of organization, administration, and management. 5. Uniform accounting system and financial organization and procedures of the State Fund and/or state government. 6. Principles of public administration. 7. Office methods, equipment and procedures. 8. Statistical methods. 9. Principles of personnel management and supervision. 10. Principles and procedures of automatic information processing systems. 11. Problem-solving techniques and processes. 12. Project-scheduling techniques and concepts. Ability to: 1. Apply administrative survey principles and techniques to the analysis and development of accounting and financial organization, procedures, and problems of the State Fund. 2. Establish and maintain cooperative relationships with other department staff and representatives of public and private agencies. 3. Prepare questionnaires and interview effectively. 4. Communicate tactfully and effectively. 5. Analyze data and draw sound conclusions. 6. Communicate clearly and effectively, both orally and in writing. 7. Prepare comprehensive reports and compile manuals of accounting procedures. 8. Analyze situations accurately and adopt an effective course of action. 9. Identify and assist in resolving common system issues. 10. Establish and maintain detailed and accurate accounting and financial reports, files and statements. Your performance in the examination will be compared with the performance of the others who take this test, and all candidates who pass will be ranked according to their scores. State Compensation Insurance Fund reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all competitors will be notified. Examination Locations: When a written test is part of the examination, it will be given in such places in California as the number of candidates and conditions warrant. Locations of interviews may be limited or extended as conditions warrant. General Qualifications: Candidates must possess essential personal qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others; and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required. Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) subdivisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin. Veterans Preference: California law allows granting of veterans' preference points in open entrance examinations and open nonpromotional entrance examinations. Credits in open entrance examinations are granted as follows: 10 points for veterans, widows and widowers of veterans, and spouses of 100% disabled veterans; and 15 points for disabled veterans. Credits in open nonpromotional examinations are granted as follows: 5 points for veterans; and 10 points for disabled veterans. 5 High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways:1) passing the General Educational Development (GED) Test; 2) completion of 12 semester units of college work; 3) certification from the State Department of Education, a local school board, or high school authorities that the candidate is considered to have education equivalent to graduation from high school; 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
