2 Program Overview The PNG Governance Facility (PGF) is an innovative governance initiative in Papua New Guinea, aimed at contributing to security, stability, basic service delivery and inclusive growth for all Papua New Guineans. The PGF will be responsible for the design and implementation of most of Australia s future governance portfolio under the strategic direction and oversight of the Australian and PNG Governments. Bringing governance activities under one umbrella, the facility will enable greater coherence between, and consolidation of, individual activities, effective gender mainstreaming, smarter administrative, contracting and management processes, and improved knowledge sharing and actions on lessons learned across the governance portfolio. DFAT Aid Adviser Remuneration Framework DFAT implements an Aid Adviser Remuneration Framework (ARF) that defines its policies and procedures for determining the remuneration of commercially contracted international advisers. The ARF requires that advisers are paid in accordance with market-based remuneration rates and a prescribed set of allowances. Further information on the current version of this framework can be accessed from the DFAT Aid Adviser Remuneration Framework.

4 What is a Long Term Adviser? A Long Term Adviser (LTA) role is considered any appointment that is six (6) months or longer in duration. Compensation & Benefits Long Term Adviser In accordance with the ARF, the compensation and benefits associated with this Long Term Adviser position are outlined below: 1. A monthly Professional Fee paid in arrears at the end of each calendar month. This fee is inclusive of any applicable superannuation (paid in accordance with legislation as amended from time to time). The rate band for this position is: AUD 12,545 to AUD 15,682 per month. N.B. This position is likely to be tax-free for Australian residents. Advice from an international taxation specialist should be obtained to confirm your eligibility for tax free status. 2. The PGF will be responsible for the design and implementation of most of Australia s future governance portfolio under the strategic direction and oversight of the Australian and PNG Governments. The PNG Partnerships Fund (the Mechanism ) aims to attract, identify and incentivize high performing organisations or consortia to expand the reach, coverage and quality of known evidence based interventions to address key human and economic development challenges in Papua New Guinea (PNG). The Mechanism s framework for competitive grants has a particular focus on the health and education sectors. Education grant proposals will address one or more of the following objectives: - Increased elementary children s literacy and numeracy levels at the district, provincial or national level (especially for girls). - Increased community awareness of early childhood education issues and the importance of reading and enrolling children into school on time (especially girls). The Education Specialist will be an integral part of the Competitive Grant Management Team and will provide high level technical advice

6 Key Working Relationships: Key Responsibilities: on the proposals and the Monitoring, Evaluation and Learning (MEL) framework. Competitive Grant Management Team (including the Grants Manager, Contracts Manager and Health Specialist) Screening Panel (including a Government of PNG (GoPNG) representative and a Department of Foreign Affairs (DFAT) representative) Senior Management Group (SMG) (including a GoPNG representative, DFAT representative, Competitive Grants Manager, PGF Gender Adviser and PGF Finance Manager) Grant Partners and external stakeholders Work with DFAT and the Competitive Grants Team to design the competitive health funding rounds (and other sector grants) clearly articulating expected objectives which includes which includes the technical design, intended outcomes, eligibility criteria, indicative budget, and selection criteria (technical and non-technical) for an approved funding ceiling; Review each full project proposal and critically evaluate against the Selection Criteria, program objectives, and evaluate project activity and budget plans; Work with Grant Partners and provide advice and guidance on program design, including M&E frameworks, program theory of change and any baseline studies for the proposed project; Provide technical advice to the SMG during the evaluation process and be available to attend SMG meetings as required; Work with Competitive Grants Team to prepare appropriate recommendation documentation for the SMG; With the Health Specialist, support ongoing performance management with Partners including rigorous M&E processes that assess Partner s work plans including Key Performance Indicators (KPIs) that demonstrate the impact of the projects and demonstrating value for money; When adjustments are required work with the Grant Partner s to negotiate changes to the original implementation design; Ensure all technical reports are reviewed and approved prior to issuing any further tranche payments to Partners; Review and approve the technical reports, milestones and final results have been achieved to an acceptable level; Ensure outcomes and findings are clearly communicated with Grant Partners by meeting or other means of communication; Provide technical support and advice to the Competitive Grants Team when required; and Other duties as directed.

7 Key Selection Criteria: Tertiary qualifications in education or a related field with minimum 10 years working experience in the education sector. Knowledge and experience implementing childhood literacy and numeracy programs in low resource settings such as PNG will be desirable, including using evidenced based approaches. Senior level experience in design, implementation and monitoring and evaluation of education programmes in Papua New Guinea or similar settings Strong M&E skills and knowledge, covering a diversity of quantitative and qualitative approaches and the ability to embed rigorous and pragmatic M&E frameworks into programme designs High level analytical, written and verbal communication skills, with the ability to lead the production of high-level reports (including for donor and Government audiences). Familiarity with donor reporting requirements would be an additional asset; Ability to self-manage effectively the allocation of priorities and deadlines with minimal supervision; and Strong interpersonal skills with an ability to build effective teams and lead collaboration, especially in a cross cultural context.
