1 Policy and Campaign Manager (Permanent, full time) Title: Policy and Campaign Manager Team: Cardiovascular Health (CVH) Position type: Permanent full time Reports to: Cardiovascular Health Director Company: Victorian Division Hours per week: 37.5 Grade: 8 Location: Heart foundation Victoria Level 12/500 Collins Street MELBOURNE Effective date: February 2016 ORGANISATIONAL CONTEXT The Heart Foundation is an independent charity whose purpose is to reduce premature death and suffering from heart, stroke and blood vessel disease. As a federation of nine companies (a national company and eight state/territory divisions) we work together to achieve a national strategic plan, For All Hearts Strategy under the auspice of a Federation Agreement and guided by shared organisational values: Visionary; Dynamic & Collaborative; Integrity; and Passionate. The Victorian Division, led by its CEO has a Fundraising, Cardiovascular Health (CVH) and Finance team, which are supported by the functions of Media and Communications and Human Resources. The CVH team in Victoria prepares an annual operational plan which aligns with the goals and objectives of the national For All Hearts Strategy Our activities address key areas of prevention under Healthy Hearts (eg. improving access to a healthier food supply, more active living and smoke free environments) and under Heart Care (eg. early recognition and detection, improved access, and better management of heart disease). We have a strong focus on addressing health inequity amongst Aboriginal and Torres Strait Islanders, those who are culturally and linguistically diverse, from low socio economic backgrounds and from rural and regional Victoria. The position of Policy and Campaign Manager has management responsibility for the Policy and Project Officer (see organisational chart) and is an integral member of the CVH Management Team. 2 Position Purpose: This position exists to: Provide policy expertise, data analysis and the advice necessary to inform the advocacy campaign agenda of the Victorian Division Develop and advocate the Heart Foundation s policy positions for presentation to the Victorian Government, key opinion leaders and stakeholders Build and maintain strong relationships with key stakeholders in the state government and non-government sector to influence the reform of funding, legislation, policies and practices that will improve the health outcomes of the Victorian population. Ensure that the Heart Foundation is informed and well positioned to influence Victoria s (and federal) policies and programs. The position also contributes to the Heart Foundation s national policy agenda working closely with the General Manager Media and Advocacy and respective advocacy and policy managers in other jurisdictions to develop key agreed policy priorities. Key Accountabilities Accountabilities/Responsibilities Major Activities Outcomes Accountable for the development of sound, evidence based policy positions, submissions and advocacy campaigns Responsible for effective strategy implementation and evaluation Lead the coordination, implementation and evaluation of major advocacy campaigns and strategies in collaboration with key colleagues and partners to achieve stated goals under the Victorian Business Plan as it relates to the For All Hearts Strategic Plan Advocacy campaigns and strategy developed and implemented. Lead the development of annual budget submissions, strategic policy proposals, submissions and briefings to the Victorian Government Identify opportunities to influence government (eg State Elections) and develop campaign tools and position statements to disseminate to stakeholders and opinion leaders. Design and manage targeted policy research and analysis, develop recommendations and produce reports on key policy and strategic All budgetary submissions and proposals developed. Government support secured for key Heart Foundation policy priorities that will improve the heart health outcomes for people in Victoria. 3 issues Responsible for data monitoring, evidence gathering and trend analysis Mobilise community engagement in Victoria around key advocacy asks and local campaign activities. Lead and manage the analysis of the latest research, evidence, data and government positions and the implications for the Heart Foundation s policy agenda. Work with the Media Advisor to monitor media and professional publications for any relevant stories or issues that may require a Heart Foundation Victoria public response. Work with Heart Foundation s Data and Evaluation Unit to keep abreast of the latest research evidence and data that can assist with policy development at a state level. Community engagement strategies identified and implemented. Relevant analysis has been undertaken and implications for the Heart Foundation identified. Relevant stories and publications identified and responses generated Latest evidence and data has been utilised to inform policy development. Accountable for relationship development and stakeholder management Develop and/or build on relationships with key contacts in government, political parties, ministerial offices, universities and other nongovernment organisations to advocate the Heart Foundation s policies and positions. Heart Foundation policy platform is presented and known to relevant ministers, opinion leaders and other relevant stakeholders who either directly or indirectly are in a position to influence cardiovascular health outcomes of Victorians. Actively participate in external strategic alliances/working groups to advance policy issues of mutual interest eg. tobacco control reforms; Aboriginal and Torres Strait Islander agenda; access and equity issues Heart Foundation is represented on key working groups or alliances in order to influence the development of healthy public policy Page 3 of 9

4 Accountable for effective internal collaboration Accountable for staff management Work with the CEO, CVH Director and CVH Managers in preparing government submissions to influence the development of policies, legislation and regulations. Contribute positively to the cross-functional team ethos. Develop and maintain excellent working relationships with peers and key Heart Foundation staff at both national and divisional levels Work closely with Victoria s Media Advisor to identify opportunities to engage media in advocacy projects and campaign activities. Support and mentor staff in the CVH team to become effective advocates Manage the Policy and Projects Officer in all aspects of supervision and professional development. Media is used in a strategic and tactical way to advance advocacy goals Feedback reflects relevant staff have the knowledge and appropriate skills to undertake advocacy related activity when needed Annual performance and development plans have been documented and regular reviews conducted to monitor progress and outcomes. Ensure the Policy and Project Officer has the capacity to support the work of the Policy and Campaign Manager to effectively meet objectives and agreed KPIs. Evidence that the Policy and Project Officer is working effectively and competently to achieve agreed outcomes. CHALLENGES: Keeping abreast of the evidence and policy environment across a diversity of issues. Frequent changes in personnel within the political and government arenas making strong and trusting relationships difficult to establish. Influencing external stakeholders to adopt Heart Foundation messages across a diversity of sectors other than health.. NGOs such as Quit, Cancer Council Victoria, AMA, VACCHO Presentations at conferences and key forums DECISION MAKING: Independently Development, implementation and evaluation of annual operational plans Overseeing the development and implementation of strategies to engage supporters and opinion leaders in the Heart Foundation s advocacy work. Decision and sign off of budget expenditure to the total of $500 Supervision and monitoring of staff s work allocation, performance against objectives and agreed KPIs. Liaison with key stakeholder groups and representation on working/advisory committees With input Input from the Advocacy team regarding the development and refinement of strategic goals and objectives for advocacy campaigns at the state level. Conferring with the Advocacy team and other key Heart Foundation staff about the current cardiovascular research findings to include in policy reports and briefing materials. Input from the Advocacy team regarding writing of government policy/budget submissions and grant funding proposals. Recommends Referring the final decision-making process around budget KNOWLEDGE, SKILLS, EXPERIENCE Qualifications Relevant tertiary qualification and/or proven experience in a public health or similar related field. Knowledge and Experience Demonstrated experience in policy development and analysis, public health advocacy campaigns and/or communications Demonstrated experience in negotiating and building partnerships at a senior level in government (federal, state and/or local) nongovernment organisations and industry bodies in support of common goals Knowledge of and experience in government policy and budgetary processes Success in negotiating and building partnerships at a senior level in both and non-government organisations in support of common goals. Previous management experience, with a proven ability to lead a team. Skills Excellent written (including submission writing) and oral communication skills including the ability to engage with a variety of audiences Capacity to interpret and explain qualitative and quantitative data including economic data Proven excellent communication, collaboration and negotiation Page 5 of 9

The work of the Policy and Campaign Manager is overseen by the CVH Director to ensure agreed outcomes are achieved skills.
