1 Position Description Position Title Child Safety Management System Project Officer Classification & Level 15 Stream (if applicable) Division Mission Resource Department Reports to Secretary for Programmes Date 13/06/2017 Primary Purpose of the job Territorial coordination across ministry activities of the safety management system for The Salvation Army Australia Southern Territory. Provision of a single point of contact in relation to Child Safety Management System for faith based ministry based workers within Corps based settings. Oversight of policy and training developments and implementation in relation to all aspects of Child Safety Management System. Coordination of the risk management operations pertaining to Child Safety Management System Coordination and provision of Child Safety Management System training to officers, Child Safety Management System Risk Management Officers and divisional youth and children secretaries. About (The Network / Program) The Salvation Army is a child safe organisation. SP3 (Safe People, Safe Programs, Safe Places) is The Salvation Army Australia Southern Territory s mandated safety management system for activities involving children, young and vulnerable people. SP3 operates within the faith based ministry programs run through divisions with governance oversight through the territorial Mission Resource Department. SP3 Safety Management System provides a standardised approach to training, risk assessment and management, and resources for all people engaged in activities with children, young and vulnerable people. SP3 is supported by Safety Management Online (SMO), an online portal which coordinates activities, incidents and training of people engaged in ministry based activities and programs. The Salvation Army expects all its people who are engaged in activities with children, young and vulnerable people in ministry to complete the required SP3 training and adhere to the safety management systems and processes required under SP3. The SP3 Coordinator provides oversight and governance of SP3 across the territory. Working in direct collaboration with the Territorial and Divisional Children and Youth Secretaries, the SP3 Coordinator ensures adherence to SP3 mandate and development of systems to support initiatives. The SP3 Coordinator will work in collaboration with the Territorial Professional Standards Unit to ensure consistency of policy approaches, to develop complementary training and resources to support safe people, programs and places across the organisation.

In collaboration with the Territorial Professional Standards Unit Policy Officer/Coordinator, develop appropriate procedure, resources and training to support child safe practices across the organisation. Ensure ministry based personnel understand and comply with the requirements of SP3 training, integrity checking, activity risk assessment and incident reporting. Develop resources and training to support child safety across ministry based positions. Integrate SP3 across The Salvation Army Australia Southern Territory To work directly with Territorial Child and Youth Secretaries to firmly embed SP3 within divisions. Provide a central point of contact for Safety Management Online (SMO) system issues for users. Provide a central point of expertise and support to divisional Children and Youth Secretaries on issues related to child safety, including a central point of contact for identification of policy gaps, concerns and issues in relation to operation of SP3 and child safety in corps. Ensure currency of information, resources and date within SMO. Review and update training and resource materials within SMO, including the identification of gaps in training and resource materials and amending these deficiencies. Manage, problem solve and resolve SMO user issues. In collaboration with the Territorial Professional Standards Unit Policy Officer/Coordinator and Territorial Mission Resource Department identify and develop policy, procedure and training to support safe people, practices and processes across all ministry based activities In collaboration with the Territorial Mission Resource Department ensure Corps based personnel and volunteers are compliant with SP3 training and checking processes. Establish and manage the territorial SP3 emergency response process Establish an Emergency Response model, within the SP3 framework, and implement the model across the territory. Establish and lead training of all RMO positions Develop the procedures for SP3 risk management (Emergency Response Teams ERT) framework in line with TSA organisation risk management strategies. Develop and implement SP3 audit processes that ensure quality of safety management is of high standard and consistent with SP3 framework and legislative requirements across the territory. SP3 training and development Coordinate the training of Risk Management Officers (RMO) and Emergency Response Team

3 (ERT) personnel. Coordinate the development of training and resource materials for RMO and ERT personnel. Prepare TSA to be Vulnerable Person Safe in line with SP3 Work in collaboration with the Territorial Professional Standards Policy Officer/Coordinator to develop a strategy for the incorporation of vulnerable people in the child safe approach. Identify relevant key stakeholders to progress the introduction of SP3 Vulnerable people across Mission Resources and Corps. Develop and oversight the SP3 audit process Establish an SP3 audit process for divisions and Corps. Provide regular compliance and risk audit reports to leadership. Advise and support divisional leadership to respond proactively to address risk audit concerns. Scope The SP3 Coordinator reports directly to the Territorial Secretary for Programmes. The SP3 Coordinator will work in collaboration with the Territorial Mission Resource Department, and is expected to develop strong links and working relationships across territorial and divisional departments and programs to progress SP3, including, but not limited to, Territorial Professional Standards Unit, Information Technology Services, Catherine Booth College School of Learning and Development, Enterprise Risk Management Committee. The SP3 Coordinator will work in collaboration with the Territorial Professional Standards Unit and Mission Resource Department to coordinate development of relevant territorial policy, procedure, training and resource materials to support SP3 and child safety. Qualifications and Experience Formal qualifications in child protection and/or social welfare, and an understanding of the child and social welfare system. Certificate IV in Training and Assessment preferred or equivalent experience Experience in development and implementation of training programs and resources. Capabilities Specialist Competencies Demonstrated experience in the management of large and complex projects and coordination of multiple project partners across diverse settings, with proven success in the management and implementation of significant project frameworks across large organisations, including establishment and management of compliance and audit processes A proven ability to work strategically with a diverse range of stakeholders, including government and statutory authorities and other key external networks, whilst ensuring activities and objectives of policy and projects align to TSA mission and values, and meet organisational, legislative and statutory requirements. Sound knowledge and understanding of key legislation and statutory requirements, and national and international approaches to child safety and child protection systems and practices, especially as they related to and impact on non-government and religious based organisations. Proven competence in managing and working with computer software systems and ability to

4 grasp, analyse and problem solve user system issues. Demonstrated ability to develop and deliver a range of training resources and learning tools to a diverse audience.
