1 WORLD FOOD PROGRAMME REGIONAL BUREAU EGYPT EXTERNAL VACANCY ANNOUNCEMENT WFP/24/03/2016 DATE OF ISSUE: 24th of March 2016 DEADLINE: 10 th of April 2016 Job Title: Program Policy Officer Contract: Service Contract SC8 Grade: SC8 Duration: 12 Months Location: Regional Bureau Cairo The WFP Cairo Regional Bureau provides strategic guidance, policy/technical support and direction to WFP operations and activities in 18 countries: Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Kyrgyz Republic, Lebanon, Libya, Morocco, State of Palestine, Sudan, Syria, Tajikistan, Tunisia, Turkey, Ukraine and Yemen. The Purpose of this job is to support the delivery of a professional, client-focused Services, partnering with managers to implement HR solutions in line with WFP corporate priorities. Organizational Context: These jobs are found in Headquarters (HQ), Regional Bureau (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer. Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity. Job Purpose: To provide support to policy and programme activities that effectively meet food assistance needs. COMET stands for the Country Office Monitoring & Evaluation Tool (COMET). COMET is WFP s comprehensive online tool for managing programmes, enabling Country Offices to capture all operational data in one platform including all planned and actual distribution figures by partners, locations and beneficiary groups. It will be the backbone for monthly operational management and also feed into WFP annual reporting exercises, including the Standard Project Reports. The major responsibilities include the implementation of COMET modules, report generation and analysis, technical support and training. Key Accountabilities (not all-inclusive, within delegated authority): 1. Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance. 2. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures. 3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained. 4. Research and analyses policy and operational issues to support senior colleagues in the development of policies, programmes and activities.

2 5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders. 6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects. 7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages. 8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives. 9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries. 10. Other duties as required. Other specific job requirements (details to be determined by Post Managers): Under the direct guidance and supervision of the Regional Programme Officer (Programme Cycle) and in close collaboration with the Monitoring and Evaluation and other Programme functional teams, the Programme Officer will be responsible for the below tasks related to the Country Office Monitoring & Evaluation Tool (COMET) Implementation module. COMET is WFP s comprehensive online tool for managing programmes, enabling Country Offices to capture all operational data in one platform including all planned and actual distribution figures by partners, locations and beneficiary groups. It will be the backbone for monthly operational management and also feed into WFP annual reporting exercises, including the Standard Project Reports. Track the progress of data entries to ensure timely reflection of business processes in the COMET Implementation Module for the following documents: Project Plan (PP) (number of beneficiaries, amount of cash, tonnage of food and other outputs), Project Needs Plan/Scenarios (PNP), Implementation Plan (IP), partnerships, Food Release Note (FRN), actual data entries (MT/Cash), beneficiary counting, and other output results. As per the Regional Bureau Head of Programme endorsement of the Country-specific Project Plans, to perform the submission of the document to HQs in COMET. (reflecting that the project budget requirements, food and beneficiary statistics by activity are finalized at RB level) Consolidate the respective RMA and RB Programme functional teams comments for the CO submitted Project Plan to enable Country Office to revise and re-submit the document in the system. Ensure consistency with log frame, programme/project narratives during project design stage (e.g. beneficiary tables) and budget revisions to ensure alignment of all programme elements with strategic objectives. In case of the CO PP retroactive entries, perform the consistency check of the COMET PP quantitative data with the budget sheet commodity/c&v requirements to ensure that the details are consistent with the beneficiary requirement data in WINGS. Identify the reasons of retroactive entries of the PP and discuss solutions to prevent this practice in the future. Share the identified issues with the Head of Programme and technical teams. Provide the system training and presentations to RB respective technical focal points (Programme, Donors/Reports offices, RMA, Logistics/Supply Chain, Partnerships and others) to enable all concerned to review the related CO implementation business processes, strengthen programme sub-units and RB inter units liaison in provision of the support to COs and RB overall oversight role.

3 Contact respective COMET Focal Points to discuss the data entry gap and report it to the RB programme management. Support COMET Project Manager to test the new system enhancements and inform CO COMET users on new developments. Support COMET Project Managers to review the COMET business/system materials and provide inputs when requested. Organize and facilitate meetings and conference calls with all concerned to discuss the identified issues and agree on the solutions and the way forward, Bring the business queries and issues to the RB technical focal points and facilitate a dialog with COs, as required. Respond to system queries from Country Offices and liaise with HQ COMET team, as required to address issues observed/reported. Supporting country offices in ensuring that all project planning, partnerships, FRN and planned/actual output related data are available in COMET throughout the year to support operational compliance and CO decision-making processes, as well as quarterly reviews to facilitate the annual reporting and performance cycle Provide guidance to CO users on how to translate different country office scenarios into the COMET Implementation Module system Train CO Administrators to configure new COMET implementation module users or amend existing users as required Provide in-country and on-line training to new COMET implementation module users Facilitate the RB technical colleagues to conduct data quality reviews of data entered by CO users Assist the Regional Programme Officers to test different elements of the system Coordinate inputs from the other technical units Generate regular reports on partnerships and planned/actual output data and conduct relevant analysis, to be shared with management, section and programme heads. Support the annual standard project reports (SPR) and other donor reporting exercises and facilitate presentations to missions. Provide any other COMET Implementation Module related support as requested Desired technical knowledge: Knowledge of corporate reporting requirements and beneficiary counting Knowledge of information management principles, with the ability to identify and present data for different reporting and management purposes Practical knowledge on programme implementation and operational processes, including corporate materials on project cycle management, programme inputs to budget and supply chain processes, partnerships and tracking output level data to be presented for management decisions, programme adjustment and donor reporting Knowledge of data quality control and assurance mechanisms Knowledge on how to work with relevant technology and procedures to collect, organize, share and use corporate information

4 Excellent command in EXCEL and preparation of presentations Strong writing and communication skills in English and Arabic Desired Experience for entry into the role: Has gained experience in implementing technical programs (i.e. nutrition, etc.). Has implemented programmes and provided input into designing operations. Has provided input into policy discussions and decisions. Standard minimum academic qualifications: Education: Language: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP s working language, Portuguese.
