2 GENERAL 1. The Construction Industry Training Board (CITB) was created at the request of the SA building and construction industry and is established by an Act of Parliament known as The Construction Industry Training Fund Act 1993 (The Act). It is an industry owned and led, non- Government agency responsible for supporting the South Australian building and construction industry by providing leadership in training and skills development for its workforce OBJECTIVES 2. The CITB provides funding to the SA building and construction industry to improve the skills base of the construction workforce and promote construction as a fulfilling and rewarding career. It complements Government skills investment and recognises the unique and sometimes challenging circumstances around employment and training in the building and construction industry 3. CITB accomplishes its objectives through structured programs and engagement with a range of stakeholders to ensure quality training is delivered to the industry directed at two primary groups: a. Apprentices and their employers b. Construction workers REGISTRATION 4. A pre-requisite to access any funding offered by the CITB is registration as an Eligible Worker and issuance of a CITB number 5. All Eligible Workers, including apprentices, will be issued with a CITB number upon successful application. ELIGIBILITY 6. An Eligible Worker is any person who meets the definition of an Eligible Person under the CITB Eligible Person Policy. The short definition for Eligible Person is: a. Any person who is normally a permanent resident (i.e. registered on the electoral roll) in South Australia, AND b. who is employed or who can be reasonably expected to be employed in any of the segments of the SA Construction Industry as detailed in schedule 1 of the SA Construction Industry Training Fund Act 1993 (the Act), OR c. any other person approved on special application by the CEO of the Board. 2

3 7. An Eligible Apprentice, for the purpose of Apprentice Training Support, is one who meets all of the following criteria: a. Has a valid Training Contract (TC) b. Is employed by an Eligible Employer c. Is undertaking a CITB-endorsed vocational qualification (Attachment 1) d. Is registered with the CITB (holds a CITB number) e. Is undertaking the full-time component of an Apprenticeship or Traineeship School Based Apprenticeships are not covered by CITB Support Funding until the Apprentice commences full time employment under a valid Training Contract 8. An Eligible Employer is one that meets all of the following criteria: a. Is registered with the CITB (holds a CITB number) b. Is a legal entity or identifiable business unit that: Generates 80% of its revenue from direct construction activity (as defined in the CITF Act) or 80% of its work output is in direct construction activity (as defined in the CITF Act) c. For Apprentice Training Support payments, the following additional criteria apply: i. Is a signatory to a valid Training Contract (TC) for an Eligible Apprentice ii. iii. Employs an Eligible Apprentice Full Time in a CITB-endorsed vocational qualification (Attachment 1) May be a Group Training Organisation 9. A CITB Endorsed Registered Training Organisation is one that meets all of the following criteria: a. Is a Registered Training Organisation (RTO), scoped to deliver in South Australia b. has an Australian Business Number (ABN) c. has an established training presence in South Australia d. can demonstrate the capacity to deliver the training against approved selection criteria established by the Board e. has applied for a pre-allocation of training places for specific courses for which it wishes to receive funding support f. has been approved by the CITB for funding in the training year under review g. delivers training attracting CITB subsidies of greater than $15,000 per training year h. maintains their RTO status i. maintains records of Participants and training provided, including Course / Program post evaluation 3

4 j. makes their records, premises and training locations available for inspection by the CITB, its employees, servants or agents. Notice will be given in writing one week prior to an inspection taking place k. promotes the activities of the CITB by displaying support funding acknowledgment in the training premises. l. The Training Provider is required to market the courses to eligible persons. All advertising for the courses must acknowledge the support of CITB m. ensures that the Participants receiving training for which a subsidy is being requested meet the CITB eligibility criteria PRIOR to enrolment n. ensures the courses fulfil the requirements of all appropriate Legislation including Workplace Health and Safety o. ensures the courses, fulfil the requirements of the National Training Packages where applicable. Where the courses are not part of a National Training Package, ensure criteria for accredited and non-accredited courses are fulfilled p. promote and deliver Training and/or Assessment in courses that are declared High Risk Work by SafeWork SA and endorsed by the Board, at least to the Funded Hours as listed in the Construction Worker Allocation, unless agreed to in writing by the Board (or CEO). All Assessors conducting assessments for High Risk Work must have a current registration with SafeWork SA q. submits requests for funding in the manner prescribed from time to time, complete with information required to be collected by the CITB. Training Providers must be mindful of CITB information requirements as well as privacy requirements under the Privacy Act 10. Terms and conditions a. Eligibility criteria can change at any time at the discretion of the Board b. Eligibility can be revoked at any time at the discretion of the Board c. Eligibility duration can change at any time d. It is the responsibility of the Worker to maintain currency of their CITB number e. Funding rates can be varied at any time at the discretion of the Board and will apply to claims submitted after a nominated date f. A Worker s training history may be viewed by a nominated employer g. In accordance with CITB s Privacy Policy, data collected may be used for statistical purposes and to contact you regarding training information and promotions CLAIM LODGEMENT 1. Claims for payment are subject to the following conditions: a. Rates may be changed at any time, at the discretion of the Board b. Because of the nature of its operations, the Board accepts no forward liability beyond the current Financial Year at any given point in time c. Claims MUST be lodged with the CITB WITHIN 60 days of the due date d. Retrospective claims beyond the stipulated 60 day timeframe ARE INVALID and under no circumstances will they be accepted or paid 4

5 e. The onus for submitting claims for CITB funding support lies with the claimant f. CITB Funding is neither automatic nor an entitlement; it is made available as a grant, on application, against prescribed criteria and conditions g. Payment may be refused or ceased if CITB believes the claim is based on false or misleading information h. While CITB will take steps to remind claimants of pending due dates, it does not accept responsibility for oversight, omission or technical failure on the part of any party to this process i. Claims must be lodged in accordance with CITB rules 5

6 ANNEX 1 CONSTRUCTION WORKER UPSKILL / CROSS SKILL PROGRAM AIM 1. The objective of the Construction Worker Program is to raise the level of skill in the construction industry workforce by engaging eligible workers in structured training and skill development activities. CITB facilitates training opportunities and ensures that CITB funded training meets both quality standards together with the outcomes required by industry OPERATION 1. This provision applies to holders of an approved CITB number and CITB Endorsed RTOs 2. The CITB will provide Construction Worker Upskill / Cross Skill funding to holders of an approved CITB number via the provision of a discount to the retail price of an approved training course 3. Endorsed RTO are to use the CITB Participant Course Registration Note (PCRN) system to record a training event booking. The PCRN forms the basis of a claim for payment when training has been successfully completed 4. Funded course lists and rates are revised annually and published through our website INDICATOR / PAYMENT TRIGGER 5. Funding is paid to the CITB Endorsed RTOs on submission and approval of a Participant Course Registration Note (PCRN) and successful completion of the course by the participant 6

7 ANNEX 2 APPRENTICE TRAINING SUPPORT TRADE SCHOOL FEE FUNDING (TUITION) SUPPORT AIM 1. Trade School Fee Funding (Tuition) Support aims to reduce cost barriers to Eligible Apprentices entering a career in the building and construction industry. This is achieved by reducing the cost of Tuition Fees imposed by CITB Endorsed RTOs and borne by the Eligible Apprentice / Eligible Employer OPERATION 1. This provision applies to both Eligible Direct Indentured Employers and Eligible Group Training Employers 2. The CITB will provide Trade School Fee Funding Support for an Eligible Apprentice as a contribution to the cost of their tuition fees by way of an upfront discount to the retail price of trade school fees 3. The Trade School Fee Funding amount is revised annually at the commencement of the Annual Training Plan (ATP) and is reviewed at the midpoint of the ATP year 4. Eligible Employers of Eligible Apprentices in specified qualifications may be funded at a differential rate, generally on the basis that they work in sectors not exclusively construction related. Refer to Attachment 1 INDICATOR / PAYMENT TRIGGER The conditions upon which the CITB will provide funding support by way of subsidies paid to RTOs for Trade School Fee Funding support is as follows: 1. The RTO must be endorsed by the CITB to claim the funding 2. The RTO is to lodge only ONE claim per calendar year per Eligible Apprentice 3. The maximum claim in any one calendar year is $ per Eligible Apprentice 4. Up to $1,200 can be claimed over the term of the Apprenticeship 5. The RTO is to ensure that the Apprentice/Trainee is registered with CITB prior to lodging the claim 6. The Apprentice must be enrolled in Trade School at a CITB Endorsed RTO 7. Funding is paid to the CITB Endorsed RTO on behalf of the Eligible Apprentice on submission and approval of a Trade School Fee Funding Claim, which must be lodged electronically via CITB TALAS Operating System 8. The Apprentice must register with the CITB, providing confirmation of their enrolment in a CITB approved Construction Vocational Qualification and verifying their employment in the construction industry 9. The Apprentice must have completed the necessary three-month probationary period 10. The RTO is to maintain enrolment and invoice/receipt details for validation or audit 7

8 11. The claim must be lodged with the CITB in the calendar year of the enrolment and Off-Job Training activity 12. The RTO must comply with all audit procedures required by the CITB in all matters relating to the Trade School Fee Funding support offer within 30 days of formal request 8

9 ANNEX 2 APPRENTICE TRAINING SUPPORT ON JOB TRAINING RECORD FUNDING AIM 1. To improve the quality of on-job training. This is to be done by providing funding to employers to support provision of a variety of exposure to on-site practices and techniques consistent with their Training Plan requirements OPERATION 1. This provision operates differently for Eligible Group Training Employers and Eligible Direct Indentured Employers in terms of claim frequency 2. The CITB will provide On-Job Training Record Funding to an Eligible Employer for the maintenance of a record of work experience of an Eligible Apprentice consistent with the requirements of their Training Plan 3. The CITB On-Job Training Record Funding amount is revised annually. Refer to Attachment 2 4. The Employer must use an approved monitoring system, such as the CITB endorsed Multipic My Profiling app or other endorsed process, eg eprofiling for electrical trades 5. A record of experiences must be completed and available to the CITB for each Apprentice for the year the claim is made. The record of work experiences must enable the designated CITB staff member to assess and validate the scope of experiences for the Apprentice, against a Vocational Training Plan 6. In the event of early sign off, On-Job funding for that incomplete year is only claimable 7. Eligible Employers of Eligible Apprentices in specified qualifications may be funded at a differential rate, generally on the basis that they work in sectors not exclusively construction related. Refer to Attachment 1 INDICATOR / PAYMENT TRIGGER 1. Funding is paid to the Eligible Employer on submission and approval of an On Job Funding Claim together with the On Job Training Profile in accordance with Attachment 2 2. At the point in time that the claim is due, the apprentice party to the claim must be in the employ of the claimant 3. Documentation outlining the skills developed and practiced over the duration of the Apprenticeship (e.g. the CITB Apprentice On-Job Training Profile), must be up to date, current and available at the time of lodgement of the claim 4. Payments to Eligible Employers will be subject to a random audit to verify accuracy of claim 9
