1 Job Title: Head Internal Audit Department Central Bank of Malta Reports To: Chief Officer Internal Audit Department: Internal Audit Date: July 2018 Job Purpose: To lead the Audit Function at the Central Bank of Malta. To co-ordinate the work of, and give strategic direction to, Internal Audit activity in order to advise senior management, thus providing reasonable assurance to the Internal Audit Committee and the Board of Directors as to the adequacy and effectiveness of the Bank s operational and control framework. This also applies within the context of the ES/ESCB/SSM Internal Auditors Committee membership. This is a senior management position and the incumbent is expected to be flexible and to contribute his/her time according to work exigencies. The incumbent will also be expected to represent the Bank in local or overseas fora and in this respect he/she must be willing to travel overseas. Technical / Functional Responsibilities: Responsible for establishing and is responsible for nurturing the strategic stance of the Internal Audit function in line with the Bank s strategic plan and mission, objective & functions, managing and monitoring progress towards its achievement. Achieving independent and objective internal audit assurance and consultancy standards to safeguard the assets and reputation of the Bank. Providing assurance to senior management, the Audit Committee and the Board of Directors on the adequacy and effectiveness of the Bank s operational and control framework. Providing strategic direction in the operations of Internal Audit to ensure that the Bank employs the latest internationally acceptable standards and methodologies in internal auditing. Preparing an annual risk-based audit plan to determine the priorities of the internal audit activity. Identifying and implement function shifts and methodological changes to keep aligned with best practice standards including review and update the relevant documentation when necessary. Commissioning the conduct of, and where indicated leading and performing investigations as may be necessary to explore particular circumstances and incidents and reporting promptly on the outcome. Participating in the IAC and undertake and/or coordinate the completion of assigned tasks in Page 1 of 5

2 line with established requirements. Central Bank of Malta Planning and carrying out Fraud Investigations by analysing and compiling evidence on suspected fraudulent activities, examining available evidence and reporting thereon within the parameters of the Bank s anti-fraud policy. Providing consultancy by either undertaking specific engagements including the review of documents, or actively participating in committees, working groups, task forces, new projects etc. This within the parameters set by the IIA Standards and Code of Ethics, giving particular attention to preserving audit independence. Providing timely advice to the Audit Committee and ultimately the Board of Directors on the internal process for the appointment of the Bank s external auditors and the ESCB process for such appointment, thus ensuring that the annual statutory audit is undertaken to the required auditing standards. Coordinating participation in the work of the IAC through the relevant IAC-Task Forces. Contributing to the provision of reasonable assurances to ESCB Committees, the Supervisory Board and the ECB Governing Council on the adequacy and effectiveness of the ESCB / SSM control framework through ensuring the undertaking of the relevant IAC planned annual audits. Conducting specific and/or special IAC assignments in line with requirements of the task. Achieving and maintaining compliance with IIA mandatory elements by undertaking internal and external Quality Evaluations in accordance with the requirements of the IAC manual and advising the Audit Committee, the Governors and the IAC of the outcome. Attracting, rewarding and retaining people by providing continuous and adequate training for staff development in order to secure the necessary skills and competencies and build a team of motivated individuals. Performing any other duties which may be assigned from time to time. General / Managerial Responsibilities: Managing the performance management system and employee reward programs, develop staff competences and skills within the framework of adequate communication and teamwork to induce excellent results. Identifying, planning and managing projects within agreed budgets, developing efficient work practices in the area of responsibility, fostering the performance culture, business cooperation, continuous improvement and service delivery. Integrating and fostering risk management and mitigation processes in areas of operation. Ensuring operational continuity through updated policies & procedures and working instructions. Page 2 of 5

4 General Accounting Accounting Regulation & Reporting Experience and Qualifications First degree or equivalent (Masters preferably) relating to accountancy, banking, banking and finance, information systems or auditing. Certification in Auditing from the IIA and/or ISACA will be considered as an asset. Five years experience in managing staff or proven ability to perform tasks commensurate with the indicated level of experience. A high level of interest, motivation, initiative and maturity. Strong analytical skills and research techniques. Very good written and oral communication skills. Good organisational skills together with the ability to work effectively both as a team leader and independently. Proficiency in Microsoft Office applications and Internet research. A propensity for flexibility and the ability to work under pressure to meet tight deadlines. The willingness and disposition to travel. Working Relationships and Lines of Communication Internal The Governors, Audit Committee Chair and Audit Committee to discuss governance, risk management and compliance issues and provide assurance on their efficiency and effectiveness. The Senior Legal Counsel and other experts from Legal to evaluate better the regulatory and contractual implications of the Bank and coordinate the provision of assurance and consultancy services on compliance matters in a more professional manner through their input. COs / Heads / Office Managers to initiate and conclude audits, discuss findings and recommendations, perform special audits or investigations and for the discharge of the consulting function. Head Risk Department, ISO, Health & Safety Officer and other Second Line of Defence / Compliance Officers to co-ordinate on governance, risk mitigation and other common issues including particular Risk / Compliance situations Page 4 of 5

5 and the formulation of Policies and Procedures. External External Auditors re interim and yearly statutory audits to offer them support.
