1 Vacancy Notice FPI No Job description type: "Policy Officer in ELI Foreign Policy Regulatory Instruments" FPI.5 Contract Agent Function Group IV We are: The Service for Foreign Policy Instruments (FPI) manages a number of regulatory and financial foreign policy instruments under the authority of the FIR/VP. It is a Commission service which is co-located with the European External Action Service (EEAS) and with which it cooperates closely. FPI serves as the Commission's lead service for the adoption and implementation of regulatory restrictive measures (sanctions) and other foreign policy regulatory instruments such as the Kimberley Process Certification Scheme (KPCS) on conflict diamonds and the so-called 'Anti-Torture' Regulation concerning trade in certain goods which could be used for torture or capital punishment. These three EU foreign policy regulatory instruments impose certain (trade) restrictions in order to achieve EU CFSP and human rights policy objectives. The Unit "EU Foreign Policy Regulatory Instruments & Election Observation" is one of the five units in FPI. It comprises a sector in charge of the election observation missions as well as a sector which ensures the effectiveness of the EU Foreign Policy Regulatory Instruments. We propose: We propose an exciting and challenging position as policy officer in the section of EU Foreign Policy Regulatory Instruments of FPI.5 with a particular focus on regulatory restrictive measures (sanctions). The successful candidate will represent the Unit or the Service in different internal and external fora, will work closely with the European External Action Service and other Commission services and will prepare legislative proposals, opinions and other relevant documents on restrictive measures. He/she will also monitor implementation and liaise with Member States on implementation questions, prepare replies to EP Questions and access to documents requests. Work will also include providing policy advice to the Head and the Deputy Head of Unit about EU Foreign Policy Regulatory Instruments and in particular sanctions.

We look for: We are looking for a candidate with the following qualities: At least two years of professional experience in EU regulatory issues/eu external relations, including inside the EU institutions Proven experience in policy/strategy related tasks (drafting guidance/concept notes, critical analysis of policy reports etc.) General ability to coordinate planning and decision-making processes Capacity to ensure high quality, speed and accuracy in performing a diversity of tasks in a complex, multicultural environment often under time pressure Sense of initiative and very well-developed political judgement Good understanding of EU internal and external policies and functioning of the Commission Readiness to perform missions Excellent drafting and communication skills in English are essential, good French is also required Solid legal background Essential selection criteria: At least two years of professional experience in EU regulatory issues/eu external relations, including inside the EU institutions Excellent drafting and communication skills in English Solid legal background Security clearance: If not already acquired, the selected candidate should request it after transfer to the post. 5 Functions and duties + MONITORING LEGISLATION - Legislative work Prepare proposals for Council and/or Commission Regulations on restrictive measures (Article 215 TFEU), in close cooperation with the European External Action Service and other Commission services concerned. Prepare Commission opinions as regards the application of EU legislation concerning restrictive measures. Monitor implementation by the Member States of EU legislation concerning restrictive measures. Monitor implementation by the Member States of Regulation 257/2014 of the European Parliament and the Council amending Regulation 2368/2002 implementing the Kimberley Process Certification Scheme (KPCS) for the international trade in rough diamonds. Monitor implementation by the Member States of Regulation 1236/2005 concerning trade in cédáin goods which could be used for capital punishment, todure or other cruel inhumane or degrading treatment. + INTER-INSTITUTIONAL RELATIONS - Institutional Relations Represent the Commission in meetings of the Council working pady of Foreign Relations Counsellors to present and defend proposals for Council Regulations on restrictive measures. Maintain contacts with Member States, third countries, UN bodies, economic operators and civil society organisations with respect to EU Foreign Policy Regulatory Instruments and in pedicular sanctions. Prepare meetings of the Regulatory Committee under Regulation 881/2002 concerning Al Qaida sanctions and the Management Committee under Regulation 2368/2002 implementing the Kimberley Process Cedification Scheme. Prepare meetings of an Exped Group under Regulation 1236/2005 concerning trade in certain goods which could be used for capital punishment, rodure or other ill trearment. + INTERSERVICE COORDINATION and CONSULTATION - Interservice co-ordination and consultation Launch and respond to interservice consultations on sanctions and trade-related regulatory instruments, natural resources governance and human rights.
