1 Terms of Reference for Consultancy Services Climate Change Animation Consultant 1. AS11 Climate Change Animation One Month Consultant Expected Start Date: August 2018 Duty Station: Supervisor: Saint Lucia Mr. Bishnu Tulsie, Director Saint Lucia National Trust 2. Background It is anticipated that climate change will result in, among other things, more intense and increased frequency of hurricanes and global sea level rise. Owing to the fact that Saint Lucia is located within the Caribbean hurricane belt, it is more prone to being affected by hurricanes during the annual Atlantic hurricane season. As a result, the stability of beaches and shorelines, and coastal and marine ecosystems was identified as a primary issue to be addressed in Saint Lucia s climate change adaptation agenda. Sea level rise has been identified as one of the greatest concerns for Saint Lucia. It poses a great risk to some of the island s major tourism properties, the island s two airports, coastal areas and ports, public facilities, and to the livelihoods of those employed in fisheries, water-sports, tour guides and other related sectors. The Pointe Sable Environmental Protection Area (PSEPA), Pigeon Island, Pigeon Point Causeway, Rodney Bay and Soufrière have been identified as some of the most vulnerable to sea level rise and include notable resorts, ports, major tourism properties, and an airport that all lie within less than 6 m above sea level. In light of this, the Saint Lucia National Trust (SLNT), in collaboration with the Southern Tourism Development Corporation (STDC) is executing a project entitled, Increasing the Resilience to Climate Change and Natural Hazards, and Reducing the Rate of Coastal Erosion for Pigeon Island National

2 Landmark (PINL) and Pointe Sable Environmental Protection Area (PSEPA) Through Beach Stabilization, Restoration & Enhancement in Saint Lucia. The project is implemented by the Caribbean Community Climate Change Centre (CCCCC) and is funded by the German Development Bank (KfW) under the Local Adaptation Measures (LAMS) Grant Scheme. The main problems to be addressed through this Project include: Coastal erosion (causing direct damage to the beach environment, coastal resources and infrastructure, historical objects and marine ecosystems; increased sedimentation of reef and seagrass ecosystems; disappearance of beach vegetation, among others); impacts of high wave action on coastal and marine ecosystems; loss of investments (for physical structures and livelihoods dependent on the coastal environment); and decreased recreational value for residents and visitors. Accordingly, this Project will reduce erosion of, and stabilize the shoreline, build resilience, building adaptive capacity, enhance the naturalness and attractiveness of the beach environment, protect coastal and marine ecosystems and stabilize the shoreline structures. The overall objectives of the project are to: (i) (ii) (iii) Stabilize the shoreline and mitigate against coastal erosion for the Pigeon Island National Landmark (PINL) and Pointe Sable Environmental Protection Area (PSEPA); Support sustainable livelihoods in these geographic areas; and Improve capacity to manage the degradation of the coastal environment. 3. Objective of this Consultancy Under the project, the SLNT and STDC, in collaboration with other stakeholders, will be undertaking several public education and outreach initiatives geared towards raising awareness about the importance of coastal conservation in adapting to climate change as well as potential coastal degradation effects of climate change. The objectives of this consultancy are to: i. Develop two animations to raise awareness of the general public, particularly residents in Vieux Fort, Gros Islet and surrounding communities about climate change and the importance of coastal stabilization as a mitigation measure and; ii. Invoke positive behavioural changes, through the animations, amongst residents in Vieux Fort, Gros Islet and surrounding communities regarding the importance of protecting coastal resources. 4. Methodology Overview The scope of work includes: a) Conceptualize and draft a script and story board for two (2) animations depicting: (i) coastal degradation caused by unsustainable human activities such as illegal sand mining practices, deforestation, removal of coastal vegetation, hardening of beach surface from vehicular traffic and unplanned/unregulated coastal development which are exacerbated by climate change; (ii) some of the solutions (soft and hard measures) to combat coastal degradation; and (iii)

3 individual actions that can be taken to help protect the coastline, including avoiding practices that contribute to coastal erosion. b) Develop two (2) 45 second to 1 minute audio-visual animation and arrange viewing with project team to provide feedback on the products; c) Design and apply a target group rapid survey impact tool to determine the effectiveness of the animation products and generate an analysis report; and d) Finalize the production of two (2) 45 second to 1 minute audio-video animations for broadcast on television, radio and social media. 5. Key Deliverables The following outcome is expected upon completion of this consultancy: a) Two (2) 45 second to 1 minute animations (video and audio files) to raise awareness about climate change and the importance of coastal stabilization as a mitigative measure. The animations should be provided in formats that will allow for viewing on various devices including computers, mobile phones and tablets. b) Analysis report from rapid survey to determine the effectiveness of the animation products. 6. Subcontracts For the purposes of this consultancy, a subcontractor is considered to be any individual who has a contract with the Consultant to perform any of the work under this consultancy. The Consultant shall, as soon as practicable after the award of the Contract, furnish to the SLNT, a list of the names of Subcontractors proposed for any portion of the work. The Consultant shall not employ any Subcontractor to whom the SLNT may have a reasonable objection. Contracts between the Consultant and the Subcontractor shall be in accordance with the terms of this Agreement and shall include the General Conditions of this Agreement insofar as applicable. 7. Experience The consultancy is to be undertaken by an experienced Animator or Graphic Designer familiar with undertaking environmental education work, with demonstrable experience in undertaking similar initiatives or developing public awareness products. This call is open to individual consultants. 8. Qualifications and Expertise The consultancy is to be undertaken by a candidate who is familiar with undertaking the activities outlined in the scope of works. The successful Consultant shall have as a minimum, a Bachelor s Degree in Animation, Graphic Design or related field plus a minimum of 5 years proven experience in developing public awareness materials. The consultant should also have experience in areas related to environmental conservation issues (coastal and climate change). Familiarity with the PINL and PSEPA would be advantageous. 9. Evaluation of Proposals Individuals interested in providing the services described above should send letters on interest by

4 , to include, inter alia, (I) Letter of interest outlining your motivation and how your experience, skills, qualifications and professional networks fit with the required job description. (II) Curriculum vitae (including a description of your experience conducting similar assignments); and (III) Contact details for three references. In preparing the Expression of Interest, interested individuals should be mindful of the Evaluation Criteria below. Evaluation of Consultancy Evaluation of this consultancy relies on effective communication between the project team and the Consultant: a) Achievement of specific tasks; b) Quality of animations produced; and c) Periodic updates.

Assumptions and Risks Assumptions underlying the project intervention are: Risks: a) The animations developed are relevant to the viewers; b) The consultant and any sub-contractors are appropriately qualified to undertake this consultancy effectively and within the time frame; and c) The scope of the work is suitably defined and fully understood by the consultant. a) Consultant unable to complete assignment due to unforeseen reasons; and b) Lack of interest in the animations produced as well as the desire to undertake the positive behavioural changes outlined in the animations. 12. Ethical and Environmental Performance All activities carried out under the contract shall adhere to highest international ethical and environmental standards. The contractor shall be able to demonstrate satisfactory compliance to those standards to the communities, partners, project administrator and other stakeholders at any point for the duration of the contract. Non-compliance to high ethical and environmental standards may lead to cancellation of the contract, especially if negative long term effects on mental or physical health of stakeholders or on the environment can be anticipated Gender relations The Consultant and Sub-contractors are required to comply with the Gender Policy under this project to ensure that women and men are equally represented, valued and rewarded and their human rights equally promoted and protected within and outside the workplace. Some of the policy objectives include to: a) Acknowledge values and principles of gender equality amongst all partners and stakeholders; b) Create equal opportunities and a favourable environment for women and men at the workplace; c) Promote equal representation and participation of women in decision making at the professional and administrative levels; d) Provide information and statistical data that relates to policies and initiatives that promote gender equality (percentage of men and women employed in Grantee s organization, women in leadership roles, percentage of men and women shareholders, etc.); e) Promote equality through community initiatives and advocacy; f) Promote educational training and development for men and women; and g) Ensure a workplace that is free from discrimination of gender bias (eliminating/avoiding linguistic and visual biases).

Reporting Requirements The Animation Consultant reports directly to the Director of the Saint Lucia National Trust, Mr. Bishnu Tulsie. 15. Submission of Expression of Interest All documents shall be written in English language. The amount quoted on your expression of interest should be valid for a period of two (2) months from the date fixed for submission deadline.
