Deputy Minister Culture and Heritage Date General Accountability Reporting to the Deputy Minister of Culture and Heritage, this position supervises the Heritage, Official Languages, Elders & Youth and Inuit Qaujimajatuqangit Divisions. The Assistant Deputy Minister participates in the development, planning and implementation of policies and strategies that promote culture and heritage, Official Languages, Elders & Youth, Inuit Qaujimajatuqangit as a means to promote, protect and preserve culture, language and heritage for Nunavummiut. The incumbent contributes to the provision of efficient and effective management, delivery and administration of departmental legislation, programs and services to ensure maximum utilization of resources. The incumbent reviews and negotiates territorial and federal funding contracts to ensure adequate financing for cultural program delivery. In addition, the incumbent is responsible for fostering development of the Inuit Qaujimajatuqangit approaches to preserve and enhance the Inuktitut language and cultural identity. 2 Organizational Structure The Assistant Deputy Minister is one of the Executive positions within the Department of Culture and Heritage, reporting directly to the Deputy Minister. Other positions reporting to the Deputy Minister are: Director of Corporate Services Director, Policy and Planning Executive Secretary Subordinates: The following positions report directly to the Assistant Deputy Minister: Director Inuit Qaujimajatuqangit Director Official Languages Director Elders and Youth Director Heritage Nature and Scope The Department of Culture and Heritage was established to provide leadership within the Government of Nunavut in the development and implementation of policies, programs and services aimed at strengthening the culture, language, and heritage of Nunavummiut. In that regard, the Department has a key role to play in creating a new model for governance in Canada that integrates Inuit Societal Values and approaches, representative Inuit employment and the use of Nunavut s Official Languages. The Department serves the public and the Government of Nunavut through operations based in Iqaluit, Baker Lake, Igloolik and Kugluktuk. In that capacity, resources are allocated through the following 7 Divisions: Directorate Inuit Qaujimajatuqangit Policy and Planning Corporate Services Official Languages Heritage Elders and Youth The Assistant Deputy Minister receives direction from and reports to the Deputy Minister of Culture and Heritage. 3 overall direction and supervise the Inuit Qaujimajatuqangit, Heritage, Official Languages, and Elders & Youth division staff in carrying out their assignments and in achieving the department s objectives. The incumbent is also responsible for providing broad advice and co-ordination in culture and heritage program areas and assists in developing all major policies, legislation and financial administration including high quality and coordination of departmental Cabinet submissions and presentations and responses to the Assembly related to culture and heritage. This position will be in an Acting Deputy Minister capacity when the Deputy Minister is absent from duty. Dimensions: Departmental Budget Allocation Base funding (approximately) $26,000,000 Capital funding (approximately) $560,000 Person Years (Reporting) Directly Reporting 4.0 PYs Person Years (Departmental) Vote PYs Vote 4/5 3.0 PYs Specific Accountabilities Assign, supervise and monitor work for the four divisions and provide overall direction to the decentralized offices in Igloolik, Baker Lake, Iqaluit and Kugluktuk. Establish culture and heritage priorities, and evaluate current programs and recommend revisions, to meet cultural and heritage needs. Assist and advise the Deputy Minister on policy development on Heritage, Official Languages, Inuit Qaujimajatuqangit, Elders & Youth. Determine and prepare the annual operations and maintenance budgets and contracts for the Heritage, Official Languages, Inuit Qaujimajatuqangit and Elders & Youth. Assist in determining and establishing capital priorities for infrastructure. Interview, select, orient, direct, and motivate subordinate departmental staff. Conduct performance reviews to assess the extent to which mutually agreed goals and objectives have been achieved. 4 responsible manner. Communicate with decentralized staff on a regular basis placing particular emphasis on providing information prior to the introduction of new program initiatives. Provide expert advice, support and leadership. Ensure Heritage takes into account the different cultural and heritage perspectives of Nunavut residents. Interpret the Archives Act, the Historical resources Act, and the Scientist Act. Assist in and provide advice in the development, and presentation of departmental Business Plan each year and Inuit Employment Planning. Interpret the legislation, policies and program practices and seek legal advice where necessary. Guide, review and assist in the preparation of Cabinet documents, presentations and Ministerial briefing materials. Ensure the Historical Advisory Board, Nunavut Arts Council and Records Management Committee are fully functioning and appointments are processed according to the mandates. Knowledge, Skills and Abilities The Assistant Deputy Minister must have 5 years of work experience as a senior manager in the public or private sector. Three years of work experience in culture and language policy development is also required. A broad knowledge base of archaeological research, archival management, toponymy and ethnography as it pertains to Nunavut, as well as an understanding of Nunavut s historical development would an asset Knowledge of the contemporary issues concerning youth and elders in Nunavut would be an asset. As well, the incumbent must have work experience that demonstrates proven management abilities including financial management. The incumbent must have a strong planning background and be knowledgeable of strategic/evaluative planning. The Assistant Deputy Minister must be knowledgeable about the unique political environment in Nunavut and familiar with Inuit issues and the Nunavut Land Claims Agreement. Knowledge of Inuit Societal Values is required. The Assistant Deputy Minister must be able to manage and work within a team-based environment in a cross cultural environment. Revised February 21,

5 The incumbent must have ability to articulate and communicate cultural policy and program reforms to ensure the public is properly informed and department achieves a high profile. The incumbent must also be knowledgeable about computer technologies and their application for communication activities and management of information systems. This is to ensure timely reports are completed. The incumbent must have the ability to understand subordinates work, assess competencies and recommend actions to ensure that staff have appropriate support to carry out their responsibilities and achieve the departmental objectives. The Assistant Deputy Minister must have the ability to represent the Department of Culture and Heritage and Government of Nunavut at conferences, meetings and other forums. The knowledge of and ability to speak Inuktitut/Inuinnaqtun would be considered an asset. The Assistant Deputy Minister is deemed a Position of Trust. Revised February 21,
